unstar this property answer text <p>As part of the transition to Individual Electoral Registration (IER), entries on the electoral register will be matched against data held by Department for Work and Pensions (DWP) for the purposes of confirming existing electors, a process which will simplify the transition for the majority of existing electors. Last year the Cabinet Office undertook pilots to test this process and we published our evaluation of these pilots earlier this year which is available to download from:</p><p>https://www.gov.uk/government/publications/simplifying-the-transition-to-individual-electoral-registration</p><p> </p><p>The evaluation report includes an analysis of match rates by population groups and while no specific analysis was undertaken of seaside towns, the results did suggest that match rates were lower in areas with high student populations. However, anyone who cannot be confirmed will still be invited to register individually and will retain their ability to vote in the 2015 general election. By using confirmation to simplify the process for the majority of electors it means resources can be focused on maximising registration among those people who cannot be confirmed, including individuals who are not currently registered. We are also currently running a separate set of pilots exploring whether data matching against DWP and other trusted national data sets can be used to find potential electors who are not currently registered but may be eligible to do so, in order to invite them to register. The results of the pilots, which are specifically targeted at boosting registrations among students, attainers and home-movers, will be published in the summer.</p>

unstar this property answer text <p>The British public deserves to have confidence in our democracy and the Government is committed to making sure that our electoral system is fit for the future.</p><p>Woking, Gosport, Bromley, Swindon and Watford have committed to pilot voter ID in May 2018 and Tower Hamlets, Slough and Peterborough are piloting measures to improve the security of the postal vote process.</p><p>The pilot authorities, Cabinet Office and the Electoral Commission have worked collaboratively to agree what information will be collected from the pilots and how it will be collected.</p><p>The Electoral Commission is responsible for carrying out an independent, statutory evaluation of the pilot schemes and will publish its findings following the May elections, in the summer of 2018.</p> more like this

unstar this property answer text <p>Electoral law is clear that a person must be included in the register of electors for a poll in order to be entitled to vote at that poll. The Government recognises that it is possible for postal ballot papers to be issued to a postal voter who may subsequently be removed from the register to be used at the poll. The Electoral Commission has issued guidance explaining that postal ballot papers returned under these circumstances cannot be counted. We will look to review the current provisions on the cancellation of postal ballot papers to see whether improvements can be made to the law in this area.</p> more like this

Member to the answer given to PQ <a href="https://questions-statements.parliament.uk/written-questions/detail/2021-02-02/147911" target="_blank">147911</a> on 9 February 2021.</p><p>The Government is working on finalising the funding allocations for the May 2021 elections, and Returning Officers and local authorities will be updated on their funding allocations for the Police and Crime Commissioner and local elections respectively by the end of March.</p><p>There will be an estimated £92 million of government funding that will be provided to local authorities for the elections; of this, £31 million is an uplift to directly address costs associated with making the elections covid-secure.</p><p>For the Police and Crime Commissioner elections, Returning Officers will be reimbursed for expenses necessarily incurred for the smooth running of those polls via the usual process. Further detail of the potential fees and charges that Returning Officers can claim for in relation to any additional measures required to ensure covid-secure Police and Crime Commissioner elections in May is set out in guidance provided by the Cabinet Office to Returning Officers.</p>

unstar this property answer text <p>The British public deserves to have confidence in our democracy and the Government is committed to ensuring that our electoral system is fit for the future.</p><p>Next year, Peterborough and Pendle will be piloting measures to improve the integrity of the postal and proxy vote process. This builds on similar pilots in 2018.</p><p>In addition, the Government is looking to introduce measures which will prohibit party campaigners from handling postal votes, and apply a limit to the number of postal ballots that any one individual can hand in at a polling station. The provisions will be backed up by a new offence, and will make a significant contribution to enhancing the security of postal voting. There is currently a Government supported Private Members’ Bill in the House of Commons looking to introduce this policy.</p><p>The Government is considering the way forward on the other recommendations made by Sir Eric Pickles, a number of which relate to absent voting, and will continue to consider how to improve the integrity of electoral processes more generally.</p><p>The Government is committed to strengthening our electoral processes and enhancing public confidence in the rigour of those democratic processes.</p>

A breakdown of that cost is provided in the report published by the Electoral Commission.</del></p><p> </p><p><del class="ministerial">The then Government undertook publicity on EU membership ahead of the referendum. This cost an additional £9.3 million.</del></p><p> </p><p><del class="ministerial">The total cost to taxpayers was thus £138.4 million</del></p><p> </p><p><ins class="ministerial">Electors who are registered to vote but will be travelling abroad during the time of an election are able to apply for a proxy vote for that particular poll or polls. unstar this property answer text <p>The Government is committed to ensuring that electors can cast their vote and will continue to look for ways to assist electors to do so. The International Business Response Service is a means of assisting the return of postal votes from abroad and helped to ensure that over 80,000 postal votes were recorded back from overseas by Royal Mail leading up to polling day on 8 June 2017. Almost 100,000 items were recorded back from overseas at the EU Referendum in 2016.</p><p> </p><p>The Electoral Commission evaluated its use after the 2016 Referendum and decided it was value for money in terms of the number of votes returned by the process and recommended we use it for the General Election.</p> more like this

We are also working with Royal Mail to set up a dedicated scheme for Returning Officers to use to expedite the delivery of postal votes to overseas electors. If an elector is concerned that their local postal services are irregular or if they live far from the UK, we advise that they consider voting by proxy as an alternative to a postal vote.</p><p>The Government has no plans to bring forward legislative proposals to enable British citizens living overseas who have postal votes to receive postal vote packs by email or vote online. The selection of elected representatives for Parliament is regarded as requiring the highest possible level of integrity and, at present, there are concerns that online voting, by any means, is not seen by many to be suitably rigorous and secure, and could be vulnerable to attack or fraud.</p><p> </p>

The Electoral Commission will also report on the administration of the election in due course. The Government will consider any recommendations about dealing with fraud from the Chief Electoral Officer and the Electoral Commission carefully.</p><p> </p><p>More broadly, I also refer the hon Member to the Government response to Sir Eric Pickles’ review of electoral fraud; the Government will consider what changes recommended for Great Britain may also be appropriate for Northern Ireland.</p> more like this

unstar this property answer text <p>Electoral fraud is unacceptable on any level, and vulnerabilities cannot be allowed to continue and undermine the integrity of our democracy.</p><p>In his report of his review into electoral fraud Sir Eric Pickles recommended that the requirement to provide ID in polling stations should apply to proxy voters. unstar this property answer text <p>The Government is committed to ensuring that elections are accessible for all those eligible to vote and has already been working with the RNIB to improve the voting process for voters with sight loss.</p><p>It is important for security purposes that a physical poll card is sent to every elector at the property where they are registered, but we have already considered how electoral information might additionally be made available in more accessible format for those who request it.</p><p>Returning Officers already publish details of candidates in the order they will appear on the ballot paper online. We will work with partners in the electoral sector to ensure this information is accessible.</p><p>The Government will continue to work with the RNIB, the Electoral Commission and other relevant organisations to make blind and partially sighted voters aware of the support available to them at the polling station, and to consider what additional support could be provided to help blind and partially sighted people to vote including by post.</p><p> </p>

unstar this property answer text <p>The Government is committed to ensuring that elections are accessible for all those eligible to vote.</p><p><strong> </strong></p><p>To that end, the Government has introduced a number of measures to support the accessibility of elections in the recently introduced Elections Bill, such as removing restrictions on who can act as a companion to support voters with disabilities and placing a broader requirement for Returning Officers to consider the needs of all disabled voters when providing equipment for polling stations.</p><p><strong> </strong></p><p>Specifically on issues related to sight loss, we were pleased to be able to carry out some testing of accessible voting solutions for blind and partially sighted electors with the RNIB and Broadland District Council at the recent elections in May, and we are currently considering our next steps. We will continue to work with the RNIB and other interested groups in taking this forward and have already talked with RNIB about looking at the postal vote system to see how and where that can be improved to support engagement.</p><p><strong> </strong></p><p>We also continue to work with the members of the Accessibly of Elections Working Group, including the Electoral Commission, the Society of Local Authority Chief Executives and the Association of Electoral Administrators. The Association of Electoral Administrators provides training and guidance for Returning Officers and their teams to further improve the support provided to enable disabled electors to participate in future elections.</p><p> </p>

unstar this property answer text <p>We are continuing to work with a range of stakeholders including disabled people’s charities and organisations, alongside our Access to Work Stakeholder Forums in England, Scotland and Wales to inform the development of the Adjustments Passport. As a result, a number of Adjustments Passport pilots are already underway including the freelancers and contractors pilot which began in May 2021, and the universities pilot which commenced in November 2021.</p><p> </p><p>We will continue to work with stakeholders during 2022 to inform the further development of the Adjustment Passport pilots. The Armed Forces service leavers pilot and various Department for Education programmes supporting young disabled people are due to be rolled out in Spring 2022.</p><p> </p><p>The findings from the pilots will used to inform future development and implementation. unstar this property answer text <p>Following the Access to Work communication campaign in early 2021, and our findings from a thorough evaluation, we have taken a number of steps to continue to raise awareness of the scheme amongst people with a disability or long-term health condition.</p><p>We frequently promote the scheme through the Department’s social media channels, and have introduced specific Access to Work pages on the JobHelp website (to maximise reach via our Jobhelp TV campaign), and on gov.uk. We monitor web traffic and optimise our plans accordingly.</p><p>We have also sought to ensure advisers who work with potential service users have the infomation and tools to act as advocates for the scheme. We have produced a communications toolkit specifically for stakeholders and partners, to help them raise awareness amongst their customers.</p><p>In addition, we are continuing to promote Access to Work to citizens via our JobHelp campaign, and to employers as part of the Disability Confident scheme.</p><p>As part of communications planning for Access to Work in 2022-23 we continue to adapt our approach as necessary to maximise effectiveness.</p><p> </p>

This will introduce a new digital customer journey and explores how we can streamline the current processes, including reviewing the frequency of applications.</p><p> </p><p>In addition, we are developing the Adjustments Passport which aims to reduce the need for holistic assessments where the customer’s needs remain the same. The Adjustments Passport is currently being piloted with freelancers, contractors and universities. unstar this property answer text <p>Access to Work regularly engages with almost one hundred organisations supporting disabled people through stakeholder forums nationwide such as; Mencap, Disability Rights UK, Royal National Institute of Blind People, Scope, National Autistic Society, National Deaf Children’s Society and Leonard Cheshire Disability.</p><p> </p><p>To ensure the individual passports meet the needs of the user we have broadened our stakeholder network, and worked with other government departments, including the Department for Education and the Ministry of Defence, and their stakeholders, to further strengthen the development of the Adjustment Passport. All of the passports being tested in the pilots follow the same format but the tone and language used has been tailored to meet the needs of the user.</p><p> </p><p>We continue to engage and welcome feedback from new stakeholders.</p> more like this

unstar this property answer text <p>Over the past 18 months, a considerable amount of work has been undertaken to increase the awareness and take up of the Access to Work Scheme.</p><p>Access to Work have delivered in-depth upskilling sessions to a wide variety of internal colleagues, including Work Coaches, Disability Employment Advisers and Employer Advisers. Externally we have also worked with a range of organisations, employers and customer representative groups, providing awareness of Access to Work. We will continue to do this throughout 2022, focusing activities in the areas of the country with the largest disability employment gap.</p><p>We frequently promote Access to Work through the Department’s social media channels and have introduced specific Access to Work pages on the JobHelp website (to maximise reach via our Jobhelp TV campaign), and on gov.uk. unstar this property answer text <p>DWP is committed to increasing awareness of the Access to Work scheme amongst individuals with disabilities and health conditions, employers and stakeholders.</p><p> </p><p>Over the past 18 months Access to Work have delivered in-depth upskilling sessions to a wide variety of internal colleagues, including Work Coaches, Disability Employment Advisers and Employer Advisers. Externally we have also provided awareness of Access to Work to a range of organisations, employers and customer representative groups. This will continue throughout 2022, focusing activities in areas with the largest disability employment gap.</p><p> </p><p>We frequently promote Access to Work through the Department’s social media channels and have introduced specific Access to Work pages on the JobHelp website (to maximise reach via our Jobhelp TV campaign), and on gov.uk. In addition, we are continuing to promote Access to Work to employers as part of the Disability Confident scheme.</p> more like this

unstar this property answer text <p>In response to the increase in Access to Work applications, business processes have been regularly reviewed, including the Renewals process. As part of this, we will now treat applications that are classified as renewals for on-going support as a priority group.</p><p> </p><p>Although this is not an automatic extension of the award, the prioritisation of renewals will enable applications to be cleared more quickly. Where the decision is to put in place a new award, this will be put in place for the longest period appropriate (up to the current 3 year maximum) so that the customer has stability in terms of their award, rather than having to renew again in a very short timeline, as was the case with automatically extended awards.</p> more like this

unstar this property answer text <p>People applying for Access to Work for the first time are advised not to procure support until they have spoken to their Access to Work case manager to safeguard the individual from paying out money that we would not reimburse. After an initial conversation, the Access to Work case manager can put interim funding in place from the date of application to an estimated decision date.</p><p>When applying for a renewal application, customers who have a support worker(s), are advised to continue to book support at the rate agreed in their previous award, as Access to Work will be unable to reimburse customers for any costs which have not previously been agreed.</p><p>DWP is working hard to put support in place in the shortest timescale possible and streamline the renewal process for customers reapplying for on-going support to enable funding to be reimbursed quickly</p> more like this
