star this property answer text <p>The Government Major Projects Portfolio (GMPP) comprises the most complex and strategically significant projects and programmes across government. The Infrastructure and Projects Authority (IPA) supports the successful delivery of these projects through direct support, independent assurance reviews and by leading the project delivery profession across government.</p><p><ins class="ministerial">In line with the Government's major projects transparency policy, decisions on the release of data</ins> <del class="ministerial">Data</del> on the number of civil servants working on GMPP projects in individual government departments is <ins class="ministerial">a matter for them</ins> <del class="ministerial">not held centrally</del>. star this property answer text <p>Contracts are never awarded lightly: each has an agreed and robust process. Government has always been compliant with public procurement regulations and follows these diligently when assessing the suitability of suppliers to deliver a particular contract.</p><p>As noted by the Chancellor of the Duchy of Lancaster’s speeches in June and November 2018, the Cabinet Office is currently taking forward a package of reforms to Government outsourcing policy. This includes creating a ‘playbook’ of guidelines, rules and processes for departments to follow when they outsource.</p><p>We are also reviewing how we assess suppliers’ financial health and what financial information we should seek during the procurement process. This will enable the Government to assess the level of risk that should be accepted, the extent to which we rely on historical financial information as an indicator of future financial health, and whether it is appropriate to seek and rely on forecast information. We will be issuing new guidance for departments on assessing the financial and economic standing of bidders in the coming months.</p>

star this property answer text <p>We launched the Outsourcing Playbook in February 2019 and introduced a package of<br>reforms to our approach to outsourcing designed to improve public service outcomes, value<br>for money and how we work in partnership with our suppliers</p><p>Measures include:<br>Guidance for departments to help assess whether services should be delivered, in-house by<br>the public sector or outsourced. This should support more informed decisions on when it is<br>best to deliver public services ourselves and when there is benefit to drawing on the capacity<br>and expertise of the private sector;<br>Introduction of a new presumption in favour of running a pilot where government is<br>outsourcing a service so we learn lessons before contracting for the long term; and<br>A new requirement for government to produce an assessment of how much a service<br>‘should cost’ to deliver when deciding whether to utilise the private sector. This helps to<br>provide a better understanding of the costs associated with the different service delivery<br>models so that we are in a better position to challenge unsustainable bids</p><p>We have put in place an implementation programme to ensure that our departments are<br>aware of these new requirements. Compliance with these reforms will be ensured through<br>the usual Cabinet Office controls process.</p>

star this property answer text <p>The Government has a long-established approach to identifying, developing and managing collaborative business relationships. For example, the Government recognises the importance of managing its relationships with strategic suppliers, on a cross-government basis, by observing their performance in the delivery of public services and monitoring financial health.</p><p>This year, the Government introduced a new approach to the monitoring and management of strategic suppliers through a Memorandum of Understanding (MOU) between the government and each of our strategic suppliers. The approach of using an MOU reflects the Government’s now well-developed relationships with, and understanding of, its strategic suppliers. Under this new approach, strategic suppliers will agree to provide the government with the information it needs to monitor and manage risks across its strategic supplier base, with the full cooperation of industry.</p> more like this

star this property answer text <p>We are extending the application of the Social Value Act in central government to ensure all<br>major procurements explicitly evaluate social value where appropriate, rather than just<br>‘consider’. This will ensure central government contracts take account of areas as diverse as<br>the employment of disabled people, the use of social enterprises, the prevention of modern<br>slavery and the protection of the environment</p><p>We are developing a simple, systematic approach to bring departments up to a consistent,<br>minimum level of operating, and ensuring additional reporting does not add complexity or<br>cost to the procurement process, restrict markets or exclude small businesses from<br>government contracts</p><p>Government is committed to train all 4,000 commercial buyers on how to take account of<br>social value and procure successfully from social enterprises - training for government<br>commercial staff will help unlock more opportunities for voluntary, community and social<br>enterprise organisations. We will also require all departments to report on the social impact<br>of major new procurements.</p>
