unstar this property answer text <p>This Government does not believe that any changes to the law on joint enterprise are currently needed, but will keep the matter under review. It is for the courts to interpret and apply the common law in this area, and in particular, the change to the law on parasitic accessory liability made by the Supreme Court in <em>R v Jogee</em>. This Government, like the previous one, is satisfied that the Supreme Court has made the necessary correction to the law and believes this goes a long way in responding to concerns expressed earlier by members of the Justice Committee.</p><p> </p><p>In addition, the Crown Prosecution Service has consulted on revised guidance for use by prosecutors on secondary liability and aims to publish the final version in the early part of this year. This guidance will take account of the Lammy Recommendation that the CPS, while reworking its guidance on joint enterprise, should consider its approach to gang prosecutions in general. The CPS has already revised its internal resources on gangs in light of the recommendations resulting from the Lammy Review.</p>

unstar this property answer text <p>The Government expects all developers to do the right thing, irrespective of whether they have signed the building safety repairs pledge. We are in ongoing discussions with several developers who have not signed the pledge and will invite them to sign the finalised self-remediation contract.</p><p>We have made clear that developers who fail to do the right thing face significant commercial consequences. In August, we made commencement regulations that are an important step towards giving Ministers powers to stop developers who fail to do the right thing from commencing developments for which they have planning permission and from being granted building control sign-off.</p> more like this

unstar this property answer text <p>The National Planning Policy Framework (NPPF) is clear that the creation of high quality, beautiful and sustainable buildings and places is fundamental to what the planning and development process should achieve. At a high level, it defines the objective of sustainable development as meeting the needs of the present without compromising the ability of future generations to meet their own needs.</p><p>To support delivering this objective in practice, the National Model Design Code also highlights that sustainable construction is the practice of creating buildings using processes that are environmentally responsible and resource efficient. The NPPF sets out that all local planning authorities should prepare design guides or codes consistent with the principles set out in the National Design Guide and National Model Design Code, and which reflect local character and design preferences.</p> more like this

unstar this property answer text <p>We believe that setting the age of criminal responsibility at 10 provides flexibility in dealing with children, allowing early intervention with the aim of preventing subsequent offending. The Government does not have any current plans to either review or change the age of criminal responsibility.</p><p>The approach of the youth justice system is rightly distinct from that of adults, focusing on the statutory aim of preventing offending by children and the welfare of the child. When considering the most appropriate response to offending by a young person the age, maturity and needs of a child are always considered.</p> more like this
