	answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>In 2012 a National Noise Attitude Survey was carried out on behalf of the Department of the Environment, Food and Rural Affairs which included attitudes to noise from transport sources including aircraft.</p><br /><p>In 2014/15, Ipsos/MORI conducted on behalf of the Department for Transport a survey on noise attitudes which focused on noise from civil aviation, near to major airports in England. These are in line with the environmental target contained within the EU performance scheme. In addition UK industry is actively involved in the Single European Sky ATM Research (SESAR) programme which is developing new technology and operational procedures that will lead to further improvements in this area. 	answer	answer is ministerial correction date of answer 04/11/2015 answer text <p>Sources of funding for campaign spend are kept under review but we currently have no plans to introduce a levy on the drinks industry to fund the drink drive campaign.</p><br /><p>Instead our aim is to develop partnerships with brands who can provide incentives to help drivers avoid alcohol if they are driving, or to help those people who are drinking get home safely without driving. Since this grant is unhypothecated it is not possible to provide a breakdown by authority.</p><p> </p><p>In 2008 the Department for Transport provided English authorities with a total of £31 million to assist in the reissuing of concessionary passes, £130,972 of which was allocated to York City Council.</p><p> </p><p>Between April 2008 and April 2011 the Department made Special Grant payments to authorities, in addition to the formula grant they were already receiving, recognising the additional cost of the extension to pre-2008 concessionary travel arrangements. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p> </p><p> </p><p> </p><p>We do not monitor train operator performances by service type (i.e. commuter trains only) under the Franchise Agreement; we monitor each operator's performance across their whole network against benchmarks under the Franchise Agreement.</p><p> </p><p> </p><p> </p><p>The Department monitors each train operator's overall performance against these benchmarks and there are clear actions set out in the Franchise Agreement should performance drop below what is expected. This regular monitoring includes monthly meetings with their senior management where performance figures are scrutinised and challenged.</p><p> </p><p> </p><p> </p><p>At present London Midland are assessed as being within their contracted performance benchmarks as set out in the Franchise Agreement.</p><p> </p><p> </p><p> </p><p>In 2002 when Network Rail took control of Britain's Rail infrastructure, train performance was languishing at record low levels (78.6% of trains arriving on time nationally). Since then, it has risen to averaging around 90%.
