star this property answer text <p>Govia Thameslink Railway (GTR) and Network Rail have agreed service recovery plans in place that are activated depending on the specific incident, its location on the network, destination and time of day.</p><p> </p><p>Recognising the potential impact of delays on passengers these plans will typically balance trying to get the maximum number of passengers to their destination as quickly as possible, recovering the delays whilst also attempting to ensure no further delays and obstructions are introduced across the network. There will be times that these plans need to be adapted to suit the situation and scale of the incident. As such it is important that decisions are taken by operational staff within Network Rail and GTR as they are best placed to understand the potential impact on passengers on a case by case basis.</p> more like this

star this property answer text <p>Omitting scheduled station stops (‘station skipping’) is used for service recovery, the intention being to restore the service to timetable as quickly as possible following a problem. Services which miss stations en route are counted as cancellations against GTR’s performance benchmarks. The Department monitors GTR’s cancellation levels as part of the contractual performance regime. This incorporates incentives and penalties which are used to hold the operator to account.</p><p> </p><p>We expect the operator to make the correct operational decisions which balances the needs of passengers who are inconvenienced by taking stops out of service against the wider advantages to passengers to get services back on schedule as soon as possible. Operators are expected to communicate this to passengers in good time where possible, and to provide affected passengers with advice on the alternative options to complete their journey.</p> more like this

star this property answer text <p>Since the start of the Govia Thameslink Railway (GTR) franchise, nine Force Majeure Events have occurred. These events occurred during the following periods: January, February, July, September, October and December 2015, January, February 2016 and May 2016 to March 2017.</p><p> </p><p>The claims for seven of these events have been assessed, the remaining events, including that relating to official and unofficial action by train crew on Southern are currently being assessed. The Force Majeure claim for official and unofficial action by train crew on Southern is extremely large and complex. The Department are finalising the assessment of the claim and will be informing GTR in due course.</p> more like this

This means that GTR do not retain passenger revenue.</p><p> </p><p>No additional money has been set aside for passenger compensation due as a result of current industrial action. However this will be kept under review.</p><p> </p><p>The Department does not hold information on payments between Network Rail and franchised operators. Friend earlier this year, I wrote to Patrick Verwer, Govia Thameslink Railway’s (GTR’s) Chief Executive, to raise this issue with him. We would support an increase in off-peak calls along the Welwyn Garden City to Moorgate line, if they can be implemented with no cost and with no detriment to the reliability and punctuality of service across the wider network. This change is dependent on the capabilities of the Class 717 rolling stock, which GTR will be able to assess once it has been fully established in regular service. Once this assessment is complete, GTR will reconsider whether the increase in calls can be implemented with no performance or financial cost.</p> more like this

star this property answer text <p>The Secretary of State agreed a Remedial Plan with GTR setting out its interim performance regime to deliver improved performance for the two years up to September 2018. Those improvements in performance were being delivered up to the date of the May 2018 timetable change.</p><p> </p><p>The Secretary of State has made clear that the level of service since the May 2018 timetable change is not acceptable and has commissioned a review which will assess whether GTR met its contractual obligations in the planning and delivery of this timetable change.</p> more like this
