	answer	answer is ministerial correction date of answer 23/06/2014 answer text <p>Between its launch in March 2012 to 31 March 2014, the Army has paid Capita £100.380 million for the Recruiting Partnering Project. The Recruiting Partnering Project remains within the overall agreed cost of £1.360 <ins class="ministerial">billion. </ins><del class="ministerial">million.</del><br /><br />My right hon. Friend the Secretary of State for Defence (Philip Hammond) set out on 14 January 2014 the cost of Capita providing a new Information Technology platform as part of the Recruiting Partnering Project (Official Report: column 716). At the time, these costs were expected to be around £47.7 million directly linked to the change of hosting provision. Since this statement, these costs have reduced to around £42.9 million. <br /><br />As previously stated by the Secretary of State on 14 January, there has been an additional cost of around £1 million per month to run the Capita system. 	answer	answer is ministerial correction date of answer 07/08/2014 answer text <p>Under previous arrangements, Official Service Residences (OSRs, colloquially known as ‘grace and favour’ residencies) were provided for senior officers in certain posts which required them to undertake official hospitality for Defence purposes. As announced by the then Minister for Personnel, Welfare and Veterans (Andrew Robathan) on 12 December 2011 (Official Report, column 63WS), these arrangements have been discontinued. Properties which were formerly categorised as OSRs are being phased out on a rolling basis as personnel retire or move on to other posts. However, senior officers remain entitled to Service Family Accommodation (Type 1 or Type 2). In addition, the Department is undertaking an ongoing review into domestic assistance policy to ensure that the level of support provided to senior entitled officers is appropriate and driven by a clear business need. 	answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>The Ministry of Defence (MOD) attaches importance to ensuring that claims for compensation which are particularly deserving are treated as a priority. Veterans UK administers the War Pension and Armed Forces Compensation Schemes. Within both Schemes, compensation claims from, or in relation to, Armed Forces veterans are treated as a priority where they are identified by the caseworker as 'seriously injured or vulnerable Service leavers' (as decided through the single Service welfare cells), or are diagnosed terminally ill, or have died in Service or have claimed a number of serious medical conditions in their application.</p><p>These claims are subject to an accelerated process, marked as 'Priority' and treated as such at all stages of the administrative process. They are settled at the earliest opportunity once a decision has been taken.</p><p>In Armed Forces Compensation cases Veterans UK's objective is to make a decision and clear the case within 20 working days of the last piece of evidence being received. 	answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>The combined effects of the implementation of the Boyce Review on the Armed Forces Compensation Scheme (AFCS) and the increase in the number of applications for War Disablement Pension, as a result of more people with pre-April 2005 Service reaching the end of their engagement, led to delays in processing prospective claims for these schemes.</p><p> </p><p>Actions were therefore put in place which had the effect of reducing the on-hand cases in the AFCS by half and the programme has returned to target. Because of the many ways in which mental healthcare is provided and funded, it is not possible to provide a cost figure that covers all the numerous care streams, which may include treatment by GPs in primary care facilities, out-patient treatment in military Departments of Community Mental Health, and in-patient care in specialist NHS units. <br><br>Responsibility for the delivery of healthcare to ex-Service personnel rests with the NHS and Devolved Administrations.
