unstar this property answer text <p>In 2023, the Government passed the Seafarers’ Wages Act to address this issue. Based on data and assumptions used in the Seafarers’ Wages Act 2023 impact assessment (<a href="https://assets.publishing.service.gov.uk/media/62e2aa8ed3bf7f75af0923d5/seafarers-wages-impact-assessment.pdf" target="_blank">https://assets.publishing.service.gov.uk/media/62e2aa8ed3bf7f75af0923d5/seafarers-wages-impact-assessment.pdf</a>), the Department for Transport estimates that there are 9,400 non-qualifying seafarers working on vessels in scope of the Seafarers Wages Act 2023. A non-qualifying seafarer is defined as all other seafarers on vessels within scope of The Seafarers’ Wages Act 2023, that do not directly benefit from the policy, because it is estimated that they are not currently at risk of being paid below the National Minimum Wage equivalent (NMWe).</p><p>An updated version of the impact assessment will be published in due course.</p><p> </p><p> </p> more like this

This trend can be affected by a number of factors, including new companies joining and leaving the UK Chamber of Shipping. unstar this property answer text <p>The Department for Transport remains committed to growing the UK seafaring population and promoting the Merchant Navy as a career choice. The Department is future proofing seafarer training through the Cadet Training and Modernisation programme and the Ratings Review. The Department funds 50% of the cost of cadet training through the Support for Maritime Training fund and is supporting diversity through initiatives such as the Roadshow for Girls, which promotes STEM and maritime careers.</p><p>The Department has also amended UK legislation, increasing seafarer employment protections and allowing UK seafarers to compete for jobs on a level playing field. We continue to promote seafarer welfare and employment protection on the international stage. Our policies ensure foreign seafarers are paid a fair wage when working in the UK. UK visa policies further protect foreign seafarers from wage differential and reduce industry reliance on cheaper overseas labour at the expense of UK seafarers.</p><p> </p>

The UK is proud that it has treated all seafarers properly in line with established international conventions. The government remains committed to the welfare of seafarers, and work continues to strengthen legislation in this area.</p><p><strong> </strong></p><p>Key workers provide essential services which keep the country functioning. Seafarers are regarded as key workers due to the critical work they carry out to keep our maritime trading routes open. unstar this property answer text <p>We remain committed to maximising the employment of UK seafarers. That is why we support a proportion of the cost of seafarer training though our £30m Support for Maritime Training fund. A range of maritime apprenticeships are also available.</p><p>Maritime 2050’s workforce vision focused on good maritime welfare. We are working to improve and reform seafarer employment protections and welfare, ensuring they are paid and treated fairly, irrespective of flag or nationality.</p><p>On 30 March, the Secretary of State for Transport announced his intention to change the law so that seafarers working on vessels that regularly use UK ports are paid at least the equivalent to national minimum wage, irrespective of the nationality of the seafarer or flag of the vessel.</p> more like this

We remain committed to the training of seafarers with the MSC cadet review feeding into our forward planning and we have developed a range of apprenticeships for UK ratings.</p><p> </p><p>Over the last five years the Maritime and Coastguard Agency (MCA) has introduced a more flexible pathway for UK seafarers to qualify as ratings. By allowing the qualifying seagoing service to take place in categorised waters and on smaller vessels of at least 15 metres, the MCA have allowed those working on workboats, domestic ferries, yachts and other smaller vessels to qualify as an STCW rating.</p><p> </p><p>These measures will improve employment opportunities for UK ratings both domestically and internationally.</p><p> </p>

A range of apprenticeships are available for UK ratings, all have been established over recent years. Apprenticeships policy is devolved so there are different ratings apprenticeships available in England and Scotland.</p><p>In England, Able Seafarer (Deck), Maritime Electrical/Mechanical Mechanic and Maritime Caterer are offered. In Scotland, Deck Rating, Engine Room Rating and Hospitality with Maritime Enhancements are available.</p><p>Over the last five years the Maritime and Coastguard Agency (MCA) has introduced a more flexible pathway for UK seafarers to qualify as ratings. The survey response rate of companies in the scope of the survey in 2021 was 87%, a similar response rate to 2020.</p><p>An adjustment method has been developed and applied to the data collected to account for non-response in the survey. Although the Chamber of Shipping data does not provide a complete coverage of the UK shipping industry, the statistics represent the best current estimate.</p> more like this

Cyprus has ratified the Maritime Labour Convention and the employment conditions on board must be in compliance with the Convention.</p><p> </p><p>If there is reason to believe that the vessel is not in compliance, it should be brought either to the attention of the Dutch maritime authorities, as the port state for the vessel, or the Cypriot maritime authorities as the flag state.</p> more like this

unstar this property answer text <p>The UK has not placed restrictions on the transit and transfer of seafarers. I have previously written to the International Maritime Organization asking for an international solution to this issue, confirming the UK’s position on crew changes, and also urged other countries to allow crew changes to take place. The UK has also exempted seafarers from the quarantine requirements.</p><p> </p><p>The Department and the Maritime and Coastguard Agency have always looked to support other maritime nations and to share best practice whatever the topic and we work closely with both domestic and international social partners and the international bodies and other flag states.</p><p> </p><p>The UK will host the first international summit on the impact of Covid-19 on crew changes on Thursday July 9th and will include an audience from the UN, overseas Ministers and international maritime bodies.</p><p> </p> more like this

unstar this property answer text <p>The figures shown in table SFR0303 of the UK Seafarer Statistics are based on data collected via the annual Chamber of Shipping (CoS) Seafarer Employment Survey. During the data collection period, the Department liaises closely with the CoS to ensure the quality and completeness of the data is as high as possible, with a response rate of around 90% of eligible companies achieved in 2019, similar to previous years. The survey does not provide complete coverage of UK seafarers active at sea but does represent the best current estimate.</p><p>However, trends over time can be impacted by changes in membership or operations. For example, if a large company decided to move its operations or crewing outside the UK, this could result in large fluctuations in the figures.</p><p> </p><p>The Department has introduced measures to support greater training opportunities for ratings. We continue to work with stakeholders to promote the training and employment of all UK seafarers.</p><p> </p> more like this

During the data collection period, the Department’s statisticians liaise closely with the Chamber of Shipping to ensure the quality and completeness of the data is as high as possible, with a response rate of around 90% of eligible companies achieved in 2018.</p><p>Where seafarer age is not recorded, efforts are made to contact the companies to obtain these details. However, where companies are unable or unwilling to share this information with the Department, aggregate data will be accepted so that the total number of seafarers covered is as accurate as possible.</p><p>The Department’s statisticians will continue to work closely with the Chamber to seek opportunities to improve the quality of the data collected as part of the 2019 survey, including exploring whether robust estimates of missing data can be made.</p> more like this

unstar this property answer text <p>Having a skilled workforce is essential to the future of the UK's maritime sector and is an area I am personally committed to.</p><p> </p><p>Alongside the Seafarers Projections report, a review of the Support for Maritime Training (SMarT) scheme was also commissioned and the report published on 18<sup>th</sup> July. Both of these pieces of work will be used to inform future policy with the aim to increase the number of officers and ratings.</p><p> </p><p>The Department continues to support seafarer training through the £15m SMarT scheme. It has been working with industry and the unions on the development of the SMarT Plus proposal which aims to increase officer numbers to 1200. The latest version of the proposal was received in June and is currently under consideration.</p><p> </p><p>Work is underway in developing a range of rating apprenticeships which will deliver more routes into ratings training. The Deck Apprenticeship is now approved and the Engine Room and Catering rating apprenticeships are progressing well. These apprenticeships, along with the levy and the tonnage tax ratings option will help stimulate increased demand for ratings training. Coupled with this is the Ratings Taskforce of which the Department is an active member. At the recent Ratings Summit, which was attended by a number of officials, a range of actions were put forward by attendees and the Department looks forward to seeing the development of a Ratings Strategy by the Ratings Taskforce which will address some of these actions.</p>

unstar this property answer text <p>The invitation to tender for the Seafarer Projections Review was sent out by the Crown Commercial Service on Tuesday 19 January 2016 and the closing date for bids is Tuesday 1 March 2016. Part of the ITT specified that the research should include a model and projections for seafarers over the next decade. We will draw upon this research when developing our own projections. Subject to the tender process, it is our intention to publish this work when it is complete.</p><p> </p><p>In Seafarer Statistics 2015, published on 27 January 2016, it was mentioned that in 2016, the department will be undertaking a user engagement exercise to find out more about how the Seafarer Statistics are used and to collate views on the methodology. The aim of this will be to identify any opportunity for methodological improvements and ensure that the statistics continue to be fit for purpose. unstar this property answer text <p>The Maritime and Coastguard Agency (MCA) carry out a maximum four year cycle of audits of the Overseas Territory (OT)/Crown Dependency (CD) Administrations, the scope of which is covered in the signed Memorandum of Understanding (MOU) between the UK Government and the individual Government of the OTs and CDs for the operation of their British shipping register. The MOU contains an obligation to ensure that all vessels registered, that are subject to safe manning criteria, are properly crewed and certificated to International Maritime Organization’s (IMO) standards.</p><p> </p><p> </p><p> </p><p>The MCA surveyors also carry out targeted inspections of Red Ensign Group (REG) ships visiting UK ports under the Merchant Shipping Act. If examples of a failure to comply are identified, the MCA has at its disposal the same control measures as for Port State Control, i.e. detention, prohibition notices, improvement notices and defect rectification. Findings of these inspections are fed back to the MCA to follow-up with the relevant REG administration.</p><p> </p>

However, the following figures are available from 2010 relating to all changes.</p><p> </p><p> </p><p> </p><p>2010 – 94</p><p> </p><p>2011 – 67</p><p> </p><p>2012 – 68</p><p> </p><p>2013 – 52</p><p> </p><p>2014 – 139</p><p> </p><p>2015 – 49 (to date)</p><p> </p><p> </p><p> </p><p>The vast majority of these changes have been changes to names of ships or companies. A small number relate to changes in engine power or crew numbers.</p><p> </p> more like this

unstar this property answer text <p>There are no plans to amend legislation on minimum safe manning levels on merchant ships to require the Maritime and Coastguard Agency (MCA) to consult maritime trade unions when a shipowner applies for a change to a vessel’s safe manning document.</p><p> </p><p> </p><p> </p><p>However, under the current regulations MSN 1868 Section 6 ‘Consultation and Schedule’ requires owners to:</p><p> </p><p> </p><p> </p><p>‘…. consult with the Master, seafarers, seafarers’ representatives (where applicable) and the MCA on their proposed manning levels and draw up a schedule [of manning] accordingly…. If agreement cannot be reached ….the MCA will consider the views put forward and if necessary require the schedule to be revised. Where disagreement occurs it may be necessary to arrange a practical demonstration of the crew’s ability to carry out the essential tasks in the context of the principles of safe manning.’</p><p> </p> more like this
