	answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>The Government’s position in relation to funding Surface Access at airports is set out in the 2013 Aviation Policy Framework and reiterated in the Airports National Policy Statement which was designated in June 2018. Where a scheme is not solely required to deliver airport capacity and has a wider range of beneficiaries, the Government, along with relevant stakeholders, will consider the need for a public funding contribution alongside an appropriate contribution from the airport on a case by case basis. The Government is supporting these schemes subject to the development of a satisfactory business case and the agreement of acceptable terms with the Heathrow aviation industry.</p><p> </p><p>In line with the published Rail Network Enhancements Pipeline, my Department is developing the Business Case for the Western Rail Link to Heathrow. Network Rail intends to apply for planning powers in 2019, and details of the scheme funding will be published.</p><p> </p><p>In May 2018, my Department launched a Market Sounding to test the market’s appetite to share the risk of development for a proposed Southern Rail Link to Heathrow in order to reduce the burden on taxpayers and fare payers. Earlier this year we jointly launched a new campaign - ‘You Vs Train’. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>On an annual basis Network Rail spends more than £3.5m yearly removing graffiti. Network Rail must prioritise its expenditure on safety critical matters and those affecting the operation of the railway. For those cases that involve offensive graffiti, Network Rail will do all it can to remove this as quickly as possible.</p><p> </p><p>In December 2017 the Department launched the refreshed Secure Stations Scheme. The scheme provides an opportunity for Train Operating Companies to demonstrate how they are working with the British Transport Police to reduce crime including issues such as vandalism and graffiti at stations.</p><p> </p><p>The British Transport Police has formed a National Working Group to tackle graffiti and meet with Train Operating Companies monthly. It’s Crime Reduction Advisors work with railway businesses companies on security for sidings and sheds, stations and trains. The Senior Railcard offers anyone 60 years or over discounts on many fares on the network and the Disabled persons railcard also entitles a carer 1/3 off their rail fares when travelling with a person holding the railcard.</p><p> </p><p>We are currently undertaking work with the Rail Delivery Group and Disabled Persons Transport Advisory Committee to review the eligibility criteria of the Disabled Persons Railcard. As part of this we will be examining how we can improve provisions for carers/support workers or companions.
