This includes developing the skills they need to support and communicate with a diverse range of customers, and specific training is provided for working with different vulnerable groups.</p><p> </p><p>We are taking a slow, measured approach to managed migration and this will allow for on-going evaluation of the process to ensure that it is working successfully, which will enable us to refine our methods to support claimants.</p><p> </p><p>The revised draft regulations now before Parliament provide that we must give claimants a minimum of three months in which to make a claim for Universal Credit and sets no maximum period in which a claim must be made. With unlimited flexibility to extend claim periods we will work with representative groups to produce guidance that will ensure adequate support for each individual claimant’s needs.</p><p> </p><p>Decision makers and all our customer facing staff undertake learning related to supporting vulnerable claimants. 	answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>We recently laid the draft Universal Credit (Managed Migration) Regulations 2018 in Parliament. These will introduce a transitional payment to those eligible claimants who were in receipt of the Severe Disability Premium whilst on an existing benefit and who have already moved to Universal Credit.</p><p> </p><p>As announced in the 2018 Autumn Budget, the income related elements of Employment and Support Allowance and Jobseeker’s Allowance, and Income Support will continue for two weeks after a claim for Universal Credit has been made from July 2020. Claimants will therefore receive one two week run-on payment when being migrated to Universal Credit. Both of these measures are subject to parliamentary approval. These payments are in addition to the 2 week run-on of Housing Benefit, which we introduced in April 2018.</p><p> </p><p>The Government has also committed to ensuring that claimants who are moved onto Universal Credit as part of the managed migration process see no decrease in their benefit entitlement, providing their circumstances remain the same.</p><p> </p><p>The Government will be spending over £3bn on transitional protection over the next 10 years to ensure that claimants who are migrated onto Universal Credit as part of the managed migration process do not experience a financial loss at the point of transition.</p><p> </p><p>Transitional protection will be calculated based on the claimant’s circumstances on the last day of their entitlement to existing benefits. To do this we will make a comparison between the total amount of all relevant existing benefits to which the claimant was entitled at this point and the total amount of Universal Credit to which the claimant would be entitled as calculated based on the same set of circumstances. If the entitlement to the existing benefits is the greater amount then the difference will be awarded as a Transitional Element. 	answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>We published statistics on payment timeliness for new claims on 9 July 2018 which found 95 per cent of eligible claims (new claims that were due a payment in February 2018) were paid in full within five weeks of the payment due date.</p><p><strong> </strong></p><p>Our latest internal data shows that for claims due their first payment in July 2018, 94 per cent of claims were paid in full within five weeks of the payment due date, with close to 99 per cent receiving at least a partial payment. Further details for claimants due their first payment in July 2018 can be seen in the table below. These measures include:</p><p> </p><ul><li>A £1000 annual increase in the Work Allowance from April 2019,which will provide a £630 boost for households with children, and for people with disabilities.</li><li>Reducing, from October 2019, the maximum rate at which deductions can be made from a Universal Credit award from 40 per cent to 30 per cent of the standard allowance. Additionally, from October 2021, the recovery period for advances will increase from 12 to 16 months. This will help over 600,000 families to manage their debts at any one point when roll-out is complete, providing them with, on average, £295 extra a year as their debts are repaid over a longer period.</li><li>Introducing, from July 2020 a two week transitional run on (similar to the Housing Benefit run-on introduced earlier this year) of income related legacy benefits (Income Support, income related Employment and Support Allowance and income based Jobseeker’s Allowance) for two weeks after a claim for Universal Credit has been made. This measure means that around 1.1 million households will see a one-off gain of approximately £200, between 2020/21 and 2023/24.</li><li>Commencing from July 2020, supporting the transition to Universal Credit for all self-employed people, by extending the 12-month grace period (the period before the Minimum Income Floor applies) to all gainfully self-employed people; giving claimants time to grow their businesses to a sustainable level. Specific training is provided for working with different vulnerable groups, with guidance to signpost claimants to relevant support, and these circumstances will be recorded on a claimant’s online account.</p><p> </p><p>We take a number of steps to identify individuals who will need support in making a claim to Universal Credit. For example, we identify claimants either prior to or at the initial claim stage, to discuss what support mechanisms need to be in place to make a claim. This can be through discussions with their Work Coach, the Universal Credit helpline and/or through home visits.</p><p> </p><p>For those individuals identified as requiring support, Universal Support provides advice and assistance to help claimants manage their Universal Credit claim, with a focus on budgeting advice and digital support. Since 2017, Universal Support has been delivered by individual local authorities, funded by grants from DWP.</p><p> </p><p>From April 2019 Citizens Advice (England and Wales) and Citizens Advice Scotland will take on the responsibility for delivering a strengthened Universal Support service, a move which will ensure a consistent and streamlined service for claimants across the country.
