star this property answer text <p>The Move to Universal Credit Pilot was temporarily suspended following the outbreak of COVID-19 and the unprecedented increase in Universal Credit new claims. This has allowed the Department to process in excess of three million new claims during the pandemic, showing that scalability and resilience is inherent in the design of Universal Credit.</p><p> </p><p>It is likely that lessons learned during the COVID-19 pandemic will have helped with our wider learning about how to support people most effectively and we will take that learning into account when considering our next steps with the Move to Universal Credit Pilot.</p><p> </p><p>In the first phase, we planned to have around 70 cases in the pilot. By the point we temporarily suspended the pilot, the actual number of cases in the pilot was 69.</p><p> </p><p>The Department committed to updating Parliament and stakeholders on progress and were due to provide the first update in Spring 2020, however, due to COVID-19 we have been unable to do so.</p>

star this property answer text <p>The information on childcare costs incurred by families claiming Universal Credit is not readily available and could only be provided at disproportionate cost.</p><p> </p><p>DWP has not carried out an assessment of the effect on childcare providers of payment in arrears of Universal Credit.</p><p> </p><p>Where claimants start work or increase their working hours, we offer extra support to enable them to pay upfront childcare costs: for example, claimants may be eligible to receive an advance of their future Universal Credit entitlement, which is interest free and can be repaid over a period of 12 months. Work coaches work with our claimants to ensure that where this is taken up, that repayments are manageable.</p><p> </p><p>For claimants ineligible to receive a budgeting advance, the Flexible Support Fund may also offer assistance. This fund allows us to provide flexible and discretionary non-repayable support to claimants in financial need to move into work and can be used to help claimants to meet upfront childcare costs so that they can accept offers of work.</p>

We started referring to the service as Universal Support in 2014/15.</p><p> </p><p>We published the Local Support Services Framework on 11 February 2013. The evidence from the Universal Support trials around joint working to support the needs of our disadvantaged customers informed the DWP Improving Lives policy paper (April 2017).</p><p> </p><p>There are no current plans to commission research in to the effectiveness of Universal Support but as announced by Secretary of State on 23 November 2017, we are exploring the scope for greater collaborative working with Citizens Advice and Citizens Advice Scotland to help claimants locally as they move to Universal Credit, within the Universal Support framework approach.</p><p> </p><p>Annual funding provided to Universal Credit for delivery of Universal Support is:</p><p> </p><p>• 2013/14 - £1.3m</p><p>• 2014/15 - £8.4m</p><p>• 2015/16 - £15.4m</p><p>• 2016/17 - £13.1m</p><p>• 2017/18 - £21.5m</p>
