A key focus for Education Cannot Wait will be on ensuring that marginalised children and young people are able to access a quality education. The price of LPG and oil is influenced by a range of factors, including crude oil prices (the major factor), refinery capacity, stock levels, distribution costs and retail margins.</p><p> </p><p>We believe that the consumer is best served by open competition between companies. The Office of Fair Trading studied the heating oil market in 2011 and found few competition concerns. Most areas of the UK are supplied by a variety of heating oil suppliers and there are low barriers to entry for new businesses who may want to compete. The OFT study also commented on the generally positive initial impact of the Competition Commission Orders from 2009 to make it easier for domestic bulk LPG consumers to switch supplier, and there is a statutory duty to keep under review the effectiveness of and compliance with these Orders.</p><p> </p><p>My Rt. Hon. Friend the Minister of State for Energy will chair a third Ministerial Roundtable meeting on heating oil and LPG supply on 21 May. The policy design is at an advanced stage, and the detail of the proposals has been recently consulted on. We are on track to deliver the final policy and introduce enabling regulations ahead of first allocation of Contracts for Difference (CfD) applicants will have a high degree of clarity about the arrangements for OLR, in advance of the first auctions.</p><p>The move to competitive allocation of CfDs has been a long-standing feature of Electricity Market Reform. In early 2014, Government consulted on proposals to move straight to competitive allocation for some technologies, during which a number of independent renewable generators raised concerns that they had less certainty of their costs than Vertically Integrated Utilities and weretherefore faced with a higher financial risk that might undermine their ability to win a CfD through a competitive process. The UK Government and EDF Group reached commercial agreement on the key terms of a proposed investment contract for the Hinkley Point C, details of which were published on 21 October 2013. Furthermore, the publication of the Opening Decision on the Hinkley Point C State aid case by the European Commission is another important step forward in the consideration of the case and an investigation is a standard part of the State aid process for cases like Hinkley. The Commission have opened a public consultation on 7<sup>th</sup> March 2014 on their Opening Decision and Government welcome all to participate in this.</p><p> </p><p>No date has been set for Sizewell C to begin generating electricity. This continued the useful discussions government has had at the previous two Roundtables with representatives from industry, consumer groups, oil buying groups and others on how to improve heating oil and LPG supply to UK consumers.</p><p>Issues covered at the third roundtable included the promotion of the Federation of Petroleum Suppliers' Customer Charter, the messaging to consumers on buying oil early ahead of the winter and an update on the action government is taking more broadly to help fuel poor off-grid households.
