The TFC Official Statistics show that 384,000 families (30%) used TFC in March 2022. 512,000 families (39%) used TFC at some point in 2021-22. TFC spend for the financial year 2021-22 was £411.3 million.</p><p>In 2022-23, the Department for Education is planning to spend approximately £2.3 million for the universal entitlement for all three and four year olds, and approximately £900 million for the extended entitlement for working parents of three and four year olds (also known as 30 hours free childcare). The Department for Education is also planning to spend approximately £400 million for the 15 hours free early education entitlement for disadvantaged two year olds, approximately £52 million on supplementary funding for Maintained Nursery Schools, approximately £39 million for Early Years Pupil Premium, and approximately £18 million for the Disability Access Fund.</p><p>In January 2022, 92% of all three and four year olds were receiving some form of funded early education (1.2 million children in total), and 384,100 eligible three and four year olds were registered for a 30 hours place in January 2022.</p><p>In the latest month for which data is available (February 2022) 119,900 Universal Credit (UC) households were paid the UC childcare cost element. Overall, 13% of households on UC with all parents earning and children aged between 0 to 16 were paid the childcare element in February 2022. Spending on the Universal Credit childcare element is calculated as part of the total Universal Credit spend and separate figures are not available.</p><p>There were an estimated 470,000 recipients of all forms of Employer Supported childcare in 2021-22. There is no estimate of the eligible population. Spend on all forms of Employer Supported childcare is estimated to be £460 million in 2020-21 and forecast to be £340m in 2021-22. Care to Learn payments are not income assessed and a maximum amount that can be claimed is £175 per child per week in London and £160 per child per week elsewhere. Further details are available at: <a href="http://www.gov.uk/care-to-learn" target="_blank">www.gov.uk/care-to-learn</a>.</p><p> </p><p>For learners aged 19 and above, Learner Support is available to help those with a specific financial hardship that prevents them from taking part in learning. Colleges and providers have discretion to help learners meet costs such as childcare and travel.</p><p> </p><p>A Childcare Grant is available to full-time student parents in higher education using registered or approved childcare, so that childcare costs incurred while studying do not act as an additional barrier for lower income families accessing higher education. The grant helps with childcare costs for children under 15, or under 17 if they have special educational needs. The amount of Childcare Grant payable in 2018-19 will be based on 85 per cent of actual childcare costs, subject to a maximum grant of £164.70 per week for one child only or £282.36 per week for two or more children.</p><p> </p><p>Students are not entitled to receive a Childcare Grant if the student or their partner has elected to receive the childcare element of Working Tax Credit, the childcare element of Universal Credit, or is claiming support for childcare through the NHS bursary scheme.</p><p> </p><p>Students with children may also be able to receive the Parents' Learning Allowance to meet course related costs, and students with adult dependants may be able to receive an Adult Dependants Grant. The maximum amount of Parents Learning Allowance payable in 2018/19 will be £1,669 and the minimum £50. Employers in England who pay the levy will have an apprenticeship account. To be eligible for this, a lone parent must earn from just over £7,400 a year, and a couple, where both parents are working, must earn from just over £14,800 per year, to access 30 hours. This can save parents over £6,000 per year.</p><p>The department has also introduced tax-free childcare, which is available for working parents of children aged 0-11 (or up to 16 if their child is disabled), with the same income thresholds as 30 hours free childcare. This scheme can save parents up to £2,000 per year (or up to £4,000 if their child is disabled) and can be used alongside 30 hours free childcare.</p><p>Working parents on Universal Credit may also be eligible for help with up to 85% of their childcare costs through the childcare element of Universal Credit. In January 2021, 87% of all three year olds and 93% of all four year olds, including those in a reception place, were registered for some funded early education. <br> <br> 30 hours of free childcare was introduced in England in September 2017 and is an entitlement for working parents of three and four year olds, benefitting around 330,000 children in January 2021. The entitlement aims to help working parents, including mothers, with the costs of childcare so they can take up paid work if they want to or can work additional hours.</p><p>The department’s 2019 parent survey highlights the impact 30 hours can have on parents’ working patterns, with 33% of parents saying that in the absence of 30 hours childcare they would be working fewer hours and the majority of parents (70%) reporting that 30 hours of childcare had given them more flexibility in the hours they could work. Findings also showed that a small but notable proportion of mothers reported that accessing 30 hours had led them to enter work (6%) or increase their hours (17%). They can also be made more flexible by being “stretched” if parents wish to use fewer hours over more weeks and this is an option their childcare provider offers.</p><p>An independent evaluation into the national roll out of the government’s 30 hours entitlements found that 26% of mothers reported they had been able to increase their working hours and 15% stated they would not be working without the extended hours. These effects were stronger for lower income families<em>. </em>Furthermore, most providers delivering the extended hours (over 90%) reported that they offered parents a free choice or at least some choice in when they took the extended hours. The universal 15 hours entitlement, available for every three and four year old, can save parents up to £2,500 per year, and eligible working parents can apply for an additional 15 hours free childcare which can save them up to £5,000 if they use the full 30 hours. 30 hours free childcare was introduced in England in September 2017 and is an entitlement for working parents of three and four year olds, benefitting nearly 330,000 in January 2021.</p><p>In addition to the free early education entitlements, the government offers Tax-Free Childcare for children from 0-11 years old, or up to 16 if disabled. This scheme means that for every £8 parents pay their provider via an online account, the government will pay £2 – up to a maximum contribution of £2,000 per child each year, or £4,000 if disabled. 308,000 families used Tax-Free Childcare for 364,000 children in June 2021.</p><p>Parents may also benefit from Universal Credit. Working parents on a low income can get up to 85% of their childcare costs for children under 16 reimbursed through Universal Credit Childcare. This is subject to a monthly limit of £646 for one child or £1,108 for two or more children, payable in arrears.</p><p>Last November, my right hon. Friend, the Chancellor of the Exchequer, announced a £44 million investment for 2021 to 2022, for local authorities to increase hourly rates paid to childcare providers for the government’s free childcare entitlement offers.</p><p>With regard to the availability of childcare, national data published by Ofsted shows that there were 72,000 childcare providers registered with them on 31 March 2021, a dip of 4%, or 3,300, since 31 August 2020. The data also shows that of that number, 2,800 were childminders or home child carers and not nurseries. Further information is available at: <a href="https://www.gov.uk/government/statistics/childcare-providers-and-inspections-as-at-31-march-2021" target="_blank">https://www.gov.uk/government/statistics/childcare-providers-and-inspections-as-at-31-march-2021</a>.</p><p>That data also shows that numbers of ‘childcare settings on non-domestic premises’, which is the Ofsted description of nurseries which are not based in schools, have remained fairly stable over time, with a drop of just 1% since 31 August 2015 and a decrease of 2%, or 400, between 31 August 2020 and 31 March 2021.</p><p>Ofsted data currently shows that the number of places available to parents seeking childcare has remained broadly stable since August 2015. Additionally, the majority of eligible children aged two, three and four, have continued to access free childcare, despite the challenges faced throughout the COVID-19 outbreak. In a recent survey by Ipsos MORI in July 2021, only 6% of parents whose child was not receiving formal childcare said they would like to use formal childcare but have not been able to find a suitable provider. However, we do know, from our survey of childcare and early years education providers and COVID-19 (September-October 2020), that 75% of group-based providers and 10% of school-based providers reported having made use of the Coronavirus Job Retention Scheme (CJRS) at any point since it was introduced. We know that the education sector has made 249,000 claims during the 3 Self-Employment Income Support Scheme (SEISS) grant periods up to 31 December 2020, out of an eligible population of 114,000, with the average value of claim £2,300. As long as the staff meet the other criteria for the scheme, schools and early years providers are able to furlough their staff if they have experienced a drop in either their income from parents or the government. Eligible nurseries can also benefit from a business rates holiday and can access the business loans as set out by my right hon. Friend, the Chancellor of the Exchequer.</p><p>An early years provider can access the CJRS to cover up to the proportion of its salary bill which could be considered to have been paid for from that provider’s private income. This would typically be income received from ‘parent-paid’ hours that have not yet returned as a result of COVID-19 and excludes all income from the government’s free entitlements. Providers should use the month of February 2020 to represent their usual income, in calculating the proportion of its salary bill eligible to be covered by the scheme, taking into account parent-paid income that has returned. On 17 December 2020, the government, therefore, announced a return to funding early years settings on the basis on attendance. In line with the existing and unchanged statutory guidance local authorities should ensure that providers are not penalised for short-term absences of children, for example sickness, arriving late or leaving early, or a family emergency through withdrawing funding, but use their discretion where absence is recurring or for extended periods, taking into account the reason for the absence and the impact on the provider. Early years settings will continue to benefit from a planned £3.6 billion in funding for the 2020/21 financial year, to create free early education and childcare places.</p><p>My right hon. Friend, the Chancellor of the Exchequer, announced on 25 November 2020 a further £44 million investment for the 2021/22 financial year. We can now also confirm that in the 2021/22 financial year, we will increase the hourly funding rates for all local authorities by 8p an hour for the 2 year old entitlement and, for the vast majority of areas, by 6p an hour for the 3 and 4 year old entitlement. This will pay for a rate increase that is higher than the costs nurseries may face from the uplift to the national living wage in April 2020.</p><p>Additionally, the government has provided a package of support for individuals and businesses which are directly benefitting providers of childcare. This includes business rates relief and grants, the extended Self-Employment Income Support Scheme (SEISS) and the extended Coronavirus Job Retention Scheme (CJRS), which will remain open until April 2021, with employees receiving 80% of their current salary for hours not worked, up to a maximum of £2,500.</p><p>Our ‘Survey of Childcare and Early Years Providers and COVID-19 (Coronavirus)’, published on 26 October 2020, contains information on early years providers’ use of the CJRS and how many childminders applied for and received government support. This can be accessed here: <a href="https://www.gov.uk/government/publications/survey-of-childcare-and-early-years-providers-and-covid-19-coronavirus" target="_blank">https://www.gov.uk/government/publications/survey-of-childcare-and-early-years-providers-and-covid-19-coronavirus</a>.</p><p>At the time of the survey (July 2020), 76% per cent of open group-based providers and 14% of open school-based providers reported having made use of the CJRS at any point.</p><p>At the time of the survey, all childminders were asked whether they had applied for any financial support from the government due to loss of income (for example, via the SEISS or the Small Business Grant Scheme). The majority of all childminders (86%) reported having applied for financial support from the government. Of these, 80% have received support and 6% had applied for but not yet received support. 14% of childminders had not applied for financial support.</p><p>The government continues to work closely with both local authorities and early years sector organisations to monitor the impact of the COVID-19 outbreak on the sector. Early years was one of the first sectors in which COVID-19 restrictions were eased. Since 1 June, early years providers have been able to open to all children, and since 20 July, they have been able to return to their normal group sizes.</p><p>We are providing extra security to nurseries and childminders that are open by ‘block-buying’ childcare places for the rest of this year at the level we would have funded before the COVID-19 outbreak, regardless of how many children are attending. We have also made temporary changes to ensure that eligible parents who experienced a reduction or increase in income as a result of the COVID-19 outbreak retain their eligibility for the entitlement to 30 hours of free childcare a week.</p><p>Local authorities are responsible for ensuring there are sufficient childcare places during the COVID-19 outbreak. This means that even if providers are open but caring for fewer children, they can continue to be funded as if the COVID-19 outbreak were not happening.</p><p>Local authorities should also continue to fund providers which have been advised to close, or left with no option but to close, for public health reasons. That gives another term of secure income to nurseries and childminders who are open for the children who need them. Until the start of the 2020 autumn term, it remains the case that free early years entitlement funding can be used differently and redistributed in exceptional cases to ensure childcare places are available for vulnerable and critical worker children.</p><p>The childcare sector has also been able to access a wider package of government support in the form of a business rates holiday, business interruption loans and the Coronavirus Job Retention Scheme. It compared it to a closed model in which there is competition to select a limited number of private sector childcare account providers. 	answer	answer is ministerial correction date of answer 05/09/2022 answer text <p>The department has invested more than £3.5 billion in each of the last three years to deliver our early education entitlements.</p><p>The information requested is not held by the department but has been published previously by the Organisation for Economic Co-operation and Development (OECD) in its Education at a Glance 2021 report.</p><p>The OECD publishes data on expenditure for Early Childhood Education and Care (ECEC) as a percentage of gross domestic product (GDP). This shows that the UK spent 0.3% of GDP on pre-primary education and care (ISCED 02)[1], compared to the OECD average of 0.6%. The differences on expenditure are largely explained by enrolment rates, legal entitlements, and the intensity of participation, as well as the different starting ages for primary education. The UK has one of the earliest primary school starting ages in the OECD, with most children starting at age 4. Therefore, the window for pre-primary education and spend is smaller than in many other OECD countries.
