Currently the CSSF supports the National Crime Agency-led Organised Immigration Crime Taskforce which, in the last 12 months, has supported the development of a Libyan-owned serious organised crime strategy, sharing best practice with the Libya Attorney-General's Office, and building niche law enforcement capabilities with trusted Libyan partners to tackle modern slavery and organised immigration crime threats. We raise our concerns regularly and freely, using a range of Ministerial and diplomatic channels, including our Ambassador and Embassy team in Riyadh. The Foreign Secretary raised the detention of women’s rights defenders during his visit to Saudi Arabia in March. The UK was signatory to the joint statement on 7 March at the United Nations Human Rights Council which raised significant concerns about reports of continuing arrests and arbitrary detentions of human rights defenders in Saudi Arabia, including women's rights activists. We welcome this positive move in reforming the judicial system. These efforts have been incredibly successful, seeing a 99% reduction in cases of polio over the last 30 years.</p><p> </p><p>The Global Polio Eradication Initiative has recently published its new strategic plan for the next phase of eradication activities, until 2023. The strategy does not commit to eradicate Polio by a certain date, as we know that the virus is still circulating in the most difficult environments where it’s extremely hard to reach every last child, such as parts of Afghanistan and Pakistan. There will be a Polio moment in November when international donors are expected to announce ongoing commitment to the global eradication efforts. We closely monitored his appeal and a UK official attended the hearing on 8 June. The UK condemns Houthi interference in the operations of local banks in north Yemen, including the arrest of banking staff in February 2019.</p><p> </p><p>Effective economic regulations, alongside appropriate economic policies, will have critical humanitarian benefits in Yemen. Whilst the latest total food import levels into Yemen have exceeded pre-conflict requirements, high prices continue to drive the risk of famine.</p><p> </p><p>The need for effective economic regulation was demonstrated last year, when the Yemeni Riyal lost more than half of its value between January and October 2018. This caused prices to rise steeply and risked making food unaffordable for millions of vulnerable Yemenis. We continue to urge the Israeli and Palestinian leadership to avoid engaging in or encouraging any type of action and language that makes it more difficult to achieve a negotiated solution to the conflict. Officials are looking into the specific allegation raised.</p><p> </p><p>Our partnership with the Palestinian Authority (PA) includes a commitment from the Palestinian leadership to adhere to the principle of non-violence and to tackle language and avoid actions that could incite violence or hatred. The March 2019 assessment of the terms of the 2018-19 Memorandum of Understanding found that the PA continues to demonstrate a credible commitment to DFID’s ‘partnership principles’, including the principles of non-violence, under increasingly volatile conditions. As in other parts of the world where DFID works, this does not mean that we agree on all of the government or authority’s policies or actions – but rather that there is a credible foundation on which to work to tackle poverty and work towards the Sustainable Development Goals. The UK is leading work on development of new antibiotics and treatment combinations and new ways to rapidly test for drug resistance. DFID’s support to the Global Fund helps to ensure rapid rollout of new tools. For example, UK funding has helped to roll out a new multi-drug-resistant TB treatment regimen in 30 countries where the Global Fund operates.</p><p> </p><p>Strengthening TB prevention, diagnosis and treatment also contributes to strengthening broader health systems. In 2017, we were amongst the first to raise the alarm and to provide support for populations at risk of dying from starvation in Somalia, South Sudan, Yemen and North East Nigeria. We provided £170 million for provision of humanitarian aid in Somalia in 2017, supporting those at risk of famine and in 2017/18 our support in South Sudan reached over 420,000 people with food assistance. Since 2013, we have spent approximately £1.3 billion supporting the scale up of nutrition services in humanitarian contexts including Yemen, South Sudan, Somalia, Nigeria and the DRC.</p><p> </p><p>Our approach is to act early to save more lives, and to build the resilience of communities and states to crises and shocks. Our work on humanitarian early warning systems raises awareness of crises where food security is deteriorating and informs timely responses to mitigate the impact of acute food insecurity. Last financial year (2018/19), for example, we <del class="ministerial">provided</del> <ins class="ministerial">contributed to the provision of </ins>food assistance to over 490,000 internally displaced people (IDPs) and since June 2017 we have helped over 40,000 IDPs receive psychosocial support and provided over 35,000 with life-saving health care.</p><p> </p><p>The UK has also supported the International Organisation for Migration (IOM) and United Nations High Commissioner for Refugees (UNHCR) to provide primary healthcare and mental health services, legal assistance, child protection and support to survivors of gender-based violence. Hamas’s decision to send rockets towards Israel is unacceptable and must stop. Our policy on Hamas is clear: they must renounce violence, recognise Israel and accept previously signed agreements. Violence further undermines the humanitarian situation in Gaza, creates fear amongst the Israeli and Palestinian populations, and damages the prospects for peace. DFID, alongside the Department of Health and Social Care, provides support to developing countries' health and hygiene services, which also supports tackling antimicrobial resistance.</p><p> </p><p>DFID support includes work to prevent infection and, in turn, reduce the need for antimicrobials. For example, through DFID’s support to GAVI, the Vaccine Alliance, the UK will help immunise 300 million children between 2016 and 2020.</p><p> </p><p>DFID also supports the prompt diagnosis and treatment of disease and the development of new drugs and diagnostic tools to treat resistant infection. DFID investment in the Global Fund to Fight AIDS, TB and Malaria contributed towards treating 102,000 people for drug-resistant tuberculosis in 2017. DFID is working closely with UN and NGO partners to deliver life-saving assistance such as food, shelter and healthcare to the most vulnerable people across Idlib, including those who have been displaced by recent escalations in violence. In 2018/19, we provided over £80 million to support such humanitarian activities in Northwest Syria. Our programmes across Syria have extensive controls in place to ensure that aid delivered by DFID-funded partners reaches those who need it and does not benefit extremist groups such as HTS.</p><p> </p><p>In addition to our humanitarian effort, the UK continues to use our position in the UN Security Council to advocate for the protection of all civilians, aid workers and journalists in Syria, and was instrumental in convening two emergency UN sessions on Idlib on 10 and 17 May. In response, the UK rapidly disbursed £18 million last month to the UN’s pooled fund and UNICEF to help tackle the issue. We have seen a decline in suspected cholera cases in the last five weeks and hope this continues.</p><p>To help prepare for outbreaks of cholera, the UK is leading a joint Met Office, NASA and US scientist team to accurately predict where the disease will spread to in Yemen.
