star this property answer text <p>Schools that receive two or more successive overall Requires Improvement grades, and academies judged to require special measures which are not rebrokered to a new sponsor trust, normally receive a monitoring visit from Ofsted within 30 months following publication of the last Ofsted report. Ofsted also carries out risk assessments of schools which informs the timing of any inspection. This work is resourced from Ofsted’s overall financial settlement, agreed at Spending Review, and published in Ofsted’s Annual Report and Accounts.</p><p> </p><p>The Department, through Regional School Commissioners, is responsible for oversight of academies; local authorities are responsible for oversight of maintained schools. For local authorities, the Department introduced a £50 million per year brokering and monitoring grant in November 2016, for two years. This grant has been allocated to local authorities since September 2017 to allow them to continue to monitor the performance of maintained schools, broker school improvement provision and intervene as appropriate.</p><p> </p><p>Ofsted’s board reports directly to parliament, principally through Ofsted’s published annual performance report and Education Select Committee hearings. The effectiveness of the Chair is reviewed by the Permanent Secretary of the Department for Education on behalf of the Secretary of State, taking account of a range of views. As set out in Ofsted’s Corporate Governance Framework, the Chair of the Ofsted Board is responsible for assessing the performance of individual board members.</p>

star this property answer text <p>A school’s arrangements for protecting pupils are already a mandatory part of Ofsted inspection. Ofsted’s guidance document, “Inspecting safeguarding in early years, education and skills”, states that safeguarding action by providers may be needed to protect children from a range of risks including issues that may be specific to a local area or population, for example gang activity and youth violence. The document is available at: <a href="https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015" target="_blank">https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015</a>.</p><p>Inspectors consider how well lead teachers have created a culture of vigilance and how well schools fulfil their statutory and other responsibilities in keeping children safe.</p><p>Ofsted is aware that there may be dimensions to this problem that it needs to understand better in order for inspectors to be able to inspect safeguarding more effectively and it is planning a new research project in the London region to investigate this in more depth.</p>

star this property answer text <p>Both the Department and Ofsted view the wellbeing and mental health of teachers as a priority in relation to schools. The Department is committed to destigmatising mental health, encouraging openness and ensuring that access is available to support all staff who need support and assistance.</p><p> </p><p>The Department is tackling the drivers of unnecessary workload at national level, and is working with Ofsted to remove unnecessary workload connected with inspection and accountability, reducing data burdens on schools, and better assessing the impact of national policy changes on schools.</p><p> </p><p>Ofsted’s 2017 to 2022 strategy published on 29 September highlights Ofsted’s focus on reducing inspection burdens, and also sets out Ofsted’s commitment to reduce regulatory burdens, streamline inspection processes and tackle the workload side effects of inspection. In addition to this, their new expanded myth-busting document should help schools to understand what is, and what is not, expected by inspectors.</p><p> </p><p>These measures align with the Government’s commitment to reduce the burden of inspection. The Department will continue to engage with Ofsted as it implements its strategy.</p>

star this property answer text <p>There has been no assessment of the effect of school inspection on mental health. The 2016 School Workforce Census shows teacher retention rates have remained stable for teachers over the first five years of their careers. The vast majority of teachers are not considering leaving teaching <a href="https://www.nfer.ac.uk/publications/LFSB01/LFSB01.pdf" target="_blank">(NFER Engaging Teachers 2016)</a>.</p><p> </p><p>We recognise that workload remains a concern for schools and teachers. Removing unnecessary workload for teachers is a priority for the Government, to support the retention of high quality teachers and free up teachers to do what they do best: teach. We continue our extensive work with the profession, teaching unions and Ofsted to support the retention of teachers.</p><p>The Department’s reducing teacher workload action plan, published in February 2017, sets out a comprehensive programme of action to be taken. It makes clear their commitment to dispelling myths about preparing for inspection, providing training for inspectors and monitoring inspection reports. Ofsted has also re-committed to reducing unnecessary workload around inspections.</p>
