star this property answer text <p>The Child Maintenance Service Financial Investigations Unit in either scenario (a) or (b) has no powers where paying parents are outside of the UK. In terms of tax returns we do ask Paying Parents that we believe are overseas for their tax status and details of tax payments. The Department has no powers to compel if a response is not received. However, rigorous checks are undertaken to confirm that the Paying Parent is not resident in the UK.</p> more like this

star this property answer text <p>If a paying parent is found to be habitually resident in the UK, the Child Maintenance Service has jurisdiction to perform a calculation, once a legal liability to pay child maintenance is established. The maintenance calculation will be based on information held by HM Revenue &amp; Customs (HMRC) about their earnings for the most recent complete tax year.</p><p> </p><p>Access to income information reported by HMRC allows us to capture a much wider range of income types received by paying parents, including income from property, savings and investments (including dividends) and other miscellaneous income. In December 2018 we introduced new powers which also enable us to target complex earners via a calculation of notional income based on their assets.</p> more like this

We are not looking to extend eligibility criteria beyond these groups. However, housing cost support is available through Universal Credit, for those of working age, from the point of claim and advances up to 100% of a claimant’s eligibility are available immediately.</p> more like this

star this property answer text <p>It is a general requirement that a claimant must be in Great Britain (GB) to be entitled to Universal Credit but there are circumstances when a person is still entitled to Universal Credit whilst temporarily being absent from GB.</p><p> </p><p>Claimants generally should notify Universal Credit of the intention to go abroad. Claimants can go abroad on holiday for any reason for up to one month, but they must still satisfy their work related requirements on the claimant commitment. An absence can be extended and in some specific circumstances work-related requirements may be ‘switched-off’.</p><p> </p><p>The Department has put into place measures to support existing benefit recipients in exceptional cases where their absence abroad goes over the period allowed under the temporary absence benefit rules and are awaiting repatriation due to covid-19 travel restrictions.</p><p> </p><p>Foreign, Commmonwealth &amp; Development Office consular staff continue to provide advice and support to British nationals who face financial difficulties overseas due to the Coronavirus pandemic. Those in real financial distress whilst stranded overseas can seek advice and support from their local consular team, who will be able to advise on any local support that may be available, as well as facilitate contact with friends and families who may be able to help.</p>
