As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. 	answer	answer is ministerial correction date of answer 08/07/2016 answer text <p>In the majority of adult prisons in England education is delivered by Skills Funding Agency (SFA) Offender Learning and Skills Service (OLASS) providers. Individuals wishing to be employed by OLASS providers to teach in prisons should meet the same standards as those preparing to teach SFA funded provision in the learning and skills sector in England.</p><p>In addition, the Department for Business, Innovation and Skills grant funds the Education and Training Foundation (ETF) to deliver a specific programme of work to support teaching and learning in prisons, this includes activity to support the professional development of OLASS teachers. In 2016-17 we made available £0.6m to the ETF.</p><p>Training such as in health and safety is the responsibility of the Prison Governor and is arranged locally for OLASS staff by individual prisons.</p><p>There are also a number of privately managed prisons where the operator is responsible for providing education under their contract with the National Offender Management Service. The Directors of those prisons ensure that, beyond their teaching qualifications, teachers will attend a training course varying between three days and one week, depending on which prison they work at. This training is aimed at preparing them to work in the prison environment. 	answer	answer is ministerial correction date of answer 26/04/2016 answer text <p>Higher education institutions have discretion to charge a student who is not eligible for home fee status whatever fee they deem appropriate, including the same fee as they charge students who have home fee status.</p><p>The Higher Education Funding Council for England (HEFCE) allocates funding to HE institutions, to cover some of the teaching costs of students who are eligible for home fees status and studying high cost subjects. The Council monitors the student number data of all institutions, to ensure they receive only the funding to which they are entitled. HEFCE has powers to withhold funding from any institution which has received funding for which it is not eligible.</p><p>Student Finance England is responsible for assessing students’ eligibility for financial support. It can only award support to students who satisfy the eligibility criteria in full. Under the Apprenticeships, Skills, Children and Learning Act 2009 (ASCL), apprentices are employed under an Apprenticeship Agreement, this ensures they are protected under the Employment Rights Act 1996. Apprentices' pay is covered under the National Minimum Wage regulations and HMRC is responsible for ensuring compliance with these regulations. HMRC provides comprehensive advice and guidance for employees through the Pay and Work Rights Helpline. We set out government priorities for adult skills provision annually in the Skills Funding Statement<sup><sup>[1]</sup></sup>, with the Department for Education setting out its priorities in a letter to the Sector<sup><sup>[2]</sup></sup>.</p><p> </p><p> </p><p> </p><p>As independent autonomous organisations it is for college governing bodies to ensure value for money by designing an appropriate local offer that employers and learners value and are prepared to invest in.</p><p> </p><p> </p><p> </p><p>In the last Spending Review, the Government looked to protect overall levels of adult Further education (FE) funding. The funding for adult Teaching and Learning in 2014-15 is broadly the same as 2012-13. Over this parliament the Government has undertaken a radical reform programme enabling FE colleges to use their freedoms and flexibilities to provide the high quality skills their learners, local economy and businesses need.
