star this property answer text <p>As at 31 March 2014, the National Health Service Litigation Authority (NHS LA) estimates that it has potential liabilities of £26.1 billion, of which £25.7 billion relates to clinical negligence. This is an increase of £3.1 billion from 31 March 201<del class="ministerial">4<ins class="ministerial">3</ins></del>, which can mainly be attributed to a continual rise in clinical negligence claims over recent years. There are a number of factors driving this increase, including the rise in the number of patients cared for and in the complexity of their care; and the general rise in litigation across a number of sectors including the NHS, driven in part by ‘no win, no fee’ agreements. It is anticipated that the effect of the latter is likely to diminish as a result of the Government’s Legal Aid Sentencing and Punishment of Offenders Act of 2012.</p><p> </p><p>The Department believes the best way to reduce negligence claims is to improve patient care and safety. In March 2014, the Secretary of State for Health issued a call to action to make the NHS the safest healthcare system in the world and achieve a three-year goal to halve avoidable harm and save 6,000 lives. The Sign up to Safety campaign embodies the ambition of the NHS to build a culture of safety, bringing together individuals and organisations with a contribution to make towards the patient safety goal. Elements of this campaign will focus on a reduction in avoidable harm that can lead to compensation claims. Organisations that sign up are setting out what they will do to strengthen patient safety, including a safety improvement plan which shows how their organisation intends to save lives and reduce harm for patients over the next three years. The NHS Litigation Authority, which already provides a “safety and learning service” to trusts<strong>,</strong> will support those organisations which have patient safety improvement plans that show a likely reduction in their higher volume, higher value claims.</p><p> </p>

star this property answer text <p>Since the 21 April the House of Lords has conducted virtual sittings of the House, and the broadcasting unit have been developing the necessary infrastructure to enable high quality live broadcast of these proceedings. In the interim period, all virtual sittings were made available online as video or audio files as soon as possible after the proceedings concluded. The Hansard record of proceedings for each virtual sitting has also been made available online from approximately three hours after each sitting. On Tuesday 28 April and Thursday 30 April the virtual sittings of the House were broadcast live on parliamentlive.tv.</p><p>As of this week, the House of Lords has begun to use the same system as the House of Commons to enable high-quality live broadcast output via parliamentlive.tv. As well as virtual sittings of the House, House of Lords committees have been continuing to meet remotely, and last week the first virtual evidence sessions with witnesses were broadcast live on parliamentlive.tv. Throughout this period the House Administration has used social media channels to promote democratic engagement and publicise the channels through which members of the public can continue to follow virtual House of Lords proceedings.</p><p> </p><p /><p> </p><p> </p>

star this property answer text <p>The Government remains committed to tackling Organised Immigration Crime (OIC) and disrupting the Organised Crime Groups (OCGs) responsible. The Government and law enforcement agencies work tirelessly to tackle the criminal networks who facilitate people smuggling from source countries to Europe and then the UK, knowingly putting people in life-threatening situations. The NCA undertakes investigations into complex and serious OIC offences, arresting offenders in the UK and overseas and bringing them to justice.</p><p>We also pursue those involved in the financial flows that support this activity. Using criminal powers in the Proceeds of Crime Act 2002, an individual can be prosecuted for money laundering offences if sufficient evidence is obtainable and CPS agree to charging, or civil powers within the same act permit the action to be taken against the money concerned. Both these approaches are used to undermine the financial flows supporting small boat and wider clandestine smuggling, both in the UK and with foreign partners.</p>

star this property answer text <p>There are a variety of different options available to young people to enable them to gain the skills required to enter design related occupations. 14-16 year olds can study design related GCSEs and government approved technical awards. 16-19 year olds can study design related A Levels and government approved technical certificates or tech levels, which are supported by employers. Options beyond this include higher education or employment, and there are apprenticeships currently available in the field of design.</p><p /> <p>We want to go further to reform technical and professional education to develop a world-leading system to deliver the skills that the economy needs. The Productivity Plan, published in July 2015, announced the government’s intention to reform technical and professional education to provide individuals with clear, high-quality routes to employment.</p><br /> more like this

star this property answer text <p>The UK is a leading international advocate for safe, rapid and unhindered humanitarian access into Yemen. In June we used our role as penholder at the UN Security Council to sponsor and coordinate a Presidential Statement, agreed on 15 June, which called for an end to the fighting, a return to UN-led peace talks, and the recognition of the importance of unhindered humanitarian access. Our position has not changed. The 4 November attempted missile attack on Riyadh, Saudi Arabia, was a heinous act which deliberately targeted a civilian area and was intercepted over an international airport. We have condemned it in the strongest terms and recognise Saudi Arabia's legitimate need to protect its national security. At the same time, as our statement of 15 November made clear, it is vital that Yemen remains open to humanitarian and commercial access. The Saudi-led Coalition has stated that it will take into account the provision of humanitarian supplies as it reviews procedures designed to implement provisions on weapon flows in UNSCR 2216. This is welcome, as are reports that ports are functioning in areas controlled by the Government of Yemen. Clearly there is further to go however to ensure humanitarian and commercial access throughout Yemen. We have engaged with the Saudi Arabian Government at the highest levels on these issues since the 4 November incident and will continue to do so. We are also closely engaged with the UAE and other regional and international partners.</p>
