star this property answer text <p> </p><p>Since the Armed Forces Covenant Annual Report 2012, the Ministry of Defence (MOD) has systematically been reviewing the public transport arrangements in place for all locations where there is Defence housing. Where the location of Service family accommodation does not have reasonable access to essential amenities, including public transport, this is reflected in reduced charges for accommodation. Furthermore, when setting charges in the future we plan to look in more detail at the location of Service accommodation based on the Department for Transport’s (DfT) accessibility indicators, which also consider travel time to health and education services and food stores, and also modern requirements such broadband speed. <br><br>Separately, the MOD is working with DfT and The Department for Communities and Local Government (DCLG) to improve transport links at Defence sites. Work has been undertaken to highlight the importance of considering the needs of service personnel and their families in setting local transport provisions in line with the commitment that those who serve in the Armed Forces and their families should face no disadvantage compared to other citizens in the provision of public or commercial services.<br><br>In 2013, DfT Engagement Teams who are responsible for engaging with local authorities on transport matters in England met with authorities to highlight the importance of supporting the Armed Forces Covenant. Engagement meetings with local authorities across England were used to raise awareness of the many armed forces establishments located in isolated areas and the lack of choice military families have over the location of their Service accommodation which means that some families face transport difficulties and also struggle to maintain employment as a result of their mobility. <br><br>Similarly, DCLG published advice on provisions for locations where there is Defence housing in their Guidance on Travel Plans, Transport Assessments and Statements in decision-taking. This publication contains guidance for local authorities on the special consideration owed to service personnel and their families particularly in setting local transport strategies and plans that should consider the particular requirements of any Armed Forces families in their area.<br><br>The MOD will continue to monitor the issue through the Families Federations.</p>

star this property answer text <p> </p><p>The Ministry of Defence hopes to publish the first report on deaths amongst veterans of the Iraq and Afghanistan conflicts in 2015-16. The work to link the cohort of over 500,000 personnel records with the deaths register held by the Health and Social Care Information Service (HSCIC) is in the early stages and a release schedule for the results is still being finalised but we hope that the information will be available for publication in the next financial year.</p> more like this

star this property answer text <p>The Pupil Information Profile was developed by North Yorkshire County Council with the Ministry of Defence (MOD), schools and the Department for Education (DfE) and its devolved equivalents using funding from the MOD’s Education Fund.</p><p>The Pupil Information Profile is a standard document used to assist the transfer of pupil information when a Service child moves schools. The document contains key information, such as their educational background, learning requirements and next learning steps.</p><p>The MOD has promoted its use in a number of ways. For example through discussions with the various education forums within the Devolved Administrations. By informing the military community of the Pupil Information Profile through articles in the Families Federations magazines and by its use in MOD schools overseas.</p><p>Whether to role the Pupil Information Profile out on a national basis is a matter for the DfE (and its devolved equivalents).</p> more like this

star this property answer text <p>The mobile nature of Service life can create a particular difficulty for working partners who often give up their own jobs to accompany Service personnel. The Partner Employment Project (PEP), as part of the New Employment Model (NEM) programme, is focused on addressing the barriers that hinder spousal employment.<br><br>The PEP continues to support the delivery of two LIBOR-funded programmes which provide, respectively, employability and business start-up workshops: the LifeWorks for Families programme run by the Royal British Legion Industries (RBLI) and the ‘Supporting the Unsung Hero’ Business Start-Up programme run by the University of Wolverhampton. These two-year programmes started in October 2013 and I am pleased to say that over 200 spouses have already benefited. Demand is such that this year both programmes are delivering extra bespoke workshops in Germany and Cyprus. RBLI are also delivering a course in Belgium to support serving personnel serving in NATO, as well as developing a remotely accessed programme to enable them to reach more spouses flexibly. <br><br>Childcare provision is another key issue. Although not formally part of the PEP, a childcare study has been conducted by the MOD’s Director of Children and Young People which reviews what childcare support Service personnel currently access, identifies best practice, and considers how best to use the £20 million LIBOR funds allocated to the MOD to improve childcare infrastructure. The findings of the study are currently being considered and will be shared later in the autumn.</p>

Member for Northampton South (Mr Mackintosh).</p><p>http://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2015-09-04/8395/</p><p>In addition, since I provided that answer I have also met with the Chairman of the Local Government Association and with the Minister for Housing and Planning at the Department for Communities and Local Government (DCLG). We are collectively planning to review the work undertaken by Local Authorities to deliver the Covenant and expect to complete this by March 2016. This will help to further identify best practice and where to target future work.</p><p>The Minister for Housing and Planning will write to all Local Authorities setting out examples of best practice and reminding them of the need to honour their commitments under the Covenant. I will also address a conference of Local Authority Community Covenant Champions in London on 4 November 2015. I hope that members' Local Authority Armed Forces Covenant champions will be there.</p>

star this property answer text <p>The Armed Forces Covenant applies throughout the UK and is delivered across all sectors of society. Every Local Authority in Great Britain has signed the Covenant and over 7,000 organisations have pledged support. Signing up to the Covenant is encouraged on a national and local level. Defence Relationship Management works closely with businesses and other organisations to encourage them to sign the Covenant and uphold their pledges. The Ministry of Defence works closely with local authorities to support their delivery of the Covenant. We promote the Covenant through regular communications and engagement activities, such as conferences and events. Signing the Covenant also provides the signatory with the opportunity to be recognised by the Employer Recognition Scheme (ERS) award. To date, 494 organisations hold the ERS Gold Standard for partnering with Defence.</p> more like this

star this property answer text <p>Since 2011, the Armed Forces Covenant has been improving service provision to the Armed Forces community across the country. The Covenant is a promise by the nation ensuring that those who serve or have served in the Armed Forces, and their families, are treated fairly, wherever they are in the country. Its principles are that members of the Armed Forces community should face no disadvantage compared to other citizens in the provision of public and commercial services, and that special provision is appropriate in some cases, especially for those who have given most, such as the injured and the bereaved.</p><p> </p><p>The Covenant is deliberately designed to be flexible to ensure the relevant organisations retain the ability to take decisions about service delivery that are right for their local context and circumstances.</p><p> </p> more like this
