	answer	answer is ministerial correction date of answer 07/04/2014 answer text <p> </p><p><em>Role of the Department</em></p><p>Reflecting our responsibilities for local government, housing, planning and communities across England, the work of the Department involves staff travelling to different parts of the country.</p><p>Improved procurement has reduced our average domestic hotel rate in the UK by 8% between 2009-10 and 2012-13. Moreover, domestic flights for longer journeys can avoid the need for paying for staff to stay in a hotel overnight.</p><p>Since 2011-12, the Department accepted responsibility for some new functions outside of London, including residual functions following the closure of the Government Offices for the Regions and then oversight of the European Regional Development Fund following the abolition of the Regional Development Agencies. As these business functions relate to work in areas outside of London and to the European Commission, this has therefore increased our travel spend compared to the base of 2010-11. However, this is far more than offset by the very significant savings to taxpayers of the abolition of these regional bodies.</p><p>Based on current estimates (which reflect accounting consequences from machinery of government changes) the DCLG Group is reducing its annual running costs by around 40% in real terms between 2010-11 and 2014-15. This equates to net savings of at least £532 million over this spending review period and includes savings of around £420 million from the closure of the Government Offices for the Regions.</p><p>In addition to this, I note that the Regional Development Agencies were spending in the region of £246 million a year on administration (as cited in 11 March 2009, <em>Official Report</em>, Column 592W).</p><p><em>Spending data</em></p><p>The tables below list spending on travel by financial year. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p> </p><p>In March 2013, my Department published new guidance for local authorities outlining how councils should stop translating into foreign languages. As outlined in the Written Ministerial Statement of 12 March 2013, <em>Official Report</em>, Column 5WS, such translation weakens integration; discourages communities from learning English; undermines rather than strengthens equality goals; harms community relations; and is an expensive waste of taxpayers' money at a time when councils need to be making sensible savings. It is disappointing that councils like Tower Hamlets have disregarded that guidance, and reflects broader issues with the dysfunctional governance and divisive practices of the council.</p><p>I would add that in light of previous instances of electoral fraud, including impersonation in polling stations, postal voting irregularities and allegations of improper influence, Ministers in this Department have concerns about the practice of allowing foreign language translators/interpreters inside polling stations. The privacy of the ballot must be protected and voters inside a polling station should not be subject to any pressure or influence to vote in a particular way. In that context, the integrity of the ballot box and of the local democratic process requires independent and transparent scrutiny in polling stations by polling agents, council staff, the police and, indeed, passing members of the public who are also voting. He was paid £53,635 during this period. Between 1 January and 28 January 2013, Sir Ken was also the Government's Chief Fire and Rescue Adviser in addition to conducting initial fieldwork for his review. His salary rate whilst working on the Knight Review was in line with his previous salary rate when he was Chief Fire and Rescue Adviser.</p><p>Sir Ken's review found huge variations in the way the 46 fire and rescue authorities in England operate and highlighted the scope for the services to find £200 million in savings whilst safeguarding emergency operations and protecting public safety. His report highlighted the importance of collaboration with other local services in helping fire and rescue authorities to transform the way they run to meet the changing needs of communities. The Government will be publishing a formal response to the report in due course. It operates by local authorities retrospectively claiming spending back.</p><p>As at 27 March 2014, only five local authorities have submitted Bellwin claims in respect of the recent flooding. One of these claims was paid within 15 days. The other four claims have only been received in the last few days and should also be paid within 15 days. One in three members of a firefighters' pension scheme is in the New Firefighters' Pension Scheme 2006, which already has a Normal Pension Age of 60. The Public Service Pensions Act 2013 set the Normal Pension Age for the reformed firefighters' pension scheme to be age 60 from 2015, in line with the recommendation from Lord Hutton's independent report.</p><p>A firefighter with a full career earning £29,000 will be able to retire at age 60 with a pension of £19,000 per annum. Member, I would note that this Government has dramatically cut spending compared to the last Labour Government and put in place far tighter rules and restrictions on spending.</p><p>· The Department spent £553,230 on catering and hospitality in 2008-09, and £456,142 in 2009-10.</p><p>· By 2012-13, spending had been reduced to £58,882 (plus £16,727 of delayed billing from the year before).</p><p>· We anticipate spending in the region of £36,000 in the year 2013-14 (the precise figure will be audited at financial year end).</p><p>The expenditure undertaken is essentially for light refreshments for a large number of small official events such as:</p><p>· European Regional Development Fund events (meetings with external visitors and Local Management Committee meetings);</p><p>· Conferences and workshops with representatives of local government, housing, planning and local communities;</p><p>· Public roadshows and Portas Pilot events;</p><p>· All-day recruitment assessment centres, training and induction courses.</p><p>We do not routinely incur any expenditure on refreshments for Ministers other than <em>de minimis </em>expenditure on tea and coffee for Ministers' meetings with external visitors, or on the rare occasion when Ministers undertake overnight stays on official business outside London.</p><p>Our Departmental savings has also been assisted by terminating Ministerial group spending on Government Procurement Cards, as practiced by the Labour Government at taxpayers' expense at the likes of Sky City Casino, the Cinnamon Club, the Wolseley, Brasserie 44, Boisdales, Inn the Park, Mango Tree, Shepherds, Incognico, Buffalo Bar, Mr Chu's China Palace, Tantric Jazz and Fat Tuesdays.</p><p>We have showed that there is considerable scope for the public sector to generate significant savings in this area, as evident from the ongoing saving of up to half a million pounds a year.</p><p>To place our savings in context, as noted in the answer of 8 April 2014, <em>Official Report</em>, House of Lords, Column 270WA, when the rt. hon. Member was Secretary of State, he spent £444,891 on catering, hospitality and refreshments in 2008-09 and £552,367 in 2009-10.</p><p>I know that the rt. hon.
