	answer	answer is ministerial correction date of answer 26/10/2016 answer text <p>Helping Afghans to tackle corruption is a key priority for the UK’s engagement in Afghanistan, where we focus first and foremost on anti-corruption efforts that contribute to the building of a stable and self-reliant state. Anti-corruption was a key theme of the Brussels Conference on Afghanistan. At the Conference, the Afghan government announced that the new Anti Corruption Justice Centre (ACJC) was operational. 	answer	answer is ministerial correction date of answer 26/10/2016 answer text <p>The UK aims to reduce Afghanistan’s dependence on aid and help make it a more prosperous safe and stable country.</p><p>The UK supports the extractives sector to accelerate economic development and revenue generation. Through the £10.3m Extractive Sector Support Programme, the UK has recommended revisions to the Minerals Law and provided support for the Ministry of Mines and Petroleum to incorporate amendments.</p><p>The Mining Advisory Council is currently reviewing the amendments. Following this review, the amendments will go to the Ministry of Justice, the Council of Ministers, Parliament and finally the President for enactment. UK support will help build a safer, more stable and prosperous Afghanistan through increased state capacity and legitimacy; it will support increased economic growth and self-reliance and decreased poverty and vulnerability. Defra works closely with the Department for Culture, Media and Sport (DCMS) on this, with a key focus on rural and hard to reach areas. Defra Ministers are directly involved through meetings with DCMS Ministers and the Digital Implementation Taskforce.</p><p>4G mobile rollout in the UK has been one of the fastest in Europe; 90% of premises now have 4G coverage from at least one operator. Two legally binding licence obligations will help deliver improved mobile coverage across the UK. Telefonica will provide indoor 4G coverage to 98% of UK premises by the end of 2017. 	answer	answer is ministerial correction date of answer 04/05/2016 answer text <p>Our air quality plan is based on the best available data and our modelling uses the latest COPERT (Computer Programme to Calculate Emissions from Road Transport) factors to calculate emissions from diesel cars. These derive from a mixture of laboratory and on-road tests and are used by many other Member States across Europe. The ERMES (European Research Group on Mobile Emission Sources) network collates the emission measurement data which are used to update the emissions factors in the COPERT model.</p><p> </p><p>Tackling air quality is a priority for this Government, which is why in May we will share the results of the testing programme with ERMES. In the plan the Government announced that we will be mandating the introduction of Clean Air Zones in five key cities (Birmingham, Derby, Leeds, Nottingham and Southampton). We will be consulting later this year on a Clean Air Zone framework, to provide consistency and certainty, together with draft secondary legislation to mandate the implementation of Clean Air Zones.</p><p>Later this year, Defra will also consult on proposals to reduce pollution from electricity generating plants with high nitrogen oxide emissions that are not currently regulated. We continue to monitor compliance with PM limits and to explore options to reduce PM concentrations further across the UK.</p><p> </p><p>The Government’s ambition is for the UK to have the best natural environment anywhere. Clean air is an essential part of that ambition. In December last year, the Government published the national air quality plan for reducing NO<sub>2</sub> concentrations through a new programme of Clean Air Zones, alongside national action and continued investment in clean technologies.
