Everyone who is entitled to the minimum wage should receive it.</p><p /> <p> </p><p /> <p>HMRC enforces the National Minimum Wage for all workers. This includes agency workers and those on zero hour contracts. HMRC investigates every complaint made to the Pay and Work Rights helpline. In addition, HMRC conducts risk-based enforcement in sectors or areas where there is a higher risk of workers not getting paid the legal minimum wage.</p><p /> <p> </p><p /> <p>The Government is taking a tougher approach on employers that break National Minimum Wage law and has already made it simpler to name and shame employers that break NMW law. 	answer	answer is ministerial correction date of answer 02/07/2014 answer text <p> </p><p>The UK already provides comprehensive employment and social protections to domestic workers and as a rule, domestic workers in the UK are entitled to the same employment rights as workers generally – including the National Minimum Wage (unless they are treated as if they are a member of the family), statutory sick pay, paid annual leave, protections from discrimination and unfair dismissals as well as other protections.</p><p> </p><p>We are fully committed to ensuring that domestic workers are able to access their rights. Anyone who believes they are being mistreated by their employer in any way has access to a number of organisations who can help including the police, the Pay and Work Rights Helpline and Employment Tribunals.</p><p> </p><p>The Government is also focused on ensuring that overseas domestic workers are informed about their rights and immigration and borders staff are trained to recognise potential victims of abuse. Overseas domestic workers must have been employed for 12 months before a visa will be granted and must have a signed statement of terms and conditions of employment in line with the National Minimum Wage legislation. Every overseas domestic worker is also provided with a letter informing them of their rights in the UK and where to get help if needed. This letter is provided in a range of languages as well as English.</p><p> </p><p>Under the Vienna Convention on Diplomatic Relations, all foreign diplomats in the UK are required to respect our laws, including employment regulations. The FCO treats any allegation of mistreatment of staff in diplomatic households very seriously. We are providing £15 million (2013-2019) through the Palestinian Market Development Programme (PMDP) which seeks to improve the competitiveness of 570 Palestinian businesses and address market failures. So far 190 firms in the West Bank including Areas A, B, and C have been assisted and were able to develop 117 products and enter 63 new markets. Through the UN FAO, DFID has helped vulnerable rural farmers in Area C support their families through increased incomes from agricultural production. We also continue to fund the development of Palestinian outline plans to improve Palestinian communities’ access to services in Area C.</p><br /><p>The UK remains deeply concerned about the impact of Israeli restrictions on the movement of people and goods, which continue to be the main impediment to sustainable economic growth in the Occupied Palestinian Territories including Area B and C. We have consistently called on Israel to improve movement and access in the OPTs, including in visits by the Minister of State for International Development and the Parliamentary Under-Secretary of State for the Foreign and Commonwealth Office. We have provided support to the UN and international NGOs (INGOs) since the start of the conflict to deliver aid in hard to reach and besieged areas of Syria. By the end of June 2015, UK support inside Syria and in the surrounding region had, for example, delivered almost 20 million food rations that feed one person for a month; over 2.5 million medical consultations; and relief items for 4.6 million people.</p><p>The UK will consider any option compliant with international law that might save lives in Syria. We rule nothing out. However, the use of air drops is high risk and should only be considered as a last resort when all other means have failed.</p><p>Attempting air drops without the consent of the parties to the conflict may risk undermining negotiations on humanitarian access to the 4.5 million people in hard to reach areas across Syria. Even in uncontested space air drops poise significant challenges. There is a requirement to identify clear drop zones, ensure safe access for the intended recipients and to co-ordinate with authorities on the ground. Instead, the UN, the Red Cross Movement and NGO partners are best placed to deliver aid to vulnerable people in besieged and hard to reach areas.</p><p>The desperate situation in besieged and hard to reach areas shows why we need the international community to come together at the London Conference for Syria and the Region on 4 February to support immediate needs and identify longer-term solutions to address the needs of those affected by the crisis.</p> answering member printed Earl of Courtown question first answered 25/01/2016 17:51:14 answering member 3359 label Biography information for The Earl of Courtown
