star this property answer text MINUSCA (United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic) assumed responsibility from the AU Mission, MISCA (African-led support mission to the Central African Republic) on 15 September. The mission’s mandate includes a call for “support for the disarmament, demobilization and reintegration of former armed elements, with specific attention to children, and the repatriation of foreign elements, as well as community violence-reduction programmes”. Foreign and Commonwealth Office officials are monitoring MINUSCA’s progress on all areas of the mandate as the mission works to build up to full capacity; and are in close contact with Diane Corner (Deputy SRSG)on this. We have encouraged the UN to prioritise their efforts given the Mission is in early stages, and the operational challenges due to the surge in violence in CAR in recent weeks. Ensuring security is an essential first step in bringing peace and stability to CAR. MINUSCA has a phased mandate, with its priority task being the protection of civilians; HMG supports this approach.

star this property answer text <p>Although the Foreign and Commonwealth Office currently has no plans to supply personnel to the UN Multidimensional Integrated Stabilisation Mission to the Central African Republic (MINUSCA), our support for the mission is substantial. The UK pays for 6.6% of the UN’s peacekeeping budget, and therefore an equivalent share of UN civilian personnel in MINUSCA, the UK’s support has also included £23m humanitarian aid to the Central African Republic. We will continue to work with the international community through MINUSCA and the European Union Force, to protect civilians from violence.</p><p> </p> more like this

We welcome the leadership of the EU on the humanitarian response in CAR and on programmes linking relief, recovery and development. The UK has committed £30 million in humanitarian funds to CAR and CAR refugees since July 2013, funding a range of NGOs and UN agencies to provide protection, water, health, shelter and food security. star this property answer text <p>DFID regularly monitors the security and humanitarian situation in CAR. High levels of violence continue across the country, and a million people have been displaced since December 2013. The security situation impacts not only communities but humanitarian workers. The Office for the Coordination of Humanitarian Affairs (OCHA) has reported 142 security incidents directed at humanitarian workers since January 2014 and 18 humanitarian workers killed. In 2014 DFID provided £18 million to the ICRC, UN agencies and international NGOs to support communities who have suffered from the violence in CAR.</p><p> </p> more like this

Addressing religious tensions is an important part of this. The Inter-Religious platform in CAR is made up of Muslim and Christian leaders and has been at the forefront of peace-building and reconciliation efforts, engaging with communities that have been directly affected by sectarian violence in CAR. star this property answer text <p>The UK is working closely with international partners to ensure an effective and co-ordinated international response to the current humanitarian and security crisis in the Central African Republic (CAR). The UK will continue to work with the AU and UN to ensure the effectiveness of the AU mission as well as the effective deployment of a UN Peacekeeping Operation. The UK has also provided airlifts to help with deployment of the EU security mission (EUFOR); has provided a planning officer to the Operational Headquarters; and is providing a share of EUFOR's common costs as well as engaging with EU Partners on EUFOR's approach and rules of engagement. We remain the second largest provider of humanitarian aid, having given £23 million since the crisis began. I last discussed with interim President Catherine Samba-Panza on 23 May.</p> more like this
