	answer	answer is ministerial correction date of answer 23/06/2014 answer text <p>The First-tier Tribunal - Social Security and Child Support (SSCS), administered by HM Courts &amp; Tribunals Service (HMCTS) hears appeals against Department for Work and Pensions' (DWP) decisions on a range of benefits including a person's entitlement to Employment and Support Allowance (ESA).</p><p> </p><p>Whilst a work capability assessment (WCA) can be a key factor in an ESA decision, it is not the only consideration. Appeals are brought against ESA refusals, and not WCA decisions themselves. The Tribunal does not record information on those ESA appeals in which the WCA decision is a factor, and as such HMCTS does not hold the specific information requested.</p><p> </p><p>Information on appeals against ESA decisions is published by HMCTS in Tribunal Statistics Quarterly. Therefore, questions relating to waiting times in Northern Ireland should be addressed to the Minister for Social Development in Northern Ireland.</p><p> </p><p>We are working closely with our supplier to deliver the best possible service for claimants, driving up performance and quality to help reduce waiting times and process claims as quickly as possible. We are continuing to monitor and robustly manage this contract.</p><p> </p><p>Identification by the Department of a reduction in Atos Healthcare's quality led to decisive action in the form of a retraining and re-accreditation exercise and an overhaul of audit arrangements when we instructed Atos Healthcare to introduce an improvement plan in July 2013. The policy and guiding principles of the scheme are described in <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/309964/financial-redress-maladministration-apr-14.pdf" target="_blank">Financial Redress for Maladministration</a> which is available on Gov.UK.</p><p> </p><p>Employment and Support Allowance claimants will normally be in receipt of benefit while they wait for their assessment and any arrears due are paid once a decision is made.</p><p><strong> </strong></p><p>By the autumn, we expect no one to be waiting for a Personal Independence Payment assessment for longer than 26 weeks.
