	answer	answer is ministerial correction date of answer 25/07/2024 answer text <p>The Armed Forces Commissioner is the first in a series of steps that will be taken by the new Government to improve Service life and renew the contract between the nation and those who serve.</p><p> </p><p>The Armed Forces Commissioner will be a direct point of contact for Service personnel and their families to raise issues which impact on service life.</p><p> </p><p>The Armed Forces Commissioner will have the power to investigate individual complaints and to proactively launch independent reviews into issues affecting Service personnel and their families more widely, and to lay those reports before Parliament. The new Commissioner will have a right of access to information, sites and personnel in order to fulfil their role. The Commissioner will incorporate the functions currently undertaken by the Service Complaints Ombudsman.</p><p> </p><p>The Armed Forces Commissioner will strengthen Parliamentary oversight of issues facing our Armed Forces personnel and their families. The Commissioner will be subject to pre-appointment scrutiny by the Defence Select Committee and will report directly to Parliament, not ministers, via an annual report.</p><p> </p><p>There will be opportunities to debate all aspects of the role, remit and operation of Armed Forces Commissioner when the Government brings forward the Legislation outlined in the King’s Speech. 	answer	answer is ministerial correction date of answer 15/11/2023 answer text <p>This information is not centrally held by the Department, however we are aware of two roles which fall into this category.</p><ol><li>Nick Timothy-Independent Consultant working directly to the previous Home Secretary.</li><li>Independent Adviser for the Defending Democracy Taskforce and Open-Source Intelligence Hub a short term advisory role reporting to Ministers. This is a new role, with recruitment currently underway.</li></ol><p>In line with central guidance, direct appointments can be made to short-term, advisory roles, for example to lead a government review or to advise on, or champion, a specific subject. The name and purpose of a role can vary, but each appointee is provided with terms of appointment which set out their key responsibilities.</p><p>Direct appointees are office holders. There is no contract of employment, and the expectation is that such roles are unpaid. However, in limited circumstances, if the Permanent Secretary/Accounting Officer is content, then reasonable remuneration (in line with current policy on pay levels) may be payable.</p><p>When selecting an appointee (for a direct appointment), Ministers will consider what they want the role to achieve, which is set out in a draft terms of reference document. In light of this, high level criteria for the skills and experience required for an individual to do the role are developed. 	answer	answer is ministerial correction date of answer 17/05/2021 answer text <p>In March, we published ‘Preventing suicide in England: fifth progress report of the cross-government outcomes strategy to save lives’<em>. </em>It includes an update on work across the Department and NHS England and NHS Improvement to reduce suicide rates amongst groups with specific needs and characteristics that may expose them to more risk factors for suicide, including autism.</p><p> </p><p>This work includes NHS England and NHS Improvement’s refreshed approach to the Learning Disability Mortality Review (LeDeR) programme, ‘Learning from lives and deaths - people with a learning disability and autistic people’. The LeDeR aims to improve care, reduce heath inequalities and prevent premature mortality of people with a learning disability and autistic people by reviewing information about the health and social care support that people received.</p><p><strong> </strong></p><p>We also published the Mental Health and Wellbeing Recovery Plan, setting out our response to the mental health impacts of the pandemic. Many of the actions in the Plan will support people at risk of self-harm or suicide, including autistic people. To enable Network Rail to carry out its work effectively, Government has committed to continue record levels of investment in rail infrastructure, providing around £48bn of funding across the five-year period spanning from 2019 to 2024. This funding settlement is focussed on maintaining and improving rail infrastructure assets to help support a more reliable railway for passengers.</p><p> </p><p>With regards to security, the Government regulates the rail industry in Great Britain, including both domestic and international operators and works closely with the police and security partners. In addition to helping increase the rate of delivery of new housing, it will help deliver a range of benefits including: diversifying the house building sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. 	answer	answer is ministerial correction date of answer 03/06/2015 answer text <p>Pension scheme trustees are subject to a range of duties which, broadly speaking, require them to act in the best interests of beneficiaries.</p><p>The Government consulted on whether the law should be changed to provide clarity for pension scheme trustees about their legal duties regarding considering financial and non-financial factors when taking investment decisions, as well as encouraging trustees to consider their approach to stewardship. The Government will respond to this consultation later this year.</p><p>The guidance provided by The Pensions Regulator in its free ‘trustee toolkit’ was updated earlier this year to clarify that where trustees think environmental, social or governance issues are financially material to a scheme’s investments they should take these into account.
