Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We regularly press the Government of Zimbabwe on the importance of fulfilling their responsibilities to all those who are entitled to a Zimbabwe Government pension. In 2016, we secured written confirmation from the Government of Zimbabwe of their responsibility for these payments. In April 2019, we raised the issue of pensions with Finance Minister Ncube and he confirmed Zimbabwe's commitment to resume payments when the economic situation allows.</ins></p> more like this

unstar this property answer text <p><del class="ministerial">As both the Prime Minister and Chancellor have made clear, the Government will do whatever it takes to support people affected by COVID 19 and we have been clear in our intention that no one should be penalised for doing the right thing. These are rapidly developing circumstances and we continue to keep the situation under review and will keep Parliament updated accordingly.</del></p><p><ins class="ministerial">The Government has been clear in its commitment to support those affected in these difficult times and we have made a number of changes to the welfare system in the past fortnight to ensure people are supported in doing this. These changes include:</ins><br /></p><ul><li><ins class="ministerial">making it easier to access benefits. Those applying for Contributory ESA will be able to claim from day 1 – as opposed to day 8 - and we have removed the need for face-to-face assessment. Both Universal Credit and Contributory ESA can now be claimed by phone or online;</ins></li><li><ins class="ministerial">increasing the standard allowance of Universal Credit and working tax credit for this year by around £1000 per year;</ins></li><li><ins class="ministerial">temporarily relaxing the application of the Minimum Income Floor (MIF) for all self-employed claimants affected by the economic impact of COVID-19 to ensure that the self-employed can access UC at a more generous rate; and</ins></li><li><ins class="ministerial">increasing in the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that it covers the cheapest third of local rents – which is on average £600 in people’s pockets.</ins></li></ul><p><ins class="ministerial">Together, these measures represent an injection of over £6.5 billion into the welfare system.</ins></p><p><ins class="ministerial">The Chancellor has also confirmed that, depending on their status, workers on zero hours contracts may be eligible for the Coronavirus Job Retention Scheme and we would urge people to explore this avenue too.</ins></p>

unstar this property answer text <p><ins class="ministerial">It is vitally important that we prevent young people from being drawn into violent crime, exploitation and abuse. The Government recognises that high quality youth services can transform the lives of young people.</ins></p><p><ins class="ministerial">The Government has invested £70m over two years (19/20 – 20/21) in establishing Violence Reduction Units (VRUs) in the 18 police force areas most affected by serious violence. VRUs bring together police, local government, health and education professionals, community leaders and other key partners to identify the drivers of serious violence and agree a multi-agency response to them. In addition to leading and coordinating local responses, VRUs are also delivering interventions to support those most at risk of involvement in serious violence. In year 1 of their operation, VRUs applied £23.1m to enable delivery of 175 different interventions, which reached over 100,000 young people.</ins></p><p><ins class="ministerial">We have awarded Thames Valley PCC, which includes Slough, £2.32m to develop its multi-agency Violence Reduction Unit. We have also invested £3.2m in Thames Valley to ‘surge’ the operational police response to serious violent crimes, which is supporting vital work to identify and disrupt exploitative county lines operations.</ins></p><p><ins class="ministerial">The Government has invested £200 million in a 10-year Youth Endowment (YEF) Fund to tackle the drivers behind serious youth violence. An extra £5million has been awarded to the YEF in 2020 to develop a National Centre of Excellence, which will share knowledge and expertise with those working with vulnerable children and young people at risk of involvement in serious youth violence.</ins></p><p><ins class="ministerial">In July 2020, the YEF offered a total of £6.5m to 129 organisations across England and Wales as part of its COVID-19 grant round. The funding will help charities, social enterprises, local authorities and youth organisations to re-connect with young people at-risk of being drawn into violent crime and tackle any problems to emerge because of COVID-19.</ins></p><p><ins class="ministerial">We are significantly increasing investment in specialist support for county lines victims this year. With investment of £860k the St Giles Trust will be delivering one-to-one support in London, Merseyside and the West Midlands (the three largest county lines exporting areas) which will aim to help over 200 vulnerable children and young people who are criminally exploited by county lines gangs to exit their involvement.</ins></p><p><ins class="ministerial">The Home Office is also continuing to fund Missing People’s SafeCall service (c.£200k FY20/21). This specialist 24/7 helpline provides advice and support to children, young people and their parents/carers who are concerned about county lines, criminal exploitation and gangs.</ins></p><p><ins class="ministerial">Through the £13.2m Trusted Relationships Fund we are identifying innovative approaches to tackling vulnerability among children and young people at risk of exploitation and abuse. The local authority-led projects, which went live in August 2018, provide support for children and young people identified as at high risk of child sexual exploitation and abuse, criminal exploitation and peer-on-peer abuse.</ins></p><p><del class="ministerial">It is vitally important that we prevent young people from being drawn into violent crime, exploitation and abuse. unstar this property answer text <p>HM Prison and Probation workforce statistics (which contains staffing figures in public sector prisons but not in privately managed prisons) are published quarterly. The figures are broken down by establishment and by prison category including male Young Offender Institutions (YOIs) for those aged 15-17. All staff working with children have to undergo an enhanced DBS check as part of the vetting process before taking up such roles. The latest publication can be found at: <a href="https://www.gov.uk/government/statistics/hm-prison-and-probation-service-workforce-quarterly-september-2018" target="_blank">https://www.gov.uk/government/statistics/hm-prison-and-probation-service-workforce-quarterly-september-2018</a></p><p> </p><p>Attached are tables showing the staff numbers at YOIs and details on the numbers of those dismissed or disciplined. Values of 2 or fewer have not been included to avoid the possibility of identification of individuals and to prevent disclosure in accordance with the Data Protection Act, 1998.</p><p> </p><p>In relation to conduct and discipline cases this meant a breakdown of the reasons behind the actions could not be provided due to the very low numbers involved. Please also note that since June 2016 HMPPS has taken over the running of Medway Secure Training Centre and 151 FTE staff transferred in. In September 2017, 59 FTE staff transferred in to the newly created Youth Custody Service.</p><p> </p><p>All prison officers working in under 18 YOIs currently undergo a young person specific and child-centred Prison Officer Entry Level Training (POELT) course. This course incorporates both the Working with Young People in Custody (WYPC) course and Minimising and Managing Physical Restraint (MMPR) training elements. The structure of the 10 week course allows learners to understand the ethos, values, morals and ethics that are integral to working with young people.</p><p> </p><p>We are introducing a new Youth Justice Specialist role and are providing funding for every Prison Officer in the Youth Custody Service to undertake a distance-learning university-accredited qualification in youth justice so that they can transition them to this role. Supervising Officers will also be funded to undertake this training and transition to the new role on level transfer. All staff undertaking the qualification will be offered the opportunity to continue their study for another year to achieve a full foundation degree, fully-funded by the Youth Custody Service (YCS). There are over 300 frontline staff currently enrolled on this qualification and we will fund 250 places on this qualification per year for staff in the youth secure estate over the next four years. We intend for this to be the new standard training for frontline officers in the YCS by 2023</p><p> </p>

unstar this property answer text <p>The UK is providing a range of support to displaced people in Yemen in response to the displacement of 3.3 million people since the conflict began in 2015. Last financial year (2018/19), for example, we <del class="ministerial">provided</del> <ins class="ministerial">contributed to the provision of </ins>food assistance to over 490,000 internally displaced people (IDPs) and since June 2017 we have helped over 40,000 IDPs receive psychosocial support and provided over 35,000 with life-saving health care.</p><p> </p><p>The UK has also supported the International Organisation for Migration (IOM) and United Nations High Commissioner for Refugees (UNHCR) to provide primary healthcare and mental health services, legal assistance, child protection and support to survivors of gender-based violence. We are supporting IOM and UNHCR with £9 million this financial year (2019/20) to allow them to continue providing these vital services.</p> more like this

The UK has been at the forefront of international efforts to bring a diplomatic solution to the appalling conflict in Yemen. We operate one of the most robust export control regimes in the world. The Government takes alleged violations of International Humanitarian Law (IHL) extremely seriously. Whenever the UK receives reports of alleged violations of IHL, we routinely seek information from all credible sources, including from international organisations.</ins></p> more like this

star this property question text To ask Her Majesty's Government, with respect to the National Statistics data published in April, which estimated the total cost of pension tax relief in respect of registered pension schemes for the year ending 5 April 2018 at £36.3 billion including £4.3 billion in tax relief on employee contributions to occupational pension schemes, (1) what is the estimated figure of gross pension contributions on which this figure was based, and (2) what specific assumptions were made as to the rates of tax applicable in arriving at the figure of £4.3 billion; and whether these assumptions included that all employees making contributions to occupational schemes receive the full tax relief to which they are entitled, including those contributing to net pay pension schemes. more like this

Ministers will correspond directly with the Member.</del></p><p> </p><p><ins class="ministerial">HMRC publishes estimates of the cost of pension tax relief which is available in table 6 of HM Revenue and Customs Personal Pension Statistics on Gov.uk. </ins></p><p><ins class="ministerial"><em> </em></ins></p><p><ins class="ministerial">These estimates were revised on 26<sup>th</sup> September 2019 as part of an overall update to HMRC’s Personal Pension and Pension Relief statistics. Estimates of the cost of tax relief on contributions are produced using the Annual Survey of Hours and Earnings (ASHE) for income, individual and employer contributions for members of pension schemes that use the net pay mechanism; and administrative data HMRC holds on relief at source administrative data matched to the Survey of Personal Incomes (SPI) - for income, individual and employer pension contributions for members of pension schemes that use the relief at source mechanism.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The cost of tax relief for all contributions made by individuals is approximately £6.3bn, broken down as the cost of relief on employee contributions to occupational schemes (£4.2bn), to personal pension schemes (£1.6bn), and self-employed contributions to pensions (£0.5bn). Occupational pensions here includes some master trust pension schemes which use the relief at source method. Personal pensions here includes workplace personal pension schemes (such as group personal pensions).</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">i) The £4.3bn figure referenced is the cost of pension tax relief relating to occupational pension schemes. Estimates of the cost of pension tax relief were revised on September 26<sup>th</sup> 2019 as part of an overall update to HMRC’s Personal Pensions and Pension Relief Statistics. The £4.3bn figure referenced has since been revised to £4.2bn. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">This £4.2bn figure of tax relief is derived from around £15.9bn of estimated “relievable” individual pension contributions to occupational pension schemes, (where “relievable” refers to our best estimates of contributions which are within the individual’s pensions Annual Allowance). </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">ii) Marginal rate tax relief is applied to these estimates of “relievable” contributions as if these contributions were taxed. Estimates are produced assuming all members contributing to all pension schemes receive full marginal rate tax relief on their contributions.</ins></p><p><ins class="ministerial"><em> </em></ins></p><p><ins class="ministerial">As noted in the publication, costs are subject to large revisions and have a particularly wide margin of error – reflecting the variety of sources of data (both administrative and survey) required to produce these estimates.</ins></p>
