star this property answer text <p>The team negotiating the UK’s withdrawal from the European Union has been chosen on the basis of expertise in the subject matter. The Department for Exiting the European Union does not centrally hold details of the language skills of its staff or members of the negotiating team.</p><p>The joint Terms of Reference for the Article 50 TEU negotiations, published on 19 June 2017, set out that English and French will be used as working languages during the negotiations, and in working documents. Where necessary, interpretation will be provided by the European Commission. We are not aware of any change in this policy. While the British Government proscribes only the military wing of Hamas, we have no contacts with Hamas. We are working with 'Democracy 4 Development' to encourage more volunteering and civic activism. Since 2016, we have worked with the Westminster Foundation for Democracy to strengthen the transparency and accountability of all political parties. Previously, we have worked with local non-governmental organisations to establish the Public Accounts Committee, and to provide expertise to the Assembly Committee for Economic Development.</p> more like this

star this property answer text <p>The UK and the four other Non-Proliferation Treaty Nuclear Weapons States voted against the Resolution “Taking forward multilateral nuclear disarmament negotiations” in the UN General Assembly First Committee earlier this month which established an Open Ended Working Group. The Government believes that productive results can only be ensured through a consensus-based approach that takes into account the wider global security environment. We remain open to an appropriately-mandated Open Ended Working Group provided that it is conducive to a constructive dialogue and we are considering whether to attend the meeting in Geneva in 2016.</p> more like this

star this property answer text <p>Between 2010 and 2013, all licensed vessels had to be flagged to an International Commission for the Conservation of Atlantic Tunas (ICCAT) registered state. The vessels were checked against the ICCAT Illegal, Unreported and Unregulated fishing activities (IUU) blacklist. Vessel safety, scientific and location data collection and compliance with domestic fisheries legislation were the further criteria used for granting fishing licences. Enforcement of the fishing licences was limited to a fishery patrol in 2010.</p><p> </p> more like this

star this property answer text <p>The Arab Partnership was created in 2010 as a part of the Government’s response to the Arab Spring. This initiative comprised two parts; the Foreign and Commonwealth Office-led Arab Partnership Participation Fund (APPF) and the Department for International Development-led Arab Partnership Economic Facility (APEF). Since 2011 APPF and APEF programmes have channelled £166m to projects across the Middle East and North Africa (MENA) region to support the development of legitimate and inclusive institutions (including civil society, parliaments, media and judiciaries) to improve governance and enable inclusive economic growth and reform.</p><p>The APPF was launched in the Financial Year (FY) 2011-2 and provided funding worth £5,195,304. In FY 2014-5 it provided £10,512,791. The total funding from FY 2011-12 up to and including FY 2014-15 was £42,803,007. star this property answer text <p>The Conflict Pool, which was succeeded by the Conflict Stability and Security Fund from Financial Year 15/16, was funded from a Treasury settlement which was separate from and additional to departmental budgets and was administered jointly by the Ministry of Defence, Department for International Development and Foreign and Commonwealth Office for conflict prevention and mitigation work. At the last spending review in June 2014 , the overall allocation increased from £664 million for 2013/14 to £683 million for 2014/15. Details of Conflict Pool allocations were made in the House of Lords on 24 June 2014 by the former Minister of State for the Foreign and Commonwealth Office (Baroness Warsi), (WS107).</p><p>A Written Ministerial Statement about the Conflict Stability and Security was published on 12 March 2015 by the then Minister for Government Policy in the Cabinet Office, my right hon. Friend the member for West Dorset (Mr Letwin), which was repeated in the House of Lords by Lord Wallace of Saltaire, (HLWS379).</p>

star this property answer text <p>The EU Association Agreements with Ukraine, Moldova and Georgia must be ratified by all 28 Member States, the EU, the European Atomic Energy Community and Ukraine, Moldova or Georgia, as the case may be, in order to enter fully into force. Ukraine ratified its Association Agreement on 16 September, Moldova on 2 July and Georgia on 18 July 2014. <br><br>At EU level, the ratification procedure involves the European Parliament giving its consent to the conclusion of the Agreements and the Council adopting a decision concluding each Agreement. The European Parliament gave its consent to the conclusion of the Association Agreement with Ukraine by the EU, acting on behalf of its Member States, on 16 September 2014, and is expected to give its consent to the conclusion of the Agreements with Georgia and Moldova by the end of the year. The conclusion of each Agreement by the European Commission, acting on behalf of the European Atomic Energy Community, was approved on 23 June 2014 in relation to the Ukraine Association Agreement, 16 June in relation to Georgia and 16 June in relation to Moldova. In addition, each Member State must go through its internal procedures for ratification. <br><br>The UK’s procedures leading to ratification are underway. The Ukraine Association Agreement was laid before Parliament under the Constitutional Reform and Governance Act 2010 on 6 October 2014; the Georgia Association Agreement on 3 October 2014 and the Moldova Association Agreement on 10 October 2014.</p>
