star this property answer text
All domestic sports governing bodies have agreed to four core principles underpinning the cross-sport Code of Conduct on gambling sponsorship: (i) protecting children and young people (ii) socially responsible promotion (iii) reinvestment into sport (iv) maintaining sporting integrity. These principles put in place a robust minimum standard for sponsorship across all sports. Through the code, a proportion of in-stadia advertising will be dedicated to safer gambling messaging, and replica kits for adults will be made available without gambling logos, alongside the existing requirements for childrens’ replica kits.

Sports governing bodies must have sufficient flexibility to implement these principles in a way which maximises impact for the sports and their fans. Bespoke, sport-specific Codes are currently being designed by individual sports governing bodies, and will be implemented in due course. The Premier League and English Football League plan to have their Codes in place by next season. DCMS will continue to work closely with sports on their implementation and enforcement practices.

As a licence condition, gambling operators must comply with the restrictions set out in the Advertising Codes, which includes robust rules under section 2 regulating the recognition of marketing communications. Under these rules, marketing communications must be obviously identifiable as such and make clear their commercial intent, if that is not obvious from the context. The Advertising Standards Authority (ASA) can and does take action against breaches, and a recent ruling can be found here. Operators are liable to enforcement action from the Gambling Commission if affiliates which they pay to carry out marketing activities do not comply with the rules.

I welcome work by the football industry to protect players from harm and provide practical support to former players who develop neurodegenerative conditions. One example of this is the Professional Footballers’ Association’s Football Brain Health Fund, supported by the Premier League and announced in September 2023, which aims to assist former players and their families who have been impacted by dementia and other neurodegenerative conditions.

The Government continues to take the issue of head injuries very seriously. In December 2021 DCMS published its Command Paper report on concussion in sport; outlining the steps the government is undertaking to help reduce risks associated with head injuries by improving understanding, awareness, prevention and treatment of concussion in sport. As part of this, in April 2023 the Government announced the first UK concussion guidelines for grassroots sport, in conjunction with the Sport and Recreation Alliance. This guidance is intended to be a helpful tool in reducing the risks associated with concussion and marks an important step in making sport safer for thousands of people who enjoy sport at a grassroots level, as well as an aid to professional sports.

Further research on the links between health, dementia and contact sport is needed to better understand the issue. To that end, DCMS established a Sports Concussion Research Forum in July 2022 to identify key research questions that need answering in this important area.

The government remains committed to working with sports to build on the positive work that is already taking place to mitigate the causes and effects of concussion in sport.

The body will adjudicate complaints, including those relating to social responsibility or gambling harm, where an operator is not able to.

We are working at pace with industry and all stakeholders in the sector, including the Ombudsman Association, to ensure customers have access to an ombudsman that is fully operationally independent in line with Ombudsman Association standards, and is fully credible in the eyes of customers. As set out in the white paper, it is important that the body adjudicates fairly and transparently all complaints regarding social responsibility or gambling harm issues where an operator is not able to resolve these.

We remain clear that if this approach does not deliver as we expect, or shortcomings emerge regarding the ombudsman’s remit, powers or relationship with industry, the government will actively explore the full range of options to legislate to create a statutory ombudsman.

The responsibility of providing this access lies at Local Authority level, and the Government continues to encourage Local Authorities to support swimming facilities. In 2023/24, the Government has provided over £60 million additional funding to support operating costs and help improve energy efficiency of facilities through the Swimming Pool Support Fund, delivered via Sport England.

Announcement of successful Swimming Pool Support Fund (SPSF) Phase I revenue funding awards was made by Sport England and on gov.uk on 4 November 2023. The fund was significantly oversubscribed and as a result we were unfortunately not able to fund all centres who applied. The criteria considered a range of factors including: financial need; the risk of closure; the proximity to other swimming pools providing public swimming access, and the level of demand for the facility.

star this property answer text
In our approach to gambling advertising, we have struck a balanced and evidence-led approach which tackles aggressive advertising that is most likely to appeal to children, while recognising that advertising is an entirely legitimate commercial practice for responsible gambling firms.

In April last year, HM Government published a White Paper on gambling which outlined a comprehensive package of reforms to make gambling safer following an exhaustive assessment of the evidence, including on gambling advertising. We concluded that further action on advertising was needed, which is why we and the Gambling Commission are introducing measures to tackle the most aggressive and harmful advertising practices by preventing bonuses being constructed and targeted in harmful ways, giving customers more control over the marketing they receive, and introducing messaging about the risks associated with gambling.

This supplements the already robust rules in place to ensure that gambling advertising is socially responsible and that it cannot be targeted at or strongly appeal to children. This includes specific licence conditions for operators, including the requirement to abide by the UK Advertising Codes, which further regulate how gambling operators advertise. The UK Advertising Codes were strengthened in 2022, with new protections for children and vulnerable adults.

star this property answer text
Decisions relating to the staging of fixtures are a matter for national governing bodies of sports. However, we welcome the success that the FA, the ECB, the RFU, England Netball and other national governing bodies have enjoyed in hosting representative fixtures across the country.

The government continues to work with UK Sport and prospective event partners on the bidding, planning and delivery of major sporting events. As outlined in the DCMS and UK Sport guidance, the ‘Gold Framework’, revised in 2023, this includes ensuring that hosting and therefore the benefits felt by communities are spread across the country. We have demonstrated this in recent events, such as the UEFA Women’s European Championships 2022, spread across 10 cities, and the Rugby League World Cup matches in the same year across 18 towns and cities, including Newcastle, and mainly hosted in the north of the country. In our pipeline of events, the 2025 Women’s Rugby World Cup covers England, with the opening match in Sunderland. Our successful bid for the UEFA Men’s European Championships 2028 means that matches are set to take place across the UK and Ireland.

According to figures from the Betting and Gaming Council, the ban reduced the quantity of gambling advertisement views by children (age 4-17) by 70% over the full duration of live sporting programmes.

Further, alongside the Premier League’s announcement that it will ban gambling sponsors from the front of shirts by the end of the 2025/26 season, the gambling white paper commitment for a cross-sport Code of Conduct for gambling sponsorship has now been agreed by a number of the country’s major sports governing bodies. This will guarantee that where gambling sponsorship does appear, it is done in a responsible way to ensure fans, especially children, are better protected. This code will include provisions to ensure replica shirts for both children and adults are available without front-of-shirt gambling logos and a proportion of in-stadia advertising is dedicated to safer gambling messaging.

star this property answer text
His Majesty’s Government recognises that, while millions of people gamble without experiencing problems, for some it becomes an addiction with serious consequences. It is particularly important to take steps to protect those, particularly young people, who are at risk of experiencing gambling harm.

In April 2023 the Department for Culture, Media and Sport published a White Paper following our review of the Gambling Act 2005. The White Paper outlined a series of measures to tackle practices and products which can drive harm and to ensure that people who are at risk of gambling harm and addiction are protected, including a commitment to introduce a new statutory levy paid by operators to fund research, prevention, and treatment. We are working at pace with the Gambling Commission to bring these measures into force as quickly as possible.

In October 2023 the Gambling Commission published its decision to introduce a specific reporting requirement requiring gambling businesses to inform the Commission when they become aware of a person who has gambled with them has died by suicide. This requirement will come into force on 1 April 2024. While it is the role of the Coroner to investigate such death, where the Commission is made aware that a customer of a licensee has died by suicide, it will consider whether there is evidence of suspected regulatory failings and whether it would be appropriate and proportionate to take any regulatory action.

The England and Wales Cricket Board’s five year plan, Inspiring Generations, launched in 2020 aims to inspire a new generation to believe that ‘cricket is a game for me’. The plan focuses on six priority areas including making cricket gender-neutral with women and girls being properly represented across the whole game.

Initiatives like Chance to Shine, which receives funding from Sport England, play an important role in encouraging girls to play cricket. The project gives all children the opportunity to play, learn and develop through cricket.

The Independent Commission for Equity in Cricket (ICEC) report notes that while positive progress has been made in the women’s game, there are still areas of concern where more action is needed.

The ECB has provided a full response to the ICEC report and has committed to taking on board the majority of the recommendations to create lasting change across the sport. We welcome the ECB’s commitment to bring forward a plan to tackle these serious issues and secure a sustainable future for the sport, and look forward to receiving updates on this.

Sport England has invested £622,606 in the Romford constituency since 2020.

Since 2021, Sport England has provided over £22.6 million of support to programmes which facilitate participation in grassroots rugby league. This includes funding to the Rugby Football League.

In partnership with the National Lottery, Sport England has also supported the ‘CreatedBy’ capital grants programme. This delivered £26.4 million in legacy funding to celebrate England’s hosting of the 2022 Rugby League World Cup, providing investment in facilities and equipment to encourage participation.

Since 2020, Sport England has provided over £14 million of support to programmes which facilitate participation in grassroots rugby union. Additionally, in 2020/21 the Government provided £21,565,000 to rugby union clubs through the COVID-19 Sport Winter Survival Package. In 2022/23 we provided over £12.5 million of system partner funding to the Rugby Football Union to grow and develop the sport between the years 2022 and 2027.

The Government also funds some projects which benefit rugby through the Multi-Sport Grassroots Facilities Programme. Between 2021 and 2025, the UK Government is investing over £325 million to build or upgrade multi-sport grassroots facilities across the UK to ensure every community has the pitches and facilities it needs. star this property answer text
In our approach to gambling advertising, we have struck a balanced and evidence-led approach which tackles aggressive advertising that is most likely to appeal to children, while recognising that advertising is an entirely legitimate commercial practice for responsible gambling firms.

Last year, HM Government published a White Paper on gambling which outlined a comprehensive package of reforms to make gambling safer, including on gambling advertising.

This supplements the already robust rules in place to ensure that gambling advertising is socially responsible, and that it cannot be targeted at or strongly appeal to children. This includes specific licence conditions for operators, including the requirement to abide by the UK Advertising Codes, which further regulate how gambling operators advertise. The UK Advertising Codes were strengthened in 2022, with new protections for children and vulnerable adults.

The Code will guarantee a robust minimum standard on gambling sponsorship across all sports, ensuring that when gambling sponsorship does appear, it is done so in a socially responsible way. Work is underway to develop and implement the Code, ensuring that provisions meet the Government’s objectives while being sufficiently tailored to the material differences between sports. We expect compliance with a Code of Conduct to be guaranteed from within sports themselves through enforcement by governing bodies, and we are working together to identify the most effective way to achieve this.
more like this

star this property answer text
In our approach to gambling advertising, we have struck a balanced and evidence-led approach which tackles aggressive advertising that is most likely to appeal to children, while recognising that advertising is an entirely legitimate commercial practice for responsible gambling firms.

Last year, HM Government published a White Paper on gambling which outlined a comprehensive package of reforms to make gambling safer following an exhaustive assessment of the evidence, including on gambling advertising.

There is no place for sexism, misogyny or abuse of any kind in sport, including football, and it is vital that football authorities continue to work together to tackle it.The Government welcomes the ongoing work of the relevant football leagues, the FA, and organisations such as Women in Football and Kick it Out in challenging discrimination and breaking down inequalities between the sexes.

Following a bombardment of abuse directed towards female sports broadcasters, footballers and other athletes on social media, I wrote to X and Meta to understand whether they are aware of any abuse towards women in sport on their services which violates their policies, and, if so, what action they have been taking to address it. Both X and Meta have now responded to my letter setting out the action they are taking including enforcement, reporting processes and safety settings.

We continue to liaise closely with all the police and football authorities about their work to tackle discrimination. This includes actions targeted at and around football grounds, such as improving reporting systems, providing better training and support for referees and stewards, and improving the quality of CCTV around stadia.

Fans can also be charged with a Football Banning Order and fined if found to use derogatory language at football games, with the possibility of more severe sentences if it has been recorded as a hate crime. The Crown Prosecution Service (CPS) has been working with the FA, Premier League and English Football League to determine what evidence is required to charge an incident as a hate crime.

star this property answer text
Throughout the pandemic the Government went above and beyond through the Sport Survival Package (SSP) to provide a range of sports organisations across the country with generous financial support to ensure their survival throughout that difficult period. The Premiership Rugby club, Worcester Warriors, who played at Sixways Stadium were loaned money via the SSP.

In September 2022 Begbies Traynor were appointed as Administrators of Worcester Rugby Football Club (WRFC) Trading and Joint Receivers in relation to further companies within the structure of WRFC Trading. As Administrators, Begbies Traynor have a duty to act in the best interests of creditors and so the Department, as one of those creditors, has a limited role in those proceedings. It is for the Administrator to determine the best course of action to deliver on this objective in line with the Insolvency Act 1986 (as amended).
more like this

star this property answer text
The UK Government has invested £6.99 million in Northern Ireland between 2021-2025 through the Multi-Sport Grassroots Facilities Programme. This funding has supported 71 projects so far which includes £210,000 for Rosario Youth FC’s grass pitch maintenance equipment and Rathmore Grammar’s upgraded artificial pitch and floodlights in Belfast South.

As noted in the Government's recent Safeguarding the Union publication, I will shortly be visiting Northern Ireland, where I intend to discuss this crucial work with the new Minister for Communities. We also continue to work closely with the Irish Football Association to ensure that this funding targets the communities which need it most, helping increase participation by under-represented groups, and levelling up the provision for high quality pitches and facilities.
more like this
