star this property answer text <p>The new e-petitions system has been running for over two years now and the Government is pleased with the level of engagement that it has prompted among the public.</p><p><strong> </strong></p><p>The Parliamentary e-petitions site is jointly owned by the Government and the House of Commons, therefore any assessment of potential changes to the system would have to be agreed between the Government and the House. Individual Departments are responsible for the content and timeliness of responses to e-petitions and the Leader's office has general Government oversight of e-petitions.</p><p> </p> more like this

star this property answer text <p>Directive 2009/125/EC established a framework for the setting of ecodesign requirements for energy-related products. In April 2015 Commission Regulation 2015/1185 was published, which provides minimum standards for efficiencies of wood burning stoves placed on the European market from 2022 that will reduce their carbon emissions.</p><p> </p><p>Wood burning stoves that have a back boiler attached are supported through the Renewable Heat Incentive (RHI). The scheme applies only to Great Britain.</p><p> </p><p>Wood burning stoves are treated as having zero emissions for most inventory purposes, given that the biomass combustion releases the carbon captured during the trees’ lifetime; and that this loss of carbon from the forest is already recorded in the forestry section of the emissions inventory.</p><p> </p><p>Different carbon emissions figures are used for lifecycle analysis of biomass – but these often relate to the transportation of the fuel and fuel preparation. Evidence to date suggests the fuel used in wood burning stoves, such as logs, is frequently sourced very locally with minimal preparation, and therefore has a relatively small footprint.</p><p> </p><p>A tool is also available from Ofgem for calculating carbon emissions from biomass. It can be found on the Ofgem website at <a href="https://www.ofgem.gov.uk/publications-and-updates/uk-solid-and-gaseous-biomass-carbon-calculator" target="_blank">https://www.ofgem.gov.uk/publications-and-updates/uk-solid-and-gaseous-biomass-carbon-calculator</a> .</p>

star this property answer text <p>The Government has fundamentally reformed regulation of the consumer credit market. The transfer of regulatory responsibility for consumer credit from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) took effect in April. The FCA has stronger powers and is far better equipped to protect consumers than the OFT.</p><p> </p><p>Wonga has voluntarily agreed to pay compensation totaling more than £2.6m to around 45,000 customers in relation to unfair debt collection practices between 2008 and 2010. The requirement agreed by Wonga is available at <a href="http://www.fca.org.uk/your-fca/documents/requirement-notices/wonga-group-limited-vreq" target="_blank">http://www.fca.org.uk/your-fca/documents/requirement-notices/wonga-group-limited-vreq</a>. Had Wonga not agreed, the FCA could have used its powers to impose requirements. Wonga will appoint a skilled person (as specified under section 166 of the Financial Services and Markets Act 2000) to ensure that affected customers receive appropriate compensation.</p><p> </p><p>More generally, the Government has ensured that the FCA has inherited the OFT's powers (both criminal and regulatory) in relation to misconduct which occurred before 1 April 2014, as well as considerably strengthening the FCA's powers in relation to misconduct which occurs under the new regulatory regime.</p><p> </p><p>The FCA has the same powers as the OFT had to investigate and prosecute offences under the Consumer Credit Act 1974.</p><p> </p><p> </p><p>The FCA has also inherited the OFT's power to fine, although the OFT's power to fine under the Consumer Credit Act was limited to fining a firm for breaches of a requirement imposed by the OFT (and the maximum penalty in this regard was £50,000). The Government has already strengthened the new regime by giving the FCA the ability to impose unlimited fines for breaches of regulatory requirements that take place after 1 April 2014.</p>
