There are currently 44 stand-alone surgical hubs operational in England.</p><p>The additional £1.5 billion provided for the recovery of elective services includes funding for developing further surgical hubs. The Getting It Right First Time programme, in collaboration with NHS England and NHS Improvement, is providing guidance to systems and regions on how to use hubs effectively, standardise pathways and adopt best surgical practice. The Prime Minister has announced £3 billion of extra funding to support the NHS this winter and this includes ensuring the retention of the Nightingale hospital surge capacity and continued access to independent hospitals capacity to help meet patient demand. Essential care should only be postponed if a clinician and patient agree it is in the patient’s best interest.</p><p>Supporting the NHS workforce is crucially important and testing of staff remains a top priority. 	answer	answer is ministerial correction date of answer 22/09/2020 answer text <p>As part of the third phase of the National Health Service response to COVID-19, focus is on accelerating the return of non-COVID-19 health services, including elective care, and the NHS will be looking to deliver the following elective activity levels in the coming months:</p><p>- In September, delivering at least 80% of last year’s activity for both overnight electives and for outpatient/daycase procedures, rising to 90% in October;</p><p>- Return to at least 90% of their last year’s levels of MRI/CT and endoscopy procedures, with the goal to reach 100% by October; and</p><p>- 100% of last year’s activity for first outpatient attendances and follow-ups (face to face or virtually) from September through the balance of the year (and aiming for 90% in August).</p><p>Providers, working as local systems, have been asked by 21 September to submit draft plans for how they intend to meet the key actions in the phase 3 guidance. On 31 July guidance was issued to local NHS providers and commissioners outlining the next phase of the NHS response to COVID-19 and concurrent non-COVID-19 activity. The return of non- COVID-19 health services to near-normal levels involves making full use of available capacity between now and winter, whilst also preparing for winter demand pressures.
