unstar this property answer text <p>The Student Loans Company (SLC) administers student loans on behalf of the UK government and devolved administrations with funding from Her Majesty’s Treasury. While the SLC itself pays nothing on this funding, the cost to the government of this capital is the same as that paid on its general borrowing.</p><p> </p><p>The amounts paid out and the interest charged can be found in the published document titled ‘DfE consolidated annual report and accounts 2016-17’ on pages 152 to 158, attached.</p><p> </p><p>The government does not make a profit on these loans, which is reflected through the impairment charge in note 14.3.3 on page 155 of the attachment. This shows the proportion of the loan outlay and interest that the department expects not to recover. Student loans are subsidised by the government as a deliberate investment in the skills base of the country, which delivers benefits for individual students and for society at large.</p> more like this

unstar this property answer text <p>The sale from the pre-2012 (plan 1) English student loan book, which was completed in December 2017, took place by means of a securitisation. This involved transferring the loan pool to a new independent English-domiciled company (“the Issuer”). This company is registered as ‘Income Contingent Student Loans 1 (2002-2006) Plc’. In turn the Issuer has issued to investors securities in the form of notes representing the rights to the remaining future repayments.</p><p> </p><p>The individual names of investors are commercially sensitive and are not publicly available.</p> more like this

unstar this property answer text <p>The Student Loans Company publishes statistics on student loan expenditure by financial year as part of an annual national statistic ‘The Student Loans Company: Student Loans in England’. This consultation closed in February 2018.</p><p>The Department for Education received a range of detailed and comprehensive responses from providers, organisations and individuals across the higher education sector. Friend, the Minister for Universities, Science, Research and Innovation, it was agreed that the report from the Freedom of Speech in Universities inquiry by the Joint Committee on Human Rights (JCHR) would be used as the foundation for a shared approach to free speech.</p><p> </p><p>The JCHR inquiry included evidence from a number of groups including those who had experienced disruption of events and student representatives with a range of experiences related to free speech.</p><p> </p><p>The new guidance will be drafted by the Equality and Human Rights Commission, who will work with a number of groups including the National Union of Students.</p> more like this

The university was selected by Bahrain’s Royal Academy of Policing to provide an MSc course in security science and this is a private arrangement between these parties.</p><p> </p><p>I can confirm, however, that support for the MSc in security science has not been provided by the Department for Education, the Foreign and Commonwealth Office or the Home Office.</p> more like this

unstar this property answer text <p>EU students, staff and researchers make an important contribution to our universities. We want that contribution to continue and we are confident, given the quality of our higher education sector, that it will. We have agreed with the EU that current EU principles of equal treatment and non-discrimination will apply during the implementation period.</p><p> </p><p>We have agreed as part of the Withdrawal Agreement with the EU that those who are resident in the UK before the end of the implementation period will have a right to apply for leave to remain in the UK thereafter. Those within scope of the Withdrawal Agreement and who meet the relevant eligibility requirements will have access to home fees status and student loans after the end of the implementation period.</p><p> </p><p>We recognise how important it is that students and institutions have information on eligibility for student support before applications for courses open. With regard to the academic year 2019 to 2020, we will ensure ensure that this information is available as soon as possible.</p>

unstar this property answer text <p>The government has made good progress on implementing the Higher Education and Research Act 2017 (HERA).</p><p> </p><p>To date, we have laid five pieces of secondary legislation. They have established the Office for Students (OfS) and given it powers to run the new regulatory system. They will also enable OfS to run the current system in the transitional period, which started on 1 April 2018 and will end on 31 July 2019. The new system will be fully operational on 1 August 2019, which will allow for a smooth transition between regulators.</p><p> </p><p>Since the act gained royal assent, the government has carried out a wide range of consultations for the OfS. This resulted in the publication by OfS of ‘Securing student success: regulatory framework for higher education in England’. This regulatory framework, attached, is an important element of delivering the reforms promised by HERA. These consultations also met many of the non-legislative commitments made during the passage of HERA through Parliament.</p><p> </p><p>The attached table outlines non-legislative commitments made during the passage of HERA that have been met to date.</p>

unstar this property answer text <p>The government announced on 18 April 2018 that the Student Loans Company (SLC) will provide support to ensure that none of the students affected by the error suffer hardship.</p><p> </p><p>Students affected by this will be eligible to apply for additional, non-repayable, support of up to £1,000 for the remainder of this academic year, and should contact the SLC. In addition, repayment of overpaid maintenance support will be deferred for all students affected until they have finished their courses and can afford to repay. Repayment of overpaid maintenance loans will happen via HM Revenue and Customs in the normal way, which is how students will have expected to repay their loans when they took them out.</p> more like this
