Nobody should be a target for hate because of their race, religion, sexual orientation, transgender identity or disability.</p><p>We have a strong legal framework in place with criminal penalties for offences such as incitement to religious hatred, racially or religiously aggravated offences such as intentionally causing harassment, alarm or distress, as well as increased sentences for offences motivated by prejudice hostility or prejudice based on a person’s real or perceived religion.</p><p>We support Tell MAMA in their work to encourage greater reporting of anti-Muslim hatred and to support victims of hate crime. This Government is clear that everybody should be free to live their lives free from fear of attack simply because of what their beliefs are, and that tragic events such as the recent murder of Asad Shah in Glasgow will not be tolerated. We have a strong legal framework in place against discrimination on the basis of religion, and criminal penalties for offences such as racially or religiously aggravated assault and criminal damage. Those who perpetrate hate crimes of any kind will be punished with the full force of the law. This Government has done more than any other to tackle anti-Muslim hatred. As of 1 April 2016, police forces in England and Wales are disaggregating religious hate crime data to reveal the true scale and nature of the problem. The Government also plans to publish its new Hate Crime Action Plan in the summer, which will set out our approach to tacking all forms of hate crime, including Islamophobia. The letters are part of an ongoing investigation, and as such the Government is not in a position to comment further on them.</p><p>We continue to liaise with the police and community stakeholders to ensure that Muslims, alongside anyone of any race or faith, feel safe to go about their lives without fear of persecution or discrimination. The Government takes these hate crimes extremely seriously, and we are determined to tackle them. On 16 October the Home Office and the Ministry of Housing, Communities and Local Government published a refreshed Hate Crime Action Plan to guide Government’s work against all forms of prejudice and discrimination over the the period 2018 to 2020. This includes a strong focus on tackling anti-Muslim hatred and Islamophobia through the Cross-Government Working Group to Tackle Anti-Muslim Hatred. Two separate statistical sources used by Government show the scale of hate crimes targeted at Muslims in relation to hate crimes against other faith groups.</p><p>The Crime Survey for England and Wales (CSEW), published by the Office for National Statistics in October 2018, portrays the experience of hate crime. It is estimated that 0.1 per cent of adults (105,459) were victims of a religiously motivated hate crime in the 12 months prior to interview. The 2015/16 to 2017/18 CSEW showed that 0.8% of Muslim adults were the victim of religiously motivated hate crime, which was the highest percentage for a faith group where data is available.</p><p>The full breakdown from the CSEW is as follows:</p><p>Christian - (61,804) 0.0%</p><p>Buddhist - (489) 0.%</p><p>Hindu 0.5 - (1,326) 0.5%</p><p>Muslim - (3,480) 0.8%</p><p>Other - (1,553) 0.2%</p><p>No religion - (36,518) 0.0%</p><p>Statistics for police recorded crime, also published in October 2018, show that hate crimes motivated by religion have increased by 40% from 2016/17 to 2017/18, representing the largest percentage increase of all hate crime strands (comprising race, religion, sexual orientation, disability and transgender). The 2017/18 police statistics were the first to reflect the mandatory break down of hate crime reporting by perceived religion, and provided a breakdown based on the targeted religion of victims of religiously motivated hate crimes . The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), also raised the case with the Iranian Chargé d’affaires on 18 May. Iran does not recognise dual nationality and denies consular access on those grounds.
