The Foreign Secretary had earlier spoken to State Counsellor Aung San Suu Kyi on 7 September in similar terms and to underline the need for any allegations of human rights abuses to be investigated. From 2014, a new version of the Ioannina Compromise took effect. This allows a group of Member States short of a blocking minority to request a deferral of decisions they do not agree with, within a reasonable timeframe. 	answer	answer is ministerial correction date of answer 21/10/2019 answer text <p>The electricity used by the FCO across its UK estate is procured using the Crown Commercial Service (CCS). CCS is an executive agency and trading fund of the Cabinet Office of the British Government.</p><p>Through their competitively tendered Energy related commercial agreements, CCS ensure all legislation is adhered to including the environmental standards of suppliers. CCS is not able to dictate the sources of power to be supplied to the government departments as this is internal policy driven. The FCO is currently receiving electricity from the standard UK supply mix, however they have the option to access renewable energy from a variety of alternative routes, taking into account the additional financial commitment.</p><p>The current CCS framework under which the FCO procures its electricity expires in 2023. Under the CCS framework, the electricity is supplied by EDF. The electricity supplied is not solely from renewable resources. The CCS Framework does provide the ability to have electricity solely from renewable resources. 	answer	answer is ministerial correction date of answer 21/09/2015 answer text <p>UN Security Council Resolution 1606 reaffirmed support for the Arusha Peace Agreement and began the process for establishing a truth commission and special chamber within Burundi’s court system to ensure reconciliation and bring to justice those responsible for crimes against humanity and war crimes. Progress by the Burundian government has been extremely slow with the Truth and Reconciliation Law only submitted to Parliament in December 2012 and the Truth and Reconciliation Commission appointed in December 2014. More recently, the Burundian government has refused to engage with the UN and has refused the appointment of a UN Special Envoy to Burundi. 	answer	answer is ministerial correction date of answer 21/09/2015 answer text The Burundian government first submitted the Truth and Reconciliation Law to Parliament in December 2012 before announcing the appointment of the Truth and Reconciliation Commission on 3 December 2014. It has not reported further since then. We understand that opposition parties boycotted the process over the remit of the Commission, calling into question its ability to establish the truth and bring reconciliation. The UK Government believes that the Truth and Reconciliation Commission, guided by the Arusha Agreement signed in the aftermath of Burundi’s civil war, has an important role in ensuring long-term reconciliation.
