unstar this property answer text <p>The UK has not placed restrictions on the transit and transfer of seafarers. I have previously written to the International Maritime Organization asking for an international solution to this issue, confirming the UK’s position on crew changes, and also urged other countries to allow crew changes to take place. The UK has also exempted seafarers from the quarantine requirements.</p><p> </p><p>The Department and the Maritime and Coastguard Agency have always looked to support other maritime nations and to share best practice whatever the topic and we work closely with both domestic and international social partners and the international bodies and other flag states.</p><p> </p><p>The UK will host the first international summit on the impact of Covid-19 on crew changes on Thursday July 9th and will include an audience from the UN, overseas Ministers and international maritime bodies.</p><p> </p> more like this

unstar this property answer text <p>The invitation to tender for the Seafarer Projections Review was sent out by the Crown Commercial Service on Tuesday 19 January 2016 and the closing date for bids is Tuesday 1 March 2016. Part of the ITT specified that the research should include a model and projections for seafarers over the next decade. We will draw upon this research when developing our own projections. Subject to the tender process, it is our intention to publish this work when it is complete.</p><p> </p><p>In Seafarer Statistics 2015, published on 27 January 2016, it was mentioned that in 2016, the department will be undertaking a user engagement exercise to find out more about how the Seafarer Statistics are used and to collate views on the methodology. The aim of this will be to identify any opportunity for methodological improvements and ensure that the statistics continue to be fit for purpose. The Route Map has a dedicated section on People and Skills and sets out progress on the Seafarer Protections Nine-Point Plan. Over £2.4m funding was announced alongside publication of the Route Map to support maritime skills, diversity, careers and seafarer wellbeing.</p><p> </p> more like this

unstar this property answer text <p>In 2023, the Government passed the Seafarers’ Wages Act to address this issue. Based on data and assumptions used in the Seafarers’ Wages Act 2023 impact assessment (<a href="https://assets.publishing.service.gov.uk/media/62e2aa8ed3bf7f75af0923d5/seafarers-wages-impact-assessment.pdf" target="_blank">https://assets.publishing.service.gov.uk/media/62e2aa8ed3bf7f75af0923d5/seafarers-wages-impact-assessment.pdf</a>), the Department for Transport estimates that there are 9,400 non-qualifying seafarers working on vessels in scope of the Seafarers Wages Act 2023. A non-qualifying seafarer is defined as all other seafarers on vessels within scope of The Seafarers’ Wages Act 2023, that do not directly benefit from the policy, because it is estimated that they are not currently at risk of being paid below the National Minimum Wage equivalent (NMWe).</p><p>An updated version of the impact assessment will be published in due course.</p><p> </p><p> </p> more like this

The UK is proud that it has treated all seafarers properly in line with established international conventions. The government remains committed to the welfare of seafarers, and work continues to strengthen legislation in this area.</p><p><strong> </strong></p><p>Key workers provide essential services which keep the country functioning. Seafarers are regarded as key workers due to the critical work they carry out to keep our maritime trading routes open. Whilst COVID related restrictions in the UK ended in April 2022, seafarers retain key worker status.</p> more like this
