star this property answer text <p>The UK has played a leading role in the development of Education Cannot Wait – a fund for education in emergencies. A key focus for Education Cannot Wait will be on ensuring that marginalised children and young people are able to access a quality education. This includes refugees and internally displaced children, as well as children facing barriers to their education because of their gender, disability or other factors.</p><p>This focus is reflected in the Fund’s indicative headline results, which commits to providing “Inclusive education [that] reaches the most marginalised children and young people in crises” with a target of “100% of supported education opportunities demonstrate increase in education for girls, disabled and those in remote locations”.</p><p>The UK will continue to engage closely during Education Cannot Wait’s inception phase, to ensure that this commitment is fully reflected in its final design and results frameworks.</p> more like this

star this property answer text <p>Her Majesty's Government is acutely aware of the difficulties people have experienced with the price of liquid petroleum gas and heating oil. The price of LPG and oil is influenced by a range of factors, including crude oil prices (the major factor), refinery capacity, stock levels, distribution costs and retail margins.</p><p> </p><p>We believe that the consumer is best served by open competition between companies. The Office of Fair Trading studied the heating oil market in 2011 and found few competition concerns. Most areas of the UK are supplied by a variety of heating oil suppliers and there are low barriers to entry for new businesses who may want to compete. The OFT study also commented on the generally positive initial impact of the Competition Commission Orders from 2009 to make it easier for domestic bulk LPG consumers to switch supplier, and there is a statutory duty to keep under review the effectiveness of and compliance with these Orders.</p><p> </p><p>My Rt. Hon. Friend the Minister of State for Energy will chair a third Ministerial Roundtable meeting on heating oil and LPG supply on 21 May. The Roundtable brings together a wide range of interests including Government, regulators, advisory and charitable bodies, the fuel supply industry and others to work together to improve the security and affordability of off-grid fuel supply.</p><p> </p>

star this property answer text <p>My officials have worked closely with developers and financial institutions in working up the Offtaker of Last Resort (OLR) proposals in order to meet the needs of independent renewable generators. The policy design is at an advanced stage, and the detail of the proposals has been recently consulted on. We are on track to deliver the final policy and introduce enabling regulations ahead of first allocation of Contracts for Difference (CfD) applicants will have a high degree of clarity about the arrangements for OLR, in advance of the first auctions.</p><p>The move to competitive allocation of CfDs has been a long-standing feature of Electricity Market Reform. In early 2014, Government consulted on proposals to move straight to competitive allocation for some technologies, during which a number of independent renewable generators raised concerns that they had less certainty of their costs than Vertically Integrated Utilities and weretherefore faced with a higher financial risk that might undermine their ability to win a CfD through a competitive process. In the Government's response, we set out our expectation that the Power Purchase Agreement (PPA) market will evolve such that PPAs could be signed on a conditional basis, providing greater cost certainty for independent renewable generators.</p><p> </p>

We have discussed this with stakeholders and have identified no significant barriers that prevent conditional Power Purchase Agreements being agreed prior to the allocation of Contracts for Difference. Furthermore, some PPA participants have since confirmed that they are prepared to consider approaches from generators on this basis. star this property answer text <p>EDF's current aim is for the Hinkley Point C nuclear power station to begin generating electricity in 2023. The UK Government and EDF Group reached commercial agreement on the key terms of a proposed investment contract for the Hinkley Point C, details of which were published on 21 October 2013. Furthermore, the publication of the Opening Decision on the Hinkley Point C State aid case by the European Commission is another important step forward in the consideration of the case and an investigation is a standard part of the State aid process for cases like Hinkley. The Commission have opened a public consultation on 7<sup>th</sup> March 2014 on their Opening Decision and Government welcome all to participate in this.</p><p> </p><p>No date has been set for Sizewell C to begin generating electricity. But EDF completed last year the first stage of the local consultation which is necessary before an application for development consent can be made.</p> more like this

star this property answer text <p>The European Council in March 2014 discussed the 2030 climate and energy framework and agreed to make a final decision on the Framework no later than October this year.</p><p>The UK believes that the EU should urgently adopt a domestic emissions reduction target for 2030 of at least 40% on 1990 levels, moving to 50% in the context of an ambitious global climate agreement.</p><p>I am determined to continue working closely and intensively with all my colleagues in Europe to ensure that the EU is in a position to play a leading role at the Ban Ki-Moon Climate Summit in September.</p><p> </p> more like this

star this property answer text <p>My rt. hon. Friend the Minister of State for Energy chaired the third Ministerial Roundtable meeting on heating oil and LPG supply on 21 May. My rt. hon Friend the Minister of State for Climate Change joined the roundtable discussion on off gas grid fuel poor households and support for off gas grid consumers. This continued the useful discussions government has had at the previous two Roundtables with representatives from industry, consumer groups, oil buying groups and others on how to improve heating oil and LPG supply to UK consumers.</p><p>Issues covered at the third roundtable included the promotion of the Federation of Petroleum Suppliers' Customer Charter, the messaging to consumers on buying oil early ahead of the winter and an update on the action government is taking more broadly to help fuel poor off-grid households.
