The 60 commitments made in the loneliness strategy vary widely and so learning is captured in different ways. Many of these commitments are still in progress and findings will emerge over time. For example, an independent evaluation of the £11.5m Building Connections Fund is underway, and findings will be published from mid-2020 onwards.</p><p>The first annual report on government’s work on tackling loneliness was published on 20th January 2020. As an independent non-Ministerial Department, Ministers cannot direct or control the Charity Commission. It is answerable to the courts for its legal decisions.</p><p> </p><p>Disputes and disagreements in charities can be particularly damaging to the public’s confidence in charities. The Charity Commission opened a regulatory compliance case into Christ Church college in January last year and has continued to engage with the charity over a number of issues connected to the dispute at the College. These have included the expenditure of charitable funds on legal expenses connected to the dispute. The Commission has also instructed the trustees to commission an independent governance review. However, it is the local authorities’ role to allocate funding and deliver youth services in line with local need. We are not aware of any conclusive evidence of a direct link between the closure of youth clubs and crimes committed by young people.</p><p><strong> </strong></p><p>This government is committed to young people and levelling up opportunities. We are investing £500 million over five years through the new Youth Investment Fund to build new youth centres, refurbish existing youth facilities, provide mobile facilities for harder to reach areas, and to invest in the youth work profession and frontline services.</p><p><strong> </strong></p><p>Government is also funding up to £7 million this financial year through the Youth Accelerator Fund, expanding existing successful projects that are delivering positive activities for young people, and to address urgent needs in the youth sector. For the 2016 Autumn programme for every £1 spend, £2.21 is provided back in terms of the economic benefits. The economic benefits relate to the identified impact the NCS programme has in respect to volunteering and leadership.</p><p><strong> </strong></p><p>The NCS Trust is the Royal Chartered Arms-Length Body overseeing and implementing the programme, in line with the NCS Act 2017. The NCS Trust’s budget is reviewed and approved by DCMS on an annual basis in line with Managing Public Money standards. Specifically, we proposed to capture the work done by musicians, artists and entertainers, and their accompanying staff through the list of permitted activities for short-term business visitors.</p><p>In practice this would have delivered an outcome that is closer to the UK’s approach to incoming musicians, artists and entertainers from non-visa national countries, such as EU Member States and the US, who can come to perform in the UK without requiring a visa. Specifically, we proposed to capture the work done by musicians, artists and entertainers, and their accompanying staff through the list of permitted activities for short-term business visitors.</p><p>In practice this would have delivered an outcome that is closer to the UK’s approach to incoming musicians, artists and entertainers from non-visa national countries, such as EU Member States and the US, who can come to perform in the UK without requiring a visa. DCMS has engaged with the sector extensively throughout negotiations and since the announcement of the Trade and Cooperation Agreement to understand the diverse circumstances of companies, organisations and individual practitioners and how they may need to adapt as they plan activity across the European Union.</p><p><strong> </strong></p><p>Going forward we will continue to work closely with the sector, including with representative organisations, to ensure businesses and individuals have the advice and guidance they need to meet new requirements. Touring artists should always check individual member state requirements as these differ across different countries. In some cases, visas and work permits may not be required.</p><p><strong> </strong></p><p>We know that while leaving the EU will bring changes and new processes to touring and working in the EU, it will also bring new opportunities. The guidance will cover language, communications channels and accessible formats for publications, meetings and consultations. The guidance is aimed at supporting government communicators to help all parts of government improve their communications with disabled people. This updated guidance will be available by Spring 2019.</p><p> </p><p>The Government Digital Service (GDS) helps departments to ensure their online content and services are accessible. GDS sets standards, provides assurance around these (through spend control and service assessment processes), publishes guidance on how to meet the standard (e.g. service manual), develops tools to do this well and quickly (e.g. Government as a Platform components, toolkits and patterns), and supports the departments in using them, collating and curating lessons learned.</p><p> </p><p>New Regulations will enhance this activity through the introduction of a central monitoring system and increased guidance and support for public sector bodies. Cabinet Office introduced The Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. These regulations build on existing equalities legislation by making it easier for users to report issues about the accessibility of public sector websites, backed up by proportionate monitoring and enforcement. Any information that may lead to a breach of commercial sensitivity with our private sector suppliers would have a negative impact on the relationship between Government and its partners.</p><p> </p><p>We accept there is a general public interest in disclosure of information and we recognise that openness in government may increase public trust in and engagement with the government.</p><p> </p><p>These public interests have to be weighed against a strong public interest that policy-making and its implementation are of the highest quality and informed by a full consideration of all the options. It is important that government can work with partners to deliver a high quality service and maintain a high level of trust.</p><p> </p><p>Any information that may lead to a breach of commercial sensitivity would have a negative impact on the relationship between government and the identity providers.
