star this property answer text <p>We will vote against the draft resolution at the UN in December on the holding of a UN high level conference in May 2018 to review progress on nuclear disarmament. We do not believe that a Conference mandated by this resolution will lead to effective progress on nuclear disarmament. It will not address the serious threats to international peace and security posed by nuclear <del class="ministerial">non</del> proliferation nor will it take account of the international security environment. The Tbilisi Declaration was adopted by the OSCE Parliamentary Assembly and not by the Government. If the Conference is held, we will consider our approach closer to the time.</p> more like this

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We maintain that the best solution for all the people of Hong Kong, including the British national (overseas) passport holders that live there, is full respect for the 'One Country, Two Systems' framework which is set out in the Joint Declaration.</ins></p><p><ins class="ministerial">The Joint Declaration remains fully valid. It is a legally binding international treaty registered with the UN. Its objectives clearly apply to both signatories – The People's Republic of China and the UK. It remains in force, and remains acutely relevant to the conduct of life in Hong Kong. We expect China to abide by its obligations and to uphold the 'One Country, Two Systems' framework. </ins></p><p><ins class="ministerial">Whilst we will continue to raise the situation in Hong Kong with a wide range of international partners, it is for individual countries to decide their own policy on citizenship issues.</ins></p><p> </p>

The Government takes alleged violations of International Humanitarian Law (IHL) extremely seriously. star this property answer text <p>The UK remains deeply concerned by the conditions faced by migrants and refugees in Libyan detention centres. We continue to urge the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights. The UK supports the UN's call for detention centres across Libya to be closed, and for the migrants and refugees within them to be evacuated to safety.</p><p>We have repeatedly called for urgent humanitarian access for the UN and international humanitarian actors, and for all parties to adhere to International Humanitarian Law. The UK provided £1 million to the 2019 UN Flash Appeal, and was the first country to respond to the appeal. In April 2019, the UN released $2 million from the United Nations Central Emergency Response Fund (CERF) to provide life-saving assistance to civilians caught up in the escalating fighting in Libya, including vulnerable migrants and refugees. The UK was the biggest donor to the Central Emergency Response Fund (CERF) in 2018, providing £<del class="ministerial">114.3</del> <ins class="ministerial">89 </ins>million. As part of our current £75 million migration programme along the Central Mediterranean Route, we have allocated up to £5 million to humanitarian assistance and protection for migrants and refugees in Libya, including targeted healthcare provision.</p><p>These efforts form part of the UK's comprehensive, 'whole-of-route' approach to protecting migrants and refugees who are travelling along the Central Mediterranean Route. This includes humanitarian assistance and protection for migrants and refugees, cracking down on people smuggling, supporting assisted voluntary returns and working intensively to end the conflict in Libya. To this end, the Prime Minister attended the Berlin Conference on 19 January, where attendees agreed to support the current ceasefire and UN-led political talks, and pledged to respect the UN arms embargo. The UK is clear that the human rights situation in Libya can only be improved under the stability of a united and representative government, facilitated by the UN-led political process.</p>

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">Under the Geneva Conventions, States Parties must enact legislation to provide effective penal sanctions for those that commit, or order to be committed, grave breaches of the Conventions. States Parties must also search for persons alleged to have committed, or to have ordered to be committed, grave breaches of the Conventions, and ensure that they may be prosecuted before their courts, regardless of their nationality, or extradited, as appropriate. For the UK, the domestic criminal framework has been in place since the Geneva Conventions Act 1957. The UK works closely with the International Committee of the Red Cross and in particular with the British Red Cross to promote compliance with the Geneva Conventions and International Humanitarian Law (IHL).</ins></p><p><ins class="ministerial">When there are allegations of violations of the Geneva Conventions around the world, we have actively influenced decisions in the international arena to take action against perpetrators and to hold them to account. Our leading role in establishing and supporting the International Criminal Tribunal for Rwanda and the International Criminal Tribunal for the former Yugoslavia are examples where grave breaches of the Conventions were proven and persons held accountable. The UK also supports the work of the International Criminal Court, which investigates and prosecutes individuals within its jurisdiction alleged to have committed the gravest crimes of concern to the international community.</ins></p><p><ins class="ministerial">More recently The UK has repeatedly called on the Syrian regime to abide by the Conventions and has taken a leading role to hold Syria to account. Since 2016, we have committed almost £1 million to the UN International Impartial and Independent Mechanism (IIIM) to support the preparation of legal cases for serious crimes committed in the Syrian conflict. Following UK-led lobbying, on 1 August the UN Secretary General announced a new Board of Inquiry to investigate attacks on civilian infrastructure during the recent violence in Northwest Syria.</ins></p><p><ins class="ministerial">The Geneva Conventions are cornerstones of IHL but contemporary conflict brings challenges for IHL in a number of areas, such as new technologies and the classification of conflicts. To examine these challenges and to mark 70 years of the Conventions, the UK with the strong support of the British Red Cross, will hold an expert conference in October 2019.</ins></p>

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">These sanctions are aimed at ending the violent repression of the civilian population in Syria by the Assad regime, and achieving a negotiated political settlement to bring about a peaceful end to the conflict in Syria. We will continue to use sanctions, along with other levers, to support that goal. We have sought to minimise the impact of sanctions on ordinary Syrians. The sanctions regime prohibits giving economic resources (which may include oil) to any designated person. Baniyas Refinery Company in Syria, has been designated by the EU since 2014, for providing financial support for the regime. We keep these sanctions under regular review.</ins></p> more like this

star this property answer text <p><del class="ministerial">We welcome the recent announcement by the Ethiopian Prime Minister on reforms to open up political dialogue, including the planned release of some imprisoned politicians. The British Government is in close contact with the Ethiopian authorities to seek more information on what this will mean in practice, including for British nationals currently imprisoned in Ethiopia. The UK has repeatedly raised human rights concerns with the Ethiopian government, including around the arrest and imprisonment of people for their political views.</del></p><p> </p><p><ins class="ministerial">Her Majesty's Government Communications Centre (HMGCC) follows government best practice in working to clear and strong management guidelines and performance objectives, and in the allocation of resources with an organisational strategic plan.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In line with its strategic plan, individual members of staff agree their objectives on an annual basis, and their performance is assessed regularly against a range of standard and professional competencies.
