star this property answer text <p>The government recognises the importance of families being able to access affordable childcare, including nursery care, in allowing parents to work.</p><p> </p><p>The government offers a range of support for parents to help with childcare costs, including access to early education through the Department for Education’s free hours entitlements, and financial support with childcare through Tax-Free Childcare (TFC) and Universal Credit (UC) childcare offers.</p><p> </p><p>In addition to this support, the government remains committed to driving down childcare costs for providers and parents. In July, it announced a series of measures to achieve this including consulting on increasing the number of children that can be looked after by each staff member in early years settings; taking action to grow the childminder market; reforming the way early years funding is distributed in England; and driving a renewed campaign to increase take-up of UC Childcare and TFC.</p> more like this

star this property answer text <p>An estimated 1.3 million families are eligible for Tax Free Childcare (TFC). The TFC Official Statistics show that 384,000 families (30%) used TFC in March 2022. 512,000 families (39%) used TFC at some point in 2021-22. TFC spend for the financial year 2021-22 was £411.3 million.</p><p>In 2022-23, the Department for Education is planning to spend approximately £2.3 million for the universal entitlement for all three and four year olds, and approximately £900 million for the extended entitlement for working parents of three and four year olds (also known as 30 hours free childcare). The Department for Education is also planning to spend approximately £400 million for the 15 hours free early education entitlement for disadvantaged two year olds, approximately £52 million on supplementary funding for Maintained Nursery Schools, approximately £39 million for Early Years Pupil Premium, and approximately £18 million for the Disability Access Fund.</p><p>In January 2022, 92% of all three and four year olds were receiving some form of funded early education (1.2 million children in total), and 384,100 eligible three and four year olds were registered for a 30 hours place in January 2022.</p><p>In the latest month for which data is available (February 2022) 119,900 Universal Credit (UC) households were paid the UC childcare cost element. Overall, 13% of households on UC with all parents earning and children aged between 0 to 16 were paid the childcare element in February 2022. Spending on the Universal Credit childcare element is calculated as part of the total Universal Credit spend and separate figures are not available.</p><p>There were an estimated 470,000 recipients of all forms of Employer Supported childcare in 2021-22. There is no estimate of the eligible population. Spend on all forms of Employer Supported childcare is estimated to be £460 million in 2020-21 and forecast to be £340m in 2021-22. Employer Supported Childcare is closed to new entrants.</p>

star this property answer text <p>The Care to Learn scheme can help with childcare costs for eligible parents aged under 20 who meet Care to Learn residency criteria and are in receipt of publicly funded education or training. Care to Learn payments are not income assessed and a maximum amount that can be claimed is £175 per child per week in London and £160 per child per week elsewhere. Further details are available at: <a href="http://www.gov.uk/care-to-learn" target="_blank">www.gov.uk/care-to-learn</a>.</p><p> </p><p>For learners aged 19 and above, Learner Support is available to help those with a specific financial hardship that prevents them from taking part in learning. Colleges and providers have discretion to help learners meet costs such as childcare and travel.</p><p> </p><p>A Childcare Grant is available to full-time student parents in higher education using registered or approved childcare, so that childcare costs incurred while studying do not act as an additional barrier for lower income families accessing higher education. The grant helps with childcare costs for children under 15, or under 17 if they have special educational needs. The amount of Childcare Grant payable in 2018-19 will be based on 85 per cent of actual childcare costs, subject to a maximum grant of £164.70 per week for one child only or £282.36 per week for two or more children.</p><p> </p><p>Students are not entitled to receive a Childcare Grant if the student or their partner has elected to receive the childcare element of Working Tax Credit, the childcare element of Universal Credit, or is claiming support for childcare through the NHS bursary scheme.</p><p> </p><p>Students with children may also be able to receive the Parents' Learning Allowance to meet course related costs, and students with adult dependants may be able to receive an Adult Dependants Grant. The maximum amount of Parents Learning Allowance payable in 2018/19 will be £1,669 and the minimum £50. Further information can be found at: <a href="https://www.gov.uk/student-finance/extra-help" target="_blank">https://www.gov.uk/student-finance/extra-help</a>.</p><p> </p><p>All three and four year olds and the most disadvantaged two year olds are entitled to access 15 hours a week of early education.</p>

star this property answer text <p>The Apprenticeship Levy will be paid by all UK employers with an annual pay bill of over £3 million and is charged at 0.5% of an employer’s annual pay bill.</p><p>The Apprenticeship Levy supports our commitment to reaching 3 million apprenticeship starts in England by 2020. Employers in England who pay the levy will have an apprenticeship account. star this property answer text <p>The government is investing £300 million to transform family help services in 75 local authorities. This includes funding for Family Hubs, parenting programmes and Start for Life services. We announced the 75 eligible local authorities on the 2 April 2022. Our current range of childcare offers includes 15 hours free early education for all three and four-year-olds, regardless of parental income or working status. This helps children to develop social skills and prepare them for school, regardless of their background.</p><p>In 2013, this offer was extended to the most disadvantaged two-year-olds, providing a developmental boost to disadvantaged children who are less likely to use formal childcare, but who stand to benefit from it the most.</p><p>In 2017, we introduced 30 hours free childcare for working parents of three and four-year-olds. To be eligible for this, a lone parent must earn from just over £7,400 a year, and a couple, where both parents are working, must earn from just over £14,800 per year, to access 30 hours. This can save parents over £6,000 per year.</p><p>The department has also introduced tax-free childcare, which is available for working parents of children aged 0-11 (or up to 16 if their child is disabled), with the same income thresholds as 30 hours free childcare. This scheme can save parents up to £2,000 per year (or up to £4,000 if their child is disabled) and can be used alongside 30 hours free childcare.</p><p>Working parents on Universal Credit may also be eligible for help with up to 85% of their childcare costs through the childcare element of Universal Credit. This is subject to a monthly limit of £646 for one child or £1,108 for two or more children aged 0-16.</p>

star this property answer text <p>The department is committed to providing children with the best start in life and supporting disadvantaged and vulnerable children by investing in high quality early education and local services.</p><p>The department has invested £180 million on recovery programmes to raise quality in early education, including improving early language, training early years staff to support the very youngest children, and supporting parents with home learning.</p><p>We have also announced £300 million to transform services for parents, babies, carers, and children in half of local authorities in England. This is a significant investment that will have wide reach across the country and improve outcomes for thousands of babies, children, carers and families. As part of this £300 million, we have announced a further £82 million to create a network of family hubs in 75 areas.</p><p>30 hours free childcare is available to working parents of three- and four-year-olds, helping them with the cost of childcare and supporting parents back into work or to work more hours. To be eligible, parents must earn the equivalent of at least 16 hours a week at national minimum or living wage (for parents aged over 23, this is equivalent to just over £7,400 per year), and under £100,000 per year. The government currently has no plans to extend this scheme.</p><p>Additionally in England, all three- and four-year-olds, and some disadvantaged two-year-olds, are eligible for 15 hours free childcare. This provides them with high-quality early education, helping prepare them for school.</p><p>The early years pupil premium gives providers additional funding (up to £302 per eligible child per year) for disadvantaged three- and four-year-olds if the child receives the universal 15 hours entitlement and they meet the eligibility criteria. Early years providers are responsible for identifying eligible children so that local authorities can provide the appropriate funding.</p>

star this property answer text <p>All three and four year olds in England are entitled to 15 hours of free childcare each week, providing children with high-quality early education and helping parents to return to work. Disadvantaged families in England are also eligible for 15 hours of free early education a week for their two year old children. In January 2021, 87% of all three year olds and 93% of all four year olds, including those in a reception place, were registered for some funded early education. <br> <br> 30 hours of free childcare was introduced in England in September 2017 and is an entitlement for working parents of three and four year olds, benefitting around 330,000 children in January 2021. The entitlement aims to help working parents, including mothers, with the costs of childcare so they can take up paid work if they want to or can work additional hours.</p><p>The department’s 2019 parent survey highlights the impact 30 hours can have on parents’ working patterns, with 33% of parents saying that in the absence of 30 hours childcare they would be working fewer hours and the majority of parents (70%) reporting that 30 hours of childcare had given them more flexibility in the hours they could work. Findings also showed that a small but notable proportion of mothers reported that accessing 30 hours had led them to enter work (6%) or increase their hours (17%). The 2019 parent survey can be found here: <a href="https://www.gov.uk/government/statistics/childcare-and-early-years-survey-of-parents-2019" target="_blank">https://www.gov.uk/government/statistics/childcare-and-early-years-survey-of-parents-2019</a>.</p><p>All of the department’s entitlements provide free early education for parents across 38 weeks of the year. They can also be made more flexible by being “stretched” if parents wish to use fewer hours over more weeks and this is an option their childcare provider offers.</p><p>An independent evaluation into the national roll out of the government’s 30 hours entitlements found that 26% of mothers reported they had been able to increase their working hours and 15% stated they would not be working without the extended hours. These effects were stronger for lower income families<em>. </em>Furthermore, most providers delivering the extended hours (over 90%) reported that they offered parents a free choice or at least some choice in when they took the extended hours. star this property answer text <p>The government is committed to supporting families with the cost of childcare, which is why the government has made an unprecedented investment in childcare over the past decade.</p><p>We have spent over £3.5 billion in each of the past three years on our early education entitlements and the government continues to support families with their childcare costs. The universal 15 hours entitlement, available for every three and four year old, can save parents up to £2,500 per year, and eligible working parents can apply for an additional 15 hours free childcare which can save them up to £5,000 if they use the full 30 hours. 30 hours free childcare was introduced in England in September 2017 and is an entitlement for working parents of three and four year olds, benefitting nearly 330,000 in January 2021.</p><p>In addition to the free early education entitlements, the government offers Tax-Free Childcare for children from 0-11 years old, or up to 16 if disabled. This scheme means that for every £8 parents pay their provider via an online account, the government will pay £2 – up to a maximum contribution of £2,000 per child each year, or £4,000 if disabled. 308,000 families used Tax-Free Childcare for 364,000 children in June 2021.</p><p>Parents may also benefit from Universal Credit. Working parents on a low income can get up to 85% of their childcare costs for children under 16 reimbursed through Universal Credit Childcare. This is subject to a monthly limit of £646 for one child or £1,108 for two or more children, payable in arrears.</p><p>Last November, my right hon. Friend, the Chancellor of the Exchequer, announced a £44 million investment for 2021 to 2022, for local authorities to increase hourly rates paid to childcare providers for the government’s free childcare entitlement offers.</p><p>With regard to the availability of childcare, national data published by Ofsted shows that there were 72,000 childcare providers registered with them on 31 March 2021, a dip of 4%, or 3,300, since 31 August 2020. The data also shows that of that number, 2,800 were childminders or home child carers and not nurseries. Further information is available at: <a href="https://www.gov.uk/government/statistics/childcare-providers-and-inspections-as-at-31-march-2021" target="_blank">https://www.gov.uk/government/statistics/childcare-providers-and-inspections-as-at-31-march-2021</a>.</p><p>That data also shows that numbers of ‘childcare settings on non-domestic premises’, which is the Ofsted description of nurseries which are not based in schools, have remained fairly stable over time, with a drop of just 1% since 31 August 2015 and a decrease of 2%, or 400, between 31 August 2020 and 31 March 2021.</p><p>Ofsted data currently shows that the number of places available to parents seeking childcare has remained broadly stable since August 2015. Additionally, the majority of eligible children aged two, three and four, have continued to access free childcare, despite the challenges faced throughout the COVID-19 outbreak. In a recent survey by Ipsos MORI in July 2021, only 6% of parents whose child was not receiving formal childcare said they would like to use formal childcare but have not been able to find a suitable provider. This is only approximately 2% of all parents.</p>

star this property answer text <p>We do not hold data on the number of early education and childcare providers who have been unable to access the support schemes on offer. However, we do know, from our survey of childcare and early years education providers and COVID-19 (September-October 2020), that 75% of group-based providers and 10% of school-based providers reported having made use of the Coronavirus Job Retention Scheme (CJRS) at any point since it was introduced. We know that the education sector has made 249,000 claims during the 3 Self-Employment Income Support Scheme (SEISS) grant periods up to 31 December 2020, out of an eligible population of 114,000, with the average value of claim £2,300. Further information on this survey can be found here: <a href="https://www.gov.uk/government/publications/survey-of-childcare-and-early-years-providers-and-coronavirus-covid-19-wave-2" target="_blank">https://www.gov.uk/government/publications/survey-of-childcare-and-early-years-providers-and-coronavirus-covid-19-wave-2</a>.</p><p>We have issued clear guidance on how all early education and childcare providers can access the CJRS and the SEISS.</p><p>The early years sector has benefitted from the continuation of early years entitlement funding during the summer and autumn terms in 2020, and providers have been able to furlough their staff via the CJRS. As long as the staff meet the other criteria for the scheme, schools and early years providers are able to furlough their staff if they have experienced a drop in either their income from parents or the government. Eligible nurseries can also benefit from a business rates holiday and can access the business loans as set out by my right hon. Friend, the Chancellor of the Exchequer.</p><p>An early years provider can access the CJRS to cover up to the proportion of its salary bill which could be considered to have been paid for from that provider’s private income. This would typically be income received from ‘parent-paid’ hours that have not yet returned as a result of COVID-19 and excludes all income from the government’s free entitlements. Providers should use the month of February 2020 to represent their usual income, in calculating the proportion of its salary bill eligible to be covered by the scheme, taking into account parent-paid income that has returned. star this property answer text <p>We recognise childcare attendance has been affected by the COVID-19 outbreak, we saw attendance rise over the autumn term from 482,000 on 10 September to 759,000 on 17 December 2020. On 17 December 2020, the government, therefore, announced a return to funding early years settings on the basis on attendance. In line with the existing and unchanged statutory guidance local authorities should ensure that providers are not penalised for short-term absences of children, for example sickness, arriving late or leaving early, or a family emergency through withdrawing funding, but use their discretion where absence is recurring or for extended periods, taking into account the reason for the absence and the impact on the provider. The guidance can be found here: <a href="https://www.gov.uk/government/publications/use-of-free-early-education-entitlements-funding-during-the-coronavirus-outbreak/use-of-free-early-education-entitlements-funding-during-coronavirus-covid-19" target="_blank">https://www.gov.uk/government/publications/use-of-free-early-education-entitlements-funding-during-the-coronavirus-outbreak/use-of-free-early-education-entitlements-funding-during-coronavirus-covid-19</a>.</p><p>We will fund local authorities in the 2021 spring term based on their January 2021 census. If attendance rises after the census is taken, we will top-up councils to up to 85% of their January 2020 census level, where a local authority can provide evidence for increased attendance during the spring term. This will give local authorities additional financial confidence to pay providers for increasing attendance later in the spring term.</p><p>We continue to work with the early years sector to understand how they can best be supported to ensure that sufficient safe, appropriate and affordable childcare is available to those who need it now, and for all families who need it in the longer term<em>.</em></p>

star this property answer text <p>The government recognises the importance of supporting the early years sector financially during the COVID-19 outbreak.</p><p>We are continuing to fund childcare at the same level as before the COVID-19 outbreak, until the end of the calendar year, giving nurseries and childminders another term of secure income, regardless of how many children are attending. Early years settings will continue to benefit from a planned £3.6 billion in funding for the 2020/21 financial year, to create free early education and childcare places.</p><p>My right hon. Friend, the Chancellor of the Exchequer, announced on 25 November 2020 a further £44 million investment for the 2021/22 financial year. We can now also confirm that in the 2021/22 financial year, we will increase the hourly funding rates for all local authorities by 8p an hour for the 2 year old entitlement and, for the vast majority of areas, by 6p an hour for the 3 and 4 year old entitlement. This will pay for a rate increase that is higher than the costs nurseries may face from the uplift to the national living wage in April 2020.</p><p>Additionally, the government has provided a package of support for individuals and businesses which are directly benefitting providers of childcare. This includes business rates relief and grants, the extended Self-Employment Income Support Scheme (SEISS) and the extended Coronavirus Job Retention Scheme (CJRS), which will remain open until April 2021, with employees receiving 80% of their current salary for hours not worked, up to a maximum of £2,500.</p><p>Our ‘Survey of Childcare and Early Years Providers and COVID-19 (Coronavirus)’, published on 26 October 2020, contains information on early years providers’ use of the CJRS and how many childminders applied for and received government support. This can be accessed here: <a href="https://www.gov.uk/government/publications/survey-of-childcare-and-early-years-providers-and-covid-19-coronavirus" target="_blank">https://www.gov.uk/government/publications/survey-of-childcare-and-early-years-providers-and-covid-19-coronavirus</a>.</p><p>At the time of the survey (July 2020), 76% per cent of open group-based providers and 14% of open school-based providers reported having made use of the CJRS at any point.</p><p>At the time of the survey, all childminders were asked whether they had applied for any financial support from the government due to loss of income (for example, via the SEISS or the Small Business Grant Scheme). The majority of all childminders (86%) reported having applied for financial support from the government. Of these, 80% have received support and 6% had applied for but not yet received support. 14% of childminders had not applied for financial support.</p><p>The government continues to work closely with both local authorities and early years sector organisations to monitor the impact of the COVID-19 outbreak on the sector. We continue to both look at the costs associated with the outbreak and to secure the best and most appropriate support for the sector.</p>

Early years was one of the first sectors in which COVID-19 restrictions were eased. Since 1 June, early years providers have been able to open to all children, and since 20 July, they have been able to return to their normal group sizes.</p><p>We are providing extra security to nurseries and childminders that are open by ‘block-buying’ childcare places for the rest of this year at the level we would have funded before the COVID-19 outbreak, regardless of how many children are attending. We have also made temporary changes to ensure that eligible parents who experienced a reduction or increase in income as a result of the COVID-19 outbreak retain their eligibility for the entitlement to 30 hours of free childcare a week.</p><p>Local authorities are responsible for ensuring there are sufficient childcare places during the COVID-19 outbreak. Parents who are experiencing difficulties in obtaining childcare should contact their local authority directly.</p>

star this property answer text <p>In order to control the spread of COVID-19, early years settings were asked to only open for children of critical workers and vulnerable children from 20 March. An Ipsos MORI survey showed that three-quarters of critical workers with young children could access childcare during the coronavirus lockdown. The latest attendance data shows that on 30 July, an estimated 285,000 children were attending an early years setting. The latest data, published on 4 August, is available at:<br><a href="https://explore-education-statistics.service.gov.uk/find-statistics/attendance-in-education-and-early-years-settings-during-the-coronavirus-covid-19-outbreak/2020-week-31" target="_blank">https://explore-education-statistics.service.gov.uk/find-statistics/attendance-in-education-and-early-years-settings-during-the-coronavirus-covid-19-outbreak/2020-week-31</a>.</p><p>Since 20 July, early years settings have been able to return to their normal group sizes, paving the way for more children to transition back to their early education and supporting parents to return to work.</p><p>On 20 July, we announced our commitment to continue paying local authorities for the childcare places they usually fund throughout the autumn term. This means that even if providers are open but caring for fewer children, they can continue to be funded as if the COVID-19 outbreak were not happening.</p><p>Local authorities should also continue to fund providers which have been advised to close, or left with no option but to close, for public health reasons. That gives another term of secure income to nurseries and childminders who are open for the children who need them. Until the start of the 2020 autumn term, it remains the case that free early years entitlement funding can be used differently and redistributed in exceptional cases to ensure childcare places are available for vulnerable and critical worker children.</p><p>The childcare sector has also been able to access a wider package of government support in the form of a business rates holiday, business interruption loans and the Coronavirus Job Retention Scheme. star this property answer text <p><strong>It is estimated that of the families that will directly benefit from the Tax-Free Childcare scheme around 95% are couples and 5% are lone parents. </strong><strong>Based on the best available data, we estimate that around half of these lone parents will be either divorced or separated.</strong></p><p> </p><p><strong>Working lone parents are more likely to have lower income levels than working couples. More lone parents will therefore receive support for childcare through Tax Credits and then subsequently Universal Credit which is generally more generous than Tax-Free Childcare. </strong></p><p> </p><p><strong>On the 18 March the Government published its response to the consultation on design and operation of Tax-Free Childcare which sets out that where</strong><strong> adults in a family are unable to reach agreement about which of them should claim, HMRC will consider the facts of the case and make a decision. </strong></p><p> </p><p> </p><p><strong>The resource requirements of the scheme will be settled once the scheme's details have been finalised. </strong></p>

star this property answer text <p><strong>On the 23 May the Government published a further consultation on the delivery of childcare accounts within Tax-Free Childcare. The consultation will be open until 27 June and the Government will consider the responses alongside those to the first consultation before it makes its decision on the provision of childcare accounts.</strong></p><p> </p><p> </p><p><strong>This and the previous consultation has set out options for delivering childcare accounts through the public and private sector so that all interested parties will have had an opportunity to comment on them. star this property answer text <p>The department has invested more than £3.5 billion in each of the last three years to deliver our early education entitlements.</p><p>The information requested is not held by the department but has been published previously by the Organisation for Economic Co-operation and Development (OECD) in its Education at a Glance 2021 report.</p><p>The OECD publishes data on expenditure for Early Childhood Education and Care (ECEC) as a percentage of gross domestic product (GDP). This shows that the UK spent 0.3% of GDP on pre-primary education and care (ISCED 02)[1], compared to the OECD average of 0.6%. The differences on expenditure are largely explained by enrolment rates, legal entitlements, and the intensity of participation, as well as the different starting ages for primary education. The UK has one of the earliest primary school starting ages in the OECD, with most children starting at age 4. Therefore, the window for pre-primary education and spend is smaller than in many other OECD countries.
