unstar this property answer text <p>We continue to prioritise new claims to PIP to ensure claims are put into payment as quickly as possible. Unfortunately, this means many customers are waiting longer than expected for their review to be undertaken.</p><p> </p><p>We have been actively recruiting additional Case Managers to meet increased demand for PIP, which means we are now in a position to begin to deploy additional resource onto award reviews. This will increase the number of review cases we can complete ‘in house’.</p><p> </p><p>We have just moved to a new contract for the delivery of health assessments and our new suppliers will be taking steps to ensure they have sufficient capacity to deliver the required volume of assessments. However, this may take time and there is an extensive training period for new Healthcare Professionals to ensure quality standards are maintained.</p><p> </p><p>We have introduced processes to increase efficiency and move cases through the system more quickly:</p><p> </p><ul><li>Where sufficient evidence/information is available, Case Managers can make decisions on reviews, avoiding the need for a functional assessment, which means many customers receive a decision faster.</li><li>Healthcare Professionals now complete most assessments by telephone, which means the vast majority of customers who need an assessment do not need to attend a face-to-face appointment at an Assessment Centre.</li><li>We’ve introduced a change for customers with the most severe conditions, on the highest level of support, who now receive an ongoing PIP award which is only subject to a light touch review every 10 years. .</li></ul><p> </p><p>For customers waiting for a review, we keep them regularly updated using SMS text messages. We also ensure all PIP customers awaiting a review remain in payment, extending awards for up to 12 months where necessary, notifying customers in writing to allay concerns.</p>

For PIP, we encourage all claimants in our communications with them and on Gov.UK to inform us if their needs have changed for better or worse.  We are also prioritising claims where a claimant reports a change in their needs to ensure we are paying individuals the right amount.</p><p>The statistical release notes that all unfulfilled eligibility for Personal Independence Payment (PIP) awards was due to claimants failing to inform the department they needed more help or their condition had deteriorated.</p> more like this

Currently, no decisions have been taken on potential changes.</p><p>As we develop any proposals, we will consider the interactions with the removal of the Work Capability Assessment. unstar this property answer text <p>DWP raise awareness and understanding of Personal Independence Payment (PIP), for those who may be entitled, using a variety of methods:</p><p> </p><p>Comprehensive information is provided on Gov.UK, and it is made clear that you can claim PIP even if you’re working, have savings or are getting most other benefits.</p><p> </p><p>Meetings take place with various Disability Groups and external stakeholders where PIP is often a topic for discussion. Any presentations or Q&amp;A sessions make it clear that PIP is there to support anyone who may be impacted by a disability or health condition and is not restricted by employment status.</p><p> </p><p>We have also produced a series of useful video guides on PIP, hosted on YouTube. Links to the videos can also be accessed via Gov.UK.</p><p> </p><p>The department has taken steps to raise awareness of PIP amongst Work Coaches, who frequently interact with claimants who have health conditions and disabilities. As part of their routine induction and training Work Coaches are provided with an overview of PIP. They are encouraged to signpost potential applicants to information on Gov.UK rather than discuss eligibility criteria.</p><p> </p><p>For DWP colleagues working on other benefits the approach is the same. If anyone enquires about PIP they are signposted to information on Gov.UK.</p>

unstar this property answer text <p>Such information is not available as no decisions on detailed policy design have yet been made. The consultation, <em>Modernising Support for Independent Living: The Health and Disability Green Paper, </em>is instead about opening up a broader conversation about how we could reshape the current welfare system to provide better targeted support to those who need it most.</p><p>Part of the Green Paper explores alternative ways of supporting people to live independent and fulfilling lives. This could mean financial support being better targeted at people who have specific extra costs, but it could also involve improved support of other kinds, such as physical or mental health treatment.</p><p>The Green Paper was published on Monday 29 April and the 12 week consultation will close on Monday 22 July.</p><p>We encourage everyone to respond to the consultation so that we are able to hear from as many people as possible on these important issues, including disabled people, people with health conditions, their representatives, and other stakeholders.</p>

The consultation is guided by three priorities: providing the right support to the people who need it most; targeting our resources most effectively; and supporting disabled people and people with long-term health conditions to live independently and reach their full potential. As we develop any proposals, we will carefully consider the impacts of any potential changes.</p><p>We recognise that as a Department we come into contact with some claimants who are potentially very vulnerable. We have a range of policies and procedures in place to help those individuals with difficult personal circumstances and/or life events to access benefits and use our services and will continue to provide this support should any changes be taken forward as a result of the consultation.</p> more like this

In April 2021, Claimant Commitments and regular face to face engagement requirements were reintroduced.</li></ul><p><strong> </strong></p><p><strong> </strong></p><p><strong>Employment and Support Allowance</strong></p><p><strong> </strong></p><ul><li>ESA 2019-20 to 2023-24, the new claim process for New Style Employment and Support Allowance (NSESA) changed. In April 2020 a digital claim was introduced during Covid. Prior to this, as part of the new claim process, a period up to 10 days at beginning was never measured. With the re-designed process all time is included, so it is not possible to make a like-for-like comparison with the new claim process before April 2020.</li></ul><p><strong> </strong></p><p><strong>State Pension</strong></p><p><strong> </strong></p><ul><li>Performance was severely impacted due to the need to repivot resource to other areas, such as Universal Credit, during the global pandemic. In 2021/22, resource was re-deployed to work through the backlogs. Investment in digital services in this area has also aided recovery leading to significant performance improvements in 2023/24.</li></ul><p><strong> </strong></p><p><strong>Pension Credit</strong></p><p><strong> </strong></p><ul><li>2019/20 was impacted by substantial spikes in claims following the BBC decision to remove free TV licences. Uptake in Pension Credit has been encouraged through campaigns and again led to unprecedented claims being received when entitlement was linked to additional Cost of Living payments. This created backlogs and impacted payment timeliness as these were recovered.</li></ul><p> </p><p><strong>Disability</strong><strong> Living Allowance (Child) </strong></p><p> </p><ul><li>Disability Living Allowance ceased in 2013 and is no longer an active benefit, it was replaced by Personal Independence Payment. Disability Living Allowance for Children continues to accept new claims and as such we have responded in respect of this benefit.</li><li>Demand for Child DLA has increased in recent years and is significantly higher than pre-pandemic volumes.</li><li>During 2020-21 we deferred case renewal activity to focus on processing new claims. Since then the service has had to service both high new claims volumes and the deferred renewal work which has led to longer processing times.</li><li>We have increased the numbers of staff working on Child DLA to respond to increase new claims volumes, and clear cases in date order to ensure fair customer service.</li></ul><p> </p><p><strong>Personal Independence Payment</strong></p><p><strong> </strong></p><ul><li>PIP performance represents a significant recovery compared to prior periods and the lowest average journey time recorded since 2018 (see <a href="https://www.gov.uk/government/statistics/personal-independence-payment-statistics-to-january-2024" target="_blank">published statistics</a>)</li><li>PIP New Claims demand is significantly higher than pre-Covid levels, despite the devolution of Scottish claims during this period.</li></ul><p><strong> </strong></p><p><strong>Child Maintenance Service</strong></p><ul><li>Child Maintenance Service application volumes have been sharply increasing with CMS receiving more than 50% more in 2023/24 than in 2021/22. This dip in performance over this time can largely be explained by this. More recently, the removal of the Application fee has also resulted in higher volumes.</li></ul><p> </p><p><strong>Universal Credit </strong></p><p> </p><ul><li>Data has been provided for the years 2018-19 to 2023-24. Detailed data by local areas is available via Stat Xplore within the Universal Credit Published Statistics (<a href="https://www.gov.uk/government/collections/universal-credit-statistics" target="_blank">Universal Credit statistics - GOV.UK (www.gov.uk)</a>). unstar this property answer text <p>We are committed to ensuring that people can access financial support through PIP in a timely manner and reducing customer journey times for PIP claimants is a priority for the Department. We always aim to make an award decision as quickly as possible, taking into account the need to review all available evidence. There are no clearing targets for PIP.</p><p> </p><p>Following an increase in new claims and end-to-end PIP clearance times after the Covid pandemic, we have taken steps to reduce and stabilise customer journey times for PIP claimants. The latest statistics show that the average clearance time for new claims is 15 weeks end-to-end, a significant decrease from 26 weeks in August 2021.</p><p> </p><p>We are addressing the increase in new claims and award reviews by increasing provider and case manager capacity and using a blend of assessment channels to deliver a more efficient and user-centred service. We are prioritising new claims, whilst safeguarding claimants awaiting award reviews, aiming to make a decision as quickly as possible.</p><p> </p><p>The measure announced in the Budget will provide additional funding to support the processing of increased volumes of disability benefit claims. This will help to ensure that waiting times remain low and that claimants receive the appropriate level of support in a timely manner.</p>

unstar this property answer text <p>The Health and Disability White Paper, published in March 2023, set out ambitious and extensive reforms to further support disabled people including exploring the initiative referred to as “Specialist Assessors”.</p><p>As the term “specialist” has a very specific meaning in a medical context, the decision has been made to rename the initiative to “Condition Focused Assessors” to avoid misalignment with clinical definitions. The ambition and intent of the initiative remains the same.</p><p>In September 2023, we began a small-scale test matching certain PIP claimants’ primary health condition to an existing healthcare professional (HCP) with relevant clinical experience. This test ran until January 2024, at which point it was expanded to cover claimants with multiple conditions.</p><p>We continue to work closely with key stakeholders and support organisations as we progress our testing. Initial exploratory research will be published later this year. The Health Transformation Programme looks to publish evaluation when services are suitably developed, and when findings are robust and provide a representative picture of our progress.</p>

unstar this property answer text <p>DWP is committed to improving the way the benefit system supports people nearing the end of their life.</p><p> </p><p>There is no automatic entitlement to PIP in relation to a health condition - except in cases of people nearing the end of life.</p><p> </p><p>A PIP claimant is currently regarded as being end of life if they suffer from a progressive disease and their death in consequence of that disease can reasonably be expected within 12 months.</p><p> </p><p>Special considerations apply to such claimants. Currently, claims are processed within 3 days on average.</p><p> </p><p>In the longer term, the Health Transformation Programme will transform the entire PIP service to simplify and shorten the application process for all PIP claimants, including those with life-threatening conditions.</p> more like this

unstar this property answer text <p>We have seen a decrease in PIP clearance times for new claimants since August 2021 with the latest statistics showing that the average end-to-end journey has reduced from 26 weeks in August 2021 to 15 weeks at the end of July. This means that we’re clearing claims faster than we were prior to the pandemic.</p><p> </p><p>This is because we:</p><ul><li>Are using a blend of phone, video and face-to-face assessments to support customers and deliver a more efficient and user-centred service.</li><li>Have increased case manager and Assessment Provider health professional resource; and</li><li>Are prioritising new claims, whilst safeguarding claimants awaiting award reviews, who have returned their information as required, to ensure their payments continue until their review can be completed.</li></ul><p> </p><p>In addition, the Health Transformation Programme (HTP) is creating a more efficient service and a vastly improved claimant experience, reducing journey times and improving trust in our services and decisions. This transformation includes introducing the option to claim for PIP online.</p><p> </p><p>Our actions to ensure new claimants receive their decision as quickly as possible, when we are receiving unprecedented volumes of new claims, has had an impact on our capacity to process award reviews. To handle any delays, we have introduced processes which allow a certain proportion of award reviews with sufficient and robust evidence to be conducted by Case Managers without referral to an Assessment Provider. In addition, where a claimant reports a change in their needs, whether at any point during their award or at award review, we are prioritising these.</p>

unstar this property answer text <p>The department manages the PIP contracts robustly and has a full set of service level agreements setting out our expectations for service delivery.</p><p>It is important for providers to have their own complaints process to deal with dissatisfaction about the service they provide. This process signposts complainants to the Independent Case Examiner (ICE) if they are dissatisfied with the provider’s final response to their complaint.</p><p> </p><p>The process is designed to ensure that those complaining about third party provision have access to the same complaint escalation route as those who complain about services provided by Department for Work and Pensions (DWP). This encourages providers to resolve complaints at the earliest opportunity. unstar this property answer text <p>Quality is a priority for both the Personal Independence Payment (PIP) assessment providers (APs), Capita and Independent Assessment Services, and the department. There is a comprehensive performance regime which drives APs to meet stringent quality standards. Through robust contract management processes, we continually monitor and work with APs to manage performance and obtain maximum value. If they are unable to meet our expectations, we will work with them to address any issues, whilst seeking any financial compensation as appropriate under the terms of the contract.</p><p>Customer satisfaction is one of the service level agreements within the PIP contracts. Each providers’ customer satisfaction survey is undertaken by an independent third party, in line with the requirements of their individual contract. They have consistently exceeded their customer satisfaction target of 90%.</p><p>The Department for Work and Pensions (DWP) has an independent audit function that continually monitors performance and provides feedback to its providers. DWP works extensively with providers to make improvements to guidance, training and audit procedures to ensure a quality service. Quality performance is regularly reviewed through DWP and provider senior governance meetings at a national level and in each of the provider areas</p>

unstar this property answer text <p>The Department for Work and Pensions (DWP) has set out very clear rules for how Personal Independence Payment (PIP) health professionals (HPs) are recruited and trained, and how assessments will be carried out, both in guidance and in regulations. All HPs have been recruited and trained to standards set by, monitored, and approved by DWP.</p><p> </p><p>Both PIP assessment providers (APs), Independent Assessment Services and Capita, are required to supply the department with a training plan. An enquiry could be made for a range of reasons and could involve several contacts or multiple requests. For these reasons we are unable to provide an average response time.</p><p> </p><p>For telephony enquiries we operate a service where most enquiries are handled at the point of contact in real time by our Case Workers on the PIP enquiry line. Some enquiries will be forwarded (transferred) to more experienced colleagues or specialists, and in a very small number of cases a call back may be needed.</p> more like this

unstar this property answer text <p>The Personal Independence Payment (PIP) assessment criteria account for fluctuations by considering an individual’s ability to undertake 12 specific daily activities over a 12-month period.  It is essential for the assessment to accurately reflect the impact of variations in an individual's level of impairment - this is important for all health conditions and impairments, not only those which more typically fluctuate. For each activity, if a descriptor applies more than 50 per cent of the time, that descriptor should be chosen.</p><p> </p><p>All health professionals are required to assess individuals in line with the statutory requirements, including: whether an individual can complete each of the 12 activities; the manner in which they can do it; and whether they can complete each activity “safely, to an acceptable standard, repeatedly and in a reasonable time period”.</p><p> </p><p>Many of the changes set out in Transforming Support: The Health and Disability White Paper aim to improve our assessment of fluctuating conditions, such as the way we use medical evidence, and developing the capability of our assessors. We will also explore options for introducing a new way of gathering evidence of fluctuation in a person’s condition before their assessment.</p>
