Practical guidance including portion sizes is available on the School Food Plan website. Where we have evidence that individual schools are not meeting the standards, we follow up directly with the school.</p><p> </p><p>We have no plans to extend eligibility for free school milk to all children in reception classes. Disadvantaged pupils over the age of 5 are entitled to free school milk. To help subsidise the cost of school milk, schools can choose to take part in the Nursery Milk Scheme and the EU School Milk Subsidy Scheme. The ‘Rights of the Child’ continues to underpin associated Government policy and legislation across Whitehall, the Devolved Administrations and those Crown Dependencies and Overseas Territories that have ratified the Convention. The UK has reaffirmed its commitment to give the Articles set out in the UNCRC due consideration.</p><p>During the passage of the Children and Social Work Act, the previous Children’s Minister re-iterated that our commitment to the UNCRC is already reflected in legislation. For example, the Children Act 1989 and 2004 set out a range of duties to safeguard and promote the welfare of children, while in 2013 we issued statutory guidance to Directors of Children’s Services requiring them to have regard to the general principles of the UNCRC to ensure that children and young people are involved in the development and delivery of local services.</p><p>The Children and Social Work Act is a further example of how we constantly seek not only to protect children’s rights, but enhance them.</p><p>In October 2016, we responded to the United Nations’ concluding recommendations through a Written Ministerial Statement (HLWS197) and a letter from the permanent secretary to his counterparts across government. Extending the hours over which funded provision can be delivered, from 7.00am to 7.00pm to 6.00am to 8.00pm, means that providers can offer the 30 hours entitlement more flexibly.</p><p>Our early delivery areas have developed and tested innovative, flexible childcare approaches to support working families. In the early implementation evaluation survey, over three-quarters (78%) of parents reported that they had greater flexibility in their working life as a result of the 30 hours entitlement. Case studies showed that increased work flexibility helped parents to obtain more secure employment, enhanced career opportunities and improved their work-life balance. Free school meals are provided to the most disadvantaged pupils as well as to every pupil in reception, year 1 and year 2. We are also investing £10 million a year into school healthy breakfast clubs.</p><p> </p><p>The new School Food Standards regulations came into force on 1 January 2015 and can be found at: <a href="http://www.legislation.gov.uk/uksi/2014/1603/contents/made" target="_blank">http://www.legislation.gov.uk/uksi/2014/1603/contents/made</a>.</p><p>The regulations apply to local authority maintained schools, academies that opened prior to September 2010 and academies and free schools entering into a funding agreement from June 2014. However the Government is aware that there are safety and security issues that need to be addressed.</p><p> </p><p> </p><p> </p><p> </p><p>The Civil Aviation Authority has recently launched a publicity campaign called &quot;You have control. Be safe! Be legal!’’　 which is aimed at raising awareness of the general public, at the point of purchase, about their responsibilities as the unmanned aircraft operator.</p><p> </p><p> </p><p> </p><p>The Government is currently talking to industry partners about the development of an online application to track and manage small drones. The Government has received several proposals for such an application, but the development of this technology is still at an embryonic stage.</p><p> </p><p> </p><p> </p><p>The Government is also in early discussions with international partners about a drone traffic management system, and it is hoped that those discussions will lead to UK involvement in the development of that system and the participation of UK industry in future trials to test the robustness of the technology. Some drones are already equipped with ‘geo-fencing’ to prevent operation in controlled airspace.</p><p> </p><p> </p><p> </p><p>There will be a public consultation on drones in spring 2016. 	answer	answer is ministerial correction date of answer 14/09/2017 answer text <p>Regional Schools Commissioners (RSCs) are responsible, on behalf of the Secretary of State, for holding all academies, including multi-academy trusts, to account and will intervene where necessary to bring about rapid improvement.</p><p>The main triggers for RSCs taking action are concerns about educational performance, financial management and/or governance. In the first instance, RSCs will support the trust that runs the academy to secure improvements itself – for example, through diagnostic visits from education advisors or arranging school-to-school support. Where they have serious concerns, RSCs are able to take more formal action such as issuing warning notices, setting out the improvements that are required and by when. The guidance is also clear that all parents should have the same rights to access a free entitlement place, regardless of whether they choose to pay for additional hours of provision, additional activities or meals.</p><p>Local authorities must enter into arrangements with childcare providers for the delivery of free early education places to ensure the providers comply with legislative requirements. The local authority is not required to fund a provider that is unwilling to accept these requirements.
