	answer	answer is ministerial correction date of answer 24/07/2014 answer text <p>The former Health Protection Agency's Lyme Borreliosis Unit (HPA LBU) was accredited by Clinical Pathology Accreditation who had access to, and was able to review, all the standard operating procedures of the unit.</p><p> </p><p>The Trinity Biotech Lyme Western Blot is a qualitative in vitro assay for the detection of Immunoglobulin (IgG or IgM) antibodies in human samples against specific antigens/proteins of <em>Borrelia afzelii, Borrelia garinii and Borrelia burgdorferi</em>. The Trinity Biotech Lyme Western Blot is intended as a confirmatory assay for use in testing human samples which have been previously found to be positive or equivocal using an Enzyme Immunoassay and Immunofluroescent Assay or other appropriate screening method. Positive second-tier results are supportive evidence of infection with <em>B. burgdorferi</em>. The diagnosis of Lyme disease should be made based on history and symptoms (such as erythema migrans), and other laboratory data, in addition to the presence of antibodies to <em>B. burgdorferi</em>. The Trinity Biotech blot has been in use since 2007 by the former HPA’s LBU for testing cerebrospinal fluid (CSF) and proved very reliable. The new 0-25 Special Educational Needs and Disability code of practice, which was put before Parliament on 11th June 2014, makes it clear that schools should look to identify any underlying mental health needs that pupils have. To support this on the 16 June the Department for Education issued new information and advice for schools and teachers on pupils' mental health and behaviour. This advice helps school staff identify those pupils who may have emerging problems and provides guidance on appropriate routes of ensuring specialist support where necessary.</p><p> </p><p> </p><p> </p><p>The curriculum gives schools the freedom to address any specific pastoral issues that pupils may have, and teachers can raise awareness of mental health issues in PSHE lessons. Additionally, many schools provide targeted assessment and support. A survey conducted by the British Association of Counselling and Psychotherapy in 2012 estimated between 60-85% of English secondary schools provide access to counselling, delivering up to 70,000 sessions a year.</p><p> </p><p> </p><p>School nurses are in an ideal position to promote and maintain the health of children and young people. On 31 March the Department of Health and Public Health England published the Promoting emotional wellbeing and positive mental health of children and young people pathway. The number of people registering for organ donation has increased by over 3 million since 2010 to over 20 million.</p><p> </p><p>A new seven year United Kingdom-wide organ donation and transplantation strategy <em>Taking Organ Transplantation to 2020: A UK strategy</em>, was published by NHS Blood and Transplant (NHSBT) in July 2013. The strategy sets out proposed action to increase consent rates, optimise donation and increase transplants.</p><p> </p><p>NHSBT continues to raise the profile of organ donation through a number of other ways. For example, people can join the Organ Donor Register online, through Facebook, by phone, post, registering with a general practitioner, a Boots pharmacy loyalty card or when applying for a passport. More people from Black, Asian and Minority Ethnic communities are needed to register on the Organ Donor Register and the recently launched Peer Educator Project, sponsored by the Department, training peer educators from the Pakistani Muslim community in Birmingham, is an example of action in this area. The Parliamentary Under-Secretary of State for Public Health (Jane Ellison) wrote to all Members during the National Transplant Week to raise the profile and benefits of organ donation and transplantation. Two missiles were launched from its southeast coastline toward the sea. On 9 July, and again on 13 July, the DPRK launched further SCUD-class short range missiles. Two missiles were launched from the southwest of the country, landing in the sea to the east of the DPRK. No prior notice was given in advance of these launches.</p><p>As a result of these launches the UK has written to the UN Committee responsible for the DPRK sanctions regime and asked it to investigate these breaches of UN Security Council Resolutions (UNSCRs) 1718, 1874, 2087 and 2094. We have also joined the US, the Republic of Korea, Australia, Canada, France, Germany and Japan, in a letter to the International Civil Aviation Organization (ICAO), expressing concern at the lack of proper prior notification of ballistic missile launches and asking ICAO to remind the DPRK of its responsibilities for international civil aviation. In response, the President of the Council of ICAO said on 14 July 2014 that he has brought the matter to the attention of the DPRK Minister of Land and Marine Transportation, reminding the Minister of previous correspondence, expressing concerns for the safety of international civil aviation and urging him to take the steps required to fulfil the requirements of the Annexes under the Chicago Convention.</p><p>On 17 July, the UK and other UN Security Council Members met to exchange views regarding the DPRK's recent series of ballistic missile launches. The Government expects to announce its response in the autumn. This will include the development of Enterprise Advisers to enable school headteachers to strengthen their focus on enterprise and engagement with the world of business and work.</p><p> </p><p>These measures will also apply to university technical colleges, which provide high-quality technical education for those young people that choose to follow a more practically orientated education. Employers play a key role in shaping the curriculum to ensure that students learn practical and relevant skills for industry.</p><p> </p><p>We are linking the whole education system more closely to the world of work. We have introduced Technical Awards for 14-16-year-olds. These qualifications, equivalent to GCSEs, are developed in partnership with employers and will give students the opportunity to develop real-life practical skills.</p><p> </p><p>We have also introduced Tech Levels for 16-19-year-old students who want to learn technical skills as an alternative to, or alongside, A levels. The 227 Tech Levels taught from September 2014 are all endorsed by employers, trade or professional bodies, and cover most practical career paths. From September 2016, all Tech Level courses will also involve employers in the delivery and/or assessment of the qualification. We have changed the way providers are funded for 16-19 year olds so that work experience is funded on the same basis as qualifications. 	answer	answer is ministerial correction date of answer 16/07/2014 answer text <p>The Ofcom 2013 UK communications market report and infrastructure update report that broadband was available to 100% of UK premises, whilst 8% of connections were operating at less than 2mbps; that was down from 11% of connections in 2009.</p><p> </p><p>By the end of summer 2014, 1 million new premises will have superfast broadband available for the first time as a result of our superfast broadband programme and 4 million additional premises will have superfast broadband available to them from the current projects; that will mean 90% of UK premises will be able to access superfast services. The second round of projects will add over 1 million more premises, taking coverage to 95% across the UK.</p><p> </p><p>With respect to the impact of the broadband programme, an independent Broadband Impact Study by analysts SQW (with Cambridge Econometrics), revealed the Government's investment in superfast broadband is expected to deliver a major boost to the UK economy; for every £1 the government is investing in broadband, the UK economy could benefit by up to £20 by 2024. It also demonstrated that the benefits will be shared across the UK, helping the rebalancing of our economy; approximately 89 per cent of the benefits will be in areas outside London and the South East of England with rural areas set to benefit most.</p><p> </p><p>The report focussed on impacts of mass market broadband services – i.e. ‘affordable broadband' for SMEs and households – and estimated that by 2024, net annual GVA impacts attributable to intervention include:</p><p> </p><p>· £0.8 billion from safeguarding local enterprise employment,</p><p>· £5 billion from productivity growth for broadband-using firms,</p><p>· £0.3 billion from improved teleworker productivity, and</p><p>· £0.2 billion from increased labour force participation.</p><p> </p><p>The majority of these benefits will be to SMEs, and over half to rural areas.</p><p> </p><p>With respect to mobile coverage the 4G rollout will ensure we continue to have some of the best mobile broadband services in Europe. As a result of the 4G auction in 2012, O2 has an obligation to provide indoor 4G coverage to 98% of the UK population and to at least 95% in England, Scotland, Wales, and Northern Ireland by the end of 2017. President Assad is the greatest obstacle to such a settlement. He refused to engage substantively in the UN Security Council-backed Geneva II peace talks which aimed to establish a transitional government agreed by both sides, and lay the foundations for free and fair elections. Instead, his regime’s brutality continues to fuel the conflict, stoke sectarian tensions, and create conditions conducive to the growth of terrorism. President Assad is not a credible partner for solving this crisis.</p><p>The regime’s recent Presidential “elections” do not change this. They were a parody of democracy, taking place against the backdrop of horrendous violence, and disenfranchising the many millions of Syrians who have been forced to flee their homes. The Arab League, the UN, the US, Turkey and the EU all rejected these so-called elections.</p><p>We continue to call on the Assad regime to make a clear commitment to ending the violence and engaging in substantive talks with the opposition under the Geneva framework. Where labour market reforms are needed in Member States, these should be encouraged. Opportunities at the EU level to exchange best practice and identify areas for reform exist, in particular through the European Semester process. However, as is recognised in Article 147 of the Lisbon Treaty, responsibility for employment policies rests with the Member States. The Government continues to be firm and vigilant on this principle.
