Government, local councils, health systems and voluntary and community sector organisations all have an important role to play in achieving this.</p><p>Since publishing the first ever government Strategy for Tackling Loneliness and appointing the world’s first Minister for Loneliness in 2018, we have invested almost £80 million in tackling loneliness. These interventions include a national communications campaign that aims to reduce the stigma of loneliness, which has reached at least 25 million people across the country. The Department for Culture, Media and Sport is also delivering the ‘Know Your Neighbourhood Fund’ to boost volunteering and reduce loneliness in 27 disadvantaged areas across England. We have also brought together over 750 people from across the public, private and charity sectors through our Tackling Loneliness Hub, where members can learn from events and workshops, share the latest research and collaborate on new initiatives.</p><p>Last March, we published the fourth annual report of our Tackling Loneliness Strategy. It contains over 60 new and ongoing commitments from 11 government departments. So far, we have made progress against at least 46 of these commitments and at least 7 have been completed. Due to the nature of the commitments many have now been incorporated into business as usual. This is because this Government is committed to improving the health and well-being of young people and we recognise that gay, lesbian and bisexual young people often face specific challenges.</p><p>This is why spending for children and young people’s mental health services has increased from £841 million in 2019/20 to just over £1 billion in 2022/23.</p><p>A further £3 million of funding has also been divided between five anti-bullying organisations to tackle bullying in schools. This includes projects that target homophobic and biphobic hate-related bullying.</p><p>In October 2022, we launched a Victim Support Service for anyone affected by or at risk of conversion practices, regardless of their sexual orientation, sex or transgender identity. 	answer	answer is ministerial correction date of answer 21/03/2024 answer text <p>All domestic sports governing bodies have agreed to four core principles underpinning the cross-sport Code of Conduct on gambling sponsorship: (i) protecting children and young people (ii) socially responsible promotion (iii) reinvestment into sport (iv) maintaining sporting integrity. These principles put in place a robust minimum standard for sponsorship across all sports. Through the code, a proportion of in-stadia advertising will be dedicated to safer gambling messaging, and replica kits for adults will be made available without gambling logos, alongside the existing requirements for childrens’ replica kits.</p><p>Sports governing bodies must have sufficient flexibility to implement these principles in a way which maximises impact for the sports and their fans. Bespoke, sport-specific Codes are currently being designed by individual sports governing bodies, and will be implemented in due course. The Premier League and English Football League plan to have their Codes in place by next season. DCMS will continue to work closely with sports on their implementation and enforcement practices.</p><p>As a licence condition, gambling operators must comply with the restrictions set out in the Advertising Codes, which includes robust rules under section 2 regulating the recognition of marketing communications. Under these rules, marketing communications must be obviously identifiable as such and make clear their commercial intent, if that is not obvious from the context. The Advertising Standards Authority (ASA) can and does take action against breaches, and a recent ruling can be found <a href="https://www.asa.org.uk/rulings/person-s--unknown-a20-1066758-thebettingman.html" target="_blank">here</a>. I welcome work by the football industry to protect players from harm and provide practical support to former players who develop neurodegenerative conditions. One example of this is the Professional Footballers’ Association’s Football Brain Health Fund, supported by the Premier League and announced in September 2023, which aims to assist former players and their families who have been impacted by dementia and other neurodegenerative conditions.</p><p>The Government continues to take the issue of head injuries very seriously. In December 2021 DCMS published its Command Paper report on concussion in sport; outlining the steps the government is undertaking to help reduce risks associated with head injuries by improving understanding, awareness, prevention and treatment of concussion in sport. As part of this, in April 2023 the Government announced the first UK concussion guidelines for grassroots sport, in conjunction with the Sport and Recreation Alliance. This guidance is intended to be a helpful tool in reducing the risks associated with concussion and marks an important step in making sport safer for thousands of people who enjoy sport at a grassroots level, as well as an aid to professional sports.</p><p>Further research on the links between health, dementia and contact sport is needed to better understand the issue. 	answer	answer is ministerial correction date of answer 20/03/2024 answer text <p>Following the Government’s review of the Gambling Act 2005, and the Gambling White Paper, published in April 2023, we are introducing a package of measures to further prevent gambling-related harm, including a commitment to establish a non-statutory ombudsman to strengthen protections for customers where things go wrong. The body will adjudicate complaints, including those relating to social responsibility or gambling harm, where an operator is not able to.</p><p>We are working at pace with industry and all stakeholders in the sector, including the Ombudsman Association, to ensure customers have access to an ombudsman that is fully operationally independent in line with Ombudsman Association standards, and is fully credible in the eyes of customers. The responsibility of providing this access lies at Local Authority level, and the Government continues to encourage Local Authorities to support swimming facilities. In 2023/24, the Government has provided over £60 million additional funding to support operating costs and help improve energy efficiency of facilities through the Swimming Pool Support Fund, delivered via Sport England.</p><p>Announcement of successful Swimming Pool Support Fund (SPSF) Phase I revenue funding awards was made by <a href="https://www.sportengland.org/news/swimming-pool-support-fund-keeps-leisure-centres-afloat" target="_blank">Sport England</a> and on <a href="https://www.gov.uk/government/news/nearly-200-leisure-centres-supported-by-swimming-pool-support-fund" target="_blank">gov.uk</a> on 4 November 2023. The fund was significantly oversubscribed and as a result we were unfortunately not able to fund all centres who applied. However, we welcome the success that the FA, the ECB, the RFU, England Netball and other national governing bodies have enjoyed in hosting representative fixtures across the country.</p><p>The government continues to work with UK Sport and prospective event partners on the bidding, planning and delivery of major sporting events. As outlined in the DCMS and UK Sport guidance, the ‘Gold Framework’, revised in 2023, this includes ensuring that hosting and therefore the benefits felt by communities are spread across the country. We have demonstrated this in recent events, such as the UEFA Women’s European Championships 2022, spread across 10 cities, and the Rugby League World Cup matches in the same year across 18 towns and cities, including Newcastle, and mainly hosted in the north of the country. In our pipeline of events, the 2025 Women’s Rugby World Cup covers England, with the opening match in Sunderland. According to figures from the Betting and Gaming Council, the ban reduced the quantity of gambling advertisement views by children (age 4-17) by 70% over the full duration of live sporting programmes.</p><p>Further, alongside the Premier League’s announcement that it will ban gambling sponsors from the front of shirts by the end of the 2025/26 season, the gambling white paper commitment for a cross-sport Code of Conduct for gambling sponsorship has now been agreed by a number of the country’s major sports governing bodies. This will guarantee that where gambling sponsorship does appear, it is done in a responsible way to ensure fans, especially children, are better protected. It is particularly important to take steps to protect those, particularly young people, who are at risk of experiencing gambling harm.</p><p>In April 2023 the Department for Culture, Media and Sport published a White Paper following our review of the Gambling Act 2005. The White Paper outlined a series of measures to tackle practices and products which can drive harm and to ensure that people who are at risk of gambling harm and addiction are protected, including a commitment to introduce a new statutory levy paid by operators to fund research, prevention, and treatment. We are working at pace with the Gambling Commission to bring these measures into force as quickly as possible.</p><p>In October 2023 the Gambling Commission published its decision to introduce a specific reporting requirement requiring gambling businesses to inform the Commission when they become aware of a person who has gambled with them has died by suicide. This requirement will come into force on 1 April 2024. One example of this is the Professional Footballers’ Association’s Football Brain Health Fund, supported by the Premier League and announced in September 2023, which aims to assist former players and their families who have been impacted by dementia and other neurodegenerative conditions.</p><p>The Government has no plans to legislate in this area, but will continue to liaise with the football authorities about their work to protect players and provide support, including funding initiatives.</p><p>The Government continues to take the issue of head injuries very seriously. In December 2021 DCMS published its Command Paper report on concussion in sport, outlining the steps the Government is undertaking to help reduce risks associated with head injuries by improving understanding, awareness, prevention and treatment of concussion in sport. As part of this, in April 2023 the Government announced the first UK concussion guidelines for grassroots sport, in conjunction with the Sport and Recreation Alliance. We want everyone, including people of restricted growth, to live their lives free from discrimination and harassment.</p><p>The Equality Act 2010 may protect people of restricted growth on the grounds of disability, depending on the particular circumstances. The 2010 Act defines disability as “a physical or mental impairment which has a substantial and long-term adverse effect on a person’s ability to carry out normal day-to-day activities”. An employer or a service provider is required to make reasonable adjustments to ensure that disabled people are not put at a substantial disadvantage compared to non-disabled people.</p><p>On 5 February 2024 we published the final Disability Action Plan together with the independent analysis of the consultation findings. The Disability Action Plan sets out 32 practical actions in 14 different areas which the government will take forward over the next 12 months, with disabled people, disabled people’s organisations, and other government departments and public service providers, to improve disabled people’s daily lives, as well as laying the foundations for longer term change.</p><p>Any disabled person who may have been personally discriminated against in employment or provision of services because of a disability may contact the Equality Advisory and Support Service (EASS), the government helpline established to provide free bespoke advice and in-depth support to individuals with discrimination concerns.
