	answer	answer is ministerial correction date of answer 02/05/2019 answer text <p>The Department has received representations from both individuals and civil society groups in relation to mental capacity and deprivation of liberty during the passage of the Mental Capacity (Amendment) Bill through Parliament.</p><p> </p><p>The Mental Capacity (Amendment) Bill has almost completed its Parliamentary process. The Bill replaces the Deprivation of Liberty Safeguards with the Liberty Protection Safeguards. The new system will be simpler and more streamlined and efficient, improving protections for vulnerable people. 	answer	answer is ministerial correction date of answer 13/05/2019 answer text <p>The Mental Capacity (Amendment) Bill introduces a new Liberty Protection Safeguards model, which will replace the current Deprivation of Liberty Safeguards. The new model will be set out in a statutory Code of Practice, which will provide guidance to practitioners and individuals. This will include where a deprivation of liberty does and does not apply. The Government has committed to initially reviewing the Code within three years of the new system coming into force and then within five years of any previous review. Different communities require different social care provision and local authorities are best placed to understand the needs of their constituents.</p><p> </p><p>We have given local authorities access to up to £3.9 billion more dedicated funding for adult social care this year, and a further £410 million is available for adults and children’s services. We also know that, of the providers previously delivering the current entitlements in York, 100% are signed up to deliver the 30 hours offer as part of early implementation. We will continue to engage with York City Council and providers to gather as much learning as possible ahead of September 2017, when the offer is rolled out across the country.</p><p> </p><p>We have commissioned an independent evaluation of Early Implementation of the extended entitlement. This evaluation will focus on generating learning that can be used by Early Implementers and all local authorities ahead of national rollout in September 2017. 	answer	answer is ministerial correction date of answer 22/02/2017 answer text <p>The Department is in regular communication with City of York council via fortnightly catch up calls, set up prior to September 2016, to discuss the delivery of the 30 hours free childcare entitlement. We have also held two Early Implementation (EI) meetings with all EI local authorities (LAs) to share progress and learning since September 2016.</p><p> </p><p>There have also been a number of <em>Learn Explore and Debate</em> events held across the country for providers, organised by the Department’s delivery contractor, Childcare Works. At these events, EI local authorities have discussed how to support providers to deliver 30 hours’ free childcare in their areas.</p><p> </p><p>The Department will continue to hold regular communications with City of York Council regarding the 30 hours offer, and Childcare Works have already organised a series of events over the next few months for LAs and providers across the country. 	answer	answer is ministerial correction date of answer 10/01/2019 answer text <p>During this Parliament, Government has taken steps to address the immediate pressures on the social care system, including giving councils access to up to £3.6 billion more dedicated funding for adult social care this year, which councils can use to provide vital services for older people and working age disabled adults. In addition, the budget announced a further £650 million to improve social care services and help reduce pressures on the National Health Service by supporting older people, people with disabilities and children in 2019-20. 	answer	answer is ministerial correction date of answer 17/01/2019 answer text <p>Between January 2017 to quarter 2017/18, under the National Institute for Health and Care Excellence (NICE) Quality Standard, ‘Falls in older people’ the following assessments have been made:</p><p>- 102,000 people aged 65 and over have been identified as at risk of having a fall through routine assessments (quality standard 1); and</p><p>- 25,000 patients were referred to a falls clinic. All patients referred to a falls clinic received a multifactorial falls risk assessment (quality standard 2). We do not have detailed information on the outcomes of these referrals.</p><p> </p><p>Quality Standard 3 refers to those at risk of needing an individualised multifactorial intervention. As above, we do not have detailed data on the outcome of referrals to a falls clinic but all of those referred could have received an individualised multifactorial intervention.</p><p> </p><p>NHS England understands most general practitioner (GP) practices are applying the NICE Quality Standard. We do not hold information on the specific numbers of GP practices which are applying this NICE Quality Standard.</p><p> </p><p>A number of resources are in place to support GP practices in relation to falls risk identification for older people. This includes guidance for general practices to support implementation of the frailty requirements in the 2017/18 GP contract. The guidance provides an explanation as to why routine frailty identification is included in the General Medical Services Contract and what a general practice is required to do.
