We will introduce legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn. Costs incurred by landlords for overseeing and appointing a managing agent, or carrying out wider services, can be recovered through the service charge or a marginally higher sales price.</p><p><br>Prior to introducing any final legislation in Parliament, the Government will undertake a regulatory impact assessment. As part of this evidence-based procedure, we will assess the economic, social, and environmental effects of the policy. This will include an assessment of the economic implications of setting ground rents to a peppercorn in terms of viability, affordability, and supply.</p> more like this

star this property answer text <p>​Despite continuing challenges, there is the real prospect of a credible peace process for Afghanistan. Concerted Afghan and international efforts continue, with positive signs including US-Taliban talks; the recent intra-Afghan dialogue co-convened by Germany and Qatar; and the consultative Loya Jirga in Kabul. Intra-Afghan negotiations are now needed to find a sustainable settlement which will assure the country's future peace and stability. It is crucial that the democratically elected National Unity Government plays a central role, and that peace efforts are inclusive, including women and minorities. The people of Afghanistan deserve peace after decades of conflict and insecurity. We strongly believe that a political settlement is the only way to achieve lasting peace and stability.</p> more like this

star this property answer text <p>Talks between the US Government and the Taliban are a positive step towards an Afghan-owned and Afghan-led peace process. Resolution of the conflict will require negotiations between Afghans, including the National Unity Government and the Taliban. We continue to make clear the importance of the involvement of civil society and of women and minorities in the process to shape Afghanistan's future.</p><p>Afghanistan is a focus country in the UK's National Action Plan on Women, Peace and Security and a priority country in our efforts to promote women's meaningful inclusion in peace processes. We encourage the Afghanistan Government to bring women into discussions on peace and to ensure the participation of Afghan women in all levels of decision-making, from the local level to the negotiation table. The UK funds programmes in support of this, including a pilot on local approaches to peace, with an emphasis on women, across four districts and two provinces. We also support the &quot;Open Jirga&quot; television programme which provides a platform for women's representation in politics, including on the critical issue of peace.</p>

star this property answer text <p>Hate crimes are unacceptable and the Government is completely committed to tackling them.</p><p>In October 2018 the first breakdown of hate crime statistics by religion was released by the Home Office. This data showed that 672 antisemitic hate crimes were recorded by the police in England and Wales in 2017/18. star this property answer text <p>We work closely with the Community Security Trust and other representative community partners through the Cross-Government Working Group to Tackle Antisemitism. The Working Group is held up as an example of best practice internationally for cooperation between government and minority communities. Through the Working Group we have funded projects to highlight and counter antisemitism directed at women, and to combat the dissemination of antisemitic tropes in society.</p><p>We have also worked with the police to improve the recording of hate crime. This includes a requirement to record the targeted faith or belief in incidents of religiously motivated hate crime. The first set of statistics reflecting this new requirement with disaggregated figures for religiously motivated hate crime were published in October 2018. star this property answer text <p>The Government is determined to confront hate crime wherever it occurs. Police recorded religiously motivated hate crime has increased in recent years despite a backdrop of a longer-term downward trend in the experience of hate crime overall, according to the Crime Survey of England and Wales. We know that there have been trigger events for increases in hate crime, such as the EU Referendum and the terror attacks in 2017, though data shows that these have been temporary. A significant driver for this overall increase is general improvements in police recording, and through our work with the National Police Chiefs’ Council and third party services such as the Community Security Trust, police are better at identifying whether a crime is a hate crime and victims may be more willing to come forward.</p><p>The Government has a comprehensive plan to tackle hate crime in all its forms, as set out in the refreshed Hate Crime Action Plan published in October 2018, which sets out a programme of work across Government and by the police.</p>

star this property answer text <p>Statistics published by the Home Office and available on the website <a href="https://www.gov.uk/government/statistics/hate-crime-england-and-wales-2016-to-2017" target="_blank">https://www.gov.uk/government/statistics/hate-crime-england-and-wales-2016-to-2017</a> provide details on the number of hate crimes, although anti-Semitic attacks are not recorded separately. Figures published annually by the Community Security Trust show a disturbing increase in anti-Semitic incidents, with a total of 1,382 incidents reported in 2017.</p><p>That is why the UK became the first country to formally adopt the International Holocaust Memorial Alliance (IHRA) working definition of anti-Semitism. It provides a series of practical examples on how anti-Semitism manifests itself in the 21st century. In addition, Government has provided over £13.4 million (17/18) to ensure the security of Jewish faith schools, synagogues and communal buildings.</p><p>We believe the best way to tackle anti-Semitism is through effective implementation of the UK’s strong legislation against racial and religious discrimination and racially and religiously motivated crime. We also have a strong relationship with the Jewish community which has been built on the solid work of the Cross-Government working group on tackling anti-Semitism. This ensures that we are aware of any issues and concerns of the Jewish community and can respond quickly.</p>

star this property answer text <p>The Government condemns all forms of hate crime including antisemitism. Nobody should be attacked because of their race, religion, sexual orientation, transgender identity or disability. In July 2016, we published Action Against Hate: The UK Government’s Plan for Tackling Hate Crime, which we will be refreshing this year.</p><p> </p><p>We work closely with the police and the Community Security Trust (CST), who are members of the Cross Government Working Group on Tackling Antisemitism, alongside other Jewish stakeholders. In their recent report, the CST recorded 1,382 antisemitic incidents reported across the UK in the 2017, a 3 per cent increase from the 1,346 incidents recorded during 2016.</p><p> </p><p>Individual police forces collate and analyse intelligence on the number of antisemitic incidents, in order to inform local operational decisions and to provide adequate protection at times of demand. The National Police Chiefs Council (NPCC) analyses this intelligence to inform forces of any emerging challenges.</p>

star this property answer text <p>​The UK is firmly committed to protecting all children affected by conflict and in particular ending the recruitment and use of child soldiers. The UK is the largest single financial contributor to the Office of the UN Special Representative of the Secretary-General (SRSG) for Children and Armed Conflict (CAAC), contributing £800,000 over the last five years to her Office and £450,000 for the 2019/20 financial year in support of her mandate. The UK is an active member of the United Nations Working Group on CAAC which leads the international response on child protection, supporting the SRSG's work by applying diplomatic pressure to listed governments and armed groups.</p><p>In 2018, the UK endorsed the Safe Schools Declaration, a political commitment to reduce the impact of conflict on education, and the Vancouver Principles, a political commitment to operationalise child protection during the conduct of United Nations peacekeeping operations. We continue to support these key instruments. The UK is mainstreaming child protection into its own military deployments through bespoke training. Through the Department for International Development, we are one of the largest bilateral donors to &quot;Education Cannot Wait&quot;, an initiative which protects access to education for children in conflict zones.</p><p>In November 2019, the UK will host an international conference on preventing sexual violence in conflict. A key focus will be how we can better support children born of sexual violence in conflict, including tackling stigma.</p>

star this property answer text <p>The UK is firmly committed to protecting children in armed conflict. We use our membership as a UN Security Council Permanent Member to prioritise conflict-related child protection issues in Council discussions and ensure that UN operations have the capacity and capability to address them. The UK is the largest single financial contributor to the Office of the UN Special Representative of the Secretary-General (SRSG) for Children and Armed Conflict, contributing £800,000 in the last five years. The office works with parties to conflict that are committing grave violations to develop and implement action plans with the UN to (1) verify and release any child soldiers associated with armed groups and forces, (2) prevent re-recruitment and (3) the perpetration of other grave violations. The UK increased our funding for the 2019/20 financial year by a further £450,000 to the SRSG's core mandate and £50,000 for activities relating to the SRSG's Global Coalition for Reintegration.</p><p>In 2018, the UK endorsed the Safe Schools Declaration and the Vancouver Principles, both key mechanisms for preventing grave violations against children. We collaborated with Sweden and others to agree Resolution 2427, adopted by the UN Security Council in July 2018, to strengthen protection mechanisms for children in armed conflict. We delivered a joint statement to the Human Rights Council in March 2019, reiterating our strong support for the mandate of the SRSG for Children And Armed Conflict, and called upon States to increase accountability for perpetrators of all six grave violations. Last year, the 30<sup>th</sup> anniversary of the Convention on the Rights of the Child, the UK signed up to the <em>UN Voluntary Global Pledge – for Every Child, Every Right</em>, which called for Member States to reaffirm their commitment to upholding and protecting child rights in the 21<sup>st</sup> century, and promoted children's perspectives in the development and assessment of strategies and programmes designed to realise their rights.</p>

The review involves contributions from both the Department for International Development and the Ministry of Defence. It is an opportunity for the Government to take into account recent developments in the field of Protection of Civilians policy, including work by states, international organisations, civil society and academia, and to consider a wide range of issues including inter alia, casualty recording and civilian-harm tracking mechanisms. As Council President, the UK will be responsible for managing the Council's busy work programme and representing the Council to the media and other parts of the UN. We also have the opportunity to hold a limited number of discretionary events. The underlying theme of our Presidency will be Global Britain and upholding the Rules Based International System. Although we do not have plans to mark the twentieth anniversary specifically, the impact of conflict on civilians will feature heavily during the month.</p> more like this

star this property answer text <p>There are no plans to make the Association of Residential Managing Agents (ARMA) a member of the Regulation of Property Agents Working Group. The composition of the working group's membership needs to reflect a balance of interests between property agents and housing consumers.</p><p>Already included within the working group are two professional bodies with knowledge and experience of property management: the Royal Institute of Chartered Surveyors and the Institute of Residential Property Management. Both these organisations have members who are also members of ARMA, or work on behalf of them. The working group will wish to invite others to personally provide evidence and give their views. When the working group discusses managing agents, ARMA will be at the forefront of the list of organisations for this purpose.</p> more like this

As we leave the EU we are excited about deepening our relationship with all countries in Southeast Asia.</p><p>The importance we place on this region is demonstrated by the fact that the Foreign Secretary’s first overseas trip was to attend ASEAN Foreign Ministers’ 31 July - 1 August, where he met all of his ASEAN counterparts, and my first overseas trip was to Cambodia, Laos and Thailand in September. We are committed to strengthening our relationship with the region in all areas.</p><p>The first dedicated UK Ambassador to ASEAN was announced in October and our UK Mission to ASEAN will open in November.</p> more like this

star this property answer text <p>The Government is providing funding of up to £2.5 million from the local services element of the Controlling Migration Fund (CMF) which is administered by the Ministry of Housing, Communities and Local Government (MHCLG).</p><p>The funding made available for this scheme comes from an existing MHCLG budget; it is not new funding. Therefore Barnett consequentials do not apply.</p><p>The Government has no plans or remit to extend the scheme to local authorities in the devolved nations, which have their own funding arrangements in this area including through the Immigration Enforcement part of the CMF.</p><p>Funding is available for 2018/19 and the Government intends to publish its plans for the national evaluation of the scheme in due course. We expect all participating local authorities to contribute to the evaluation exercise so that lessons can be learned to inform the new arrangements for asylum seeker support from 2019.</p> more like this
