The standard licence conditions include requirements to keep in touch with their supervising officer, to seek permission prior to obtaining employment or moving address, and restrictions on travel outside the UK.</p><p> </p><p>It is also possible for additional conditions or restrictions to be placed upon the licence - for example, to prevent the offender in question from contacting a previous victim, or from visiting certain locations or premises. Any additional condition must be justified as being necessary for the effective management of the offender in question, as well as being proportionate to the risk the offender poses.</p><p> </p><p>The process for requesting and approving any additional conditions is the same for all offenders released on licence, so that the supervising officer may have specific regard to any offender with learning disabilities. If the supervising officer who manages the case considers that additional conditions are necessary and proportionate, they must request these of the Governing Governor of the releasing prison, or the Parole Board, whoever has responsibility for release in that case. Discretionary life sentences or long determinate sentences are available for other very serious offences. This Government has introduced an automatic life sentence for a second very serious violent or sexual offence.</p><p> </p><p>The Ministry of Justice (MoJ) holds information on those persons convicted of homicide offences having previously been convicted of a homicide offence. However, the MOJ does not hold information centrally on the number of homicide victims associated with these crimes.</p><p> </p><p>The table shows the number of offenders with previous convictions for homicide by offenders convicted of homicide in each year from 2001 to 2013. Homicide includes among others, the offences of murder, manslaughter, infanticide, corporate manslaughter and causing death by dangerous and careless driving. See footnote 3 for all types of homicides.</p><p /> <p /> <p>The MoJ's extract of the Police National Computer only holds the complete criminal records of offenders who have been sentenced or cautioned since the beginning of 2000, Therefore it is not possible to provide criminal history time series information all the way back to 1984.</p><p> </p><p>The figures given in the table have been drawn from the extract of Police National Computer (PNC) data held by the Ministry of Justice. As with any large scale recording system the PNC is subject to possible errors with data entry and processing. The Regulation has also been extended to further EU institutions through other instruments. Information relating to the EU may also be requested from UK public authorities under domestic information rights legislation, including the Freedom of Information Act 2000.</p><p> </p><p>Neither the Regulation nor domestic legislation contain provisions which prohibit the disclosure of information simply because its release would be disadvantageous to the EU, and there are no plans to introduce such a measure. However, both the Regulation and domestic legislation provide a range of exemptions, often subject to a public interest test, which permit bodies subject to them to withhold genuinely sensitive information from disclosure where release would undermine legitimate interests specified in that legislation. 	answer	answer is ministerial correction date of answer 14/05/2014 answer text <p /> <p /> <p>Carefully managing prisoners into the community on temporary licence toward the end of their sentence is a key part of efforts to rehabilitate them back into society. Release on Temporary Licence (ROTL) plays an important role in public protection by ensuring that offenders are tested in the community under strict conditions before being released. It also provides a valuable means of helping prisoners prepare for their resettlement in the community by, for example, finding work or rebuilding links with their families, which helps to reduce reoffending.</p><p> </p><p>But this should never be at the expense of public safety which remains our absolute priority.</p><p> </p><p>In March this year, the Government announced plans to improve temporary release policy and practice following reviews prompted by three very serious incidents last year. A key part of these plans is to have a new scheme of restricted ROTL for serious offenders. In those cases, there will be more stringent risk assessment procedures, with greater involvement of psychology and probation professionals and more restrictive licence conditions. In addition, and as soon as suitable equipment is available, we will be able to tag offenders on temporary release.</p><p> </p><p>In the vast majority of cases ROTL is used effectively and successfully.
