star this property answer text <p>NHS England's paper <em>Implementing the Recommendations of the Government's Response to the Francis Report and its Winterbourne Review Report</em> confirms that during the period 12 December 2012 to June 2013 for clinical commissioning groups there were 1,279 reviews completed and 38 were outstanding. These have all now been completed. By October 2013, NHS England identified a further 1,360 people in specialised services commissioned by NHS England. 1,303 of these people had their care reviewed by the end of 2013 and 57 people were identified as no longer requiring a review. Using these data NHS England calculates that 35% of people who were in hospital on 1 April 2013 have now been transferred to another setting.</p><p> </p><p>NHS England is identifying all people with learning disabilities in inpatient settings to ensure that they receive safe, appropriate, high quality care. NHS England is now collecting data quarterly for this purpose. It has recently published data as of March 2014. These data show that 2,615 people were identified as being in inpatient services with 2,334 of these people having had their care reviewed within the last 26 weeks. These data do not specifically identify people in inpatient settings within the specific period (December 2012 to June 2013) as a separate cohort.</p><p> </p><p>NHS England's data does not identify people as being in “Assessment and Treatment Units” but use other categories of inpatient beds, settings and units drawn from categorisation developed by the Royal College of Psychiatrists and also used in the Learning Disability Census. The data identifies those people who are expected to transfer, as well as those who have no transfer date. The reviews of people's care identify those individuals for whom it is appropriate to move to alternative settings.</p><p> </p><p>I have had several meetings with Department officials and NHS England to discuss progress on the commitments made in my oral statement of 10 December 2012 in the House of Commons, but have had no meetings with Ministers in the Department for Communities and Local Government about these commitments.</p><p> </p>

star this property answer text <p>When Winterbourne View Hospital was closed, the remaining patients were transferred to a variety of learning disability care provision. The range of provision included medium and low secure hospitals; NHS Assessment and Treatment facilities; independent hospitals that offer rehabilitation; and specialist residential homes that care for people with challenging behaviour.</p><p> </p><p>As at 1 July 2014, of the 48 individuals who, at some point, were patients at Winterbourne View Hospital, 10 people are still in hospital; 20 people are living in a residential home; five people are living in supported living accommodation and 12 people have their own tenancy. One person passed away in 2013, who had moved into a residential home.</p><p> </p> more like this

NHS England and clinical commissioning groups are responsible for commissioning specialised and non-specialised wheelchair services respectively. It is the responsibility of these commissioning organisations to agree the criteria and standards for assessment with their wheelchair service providers. star this property answer text <p>The Inter-departmental Group for the Valuation of Life and Health (IDGVLH) is a group of economists from different Government departments set up in December 2007 to consider technical issues relating to the valuation of impacts upon life and health risks. The Terms of Reference of the group included survey of approaches to the valuation of such risks and production of draft guidance for submission to HM Treasury. Although membership of the Group was sought from any department with an interest, membership is personal and not departmental. Hence the submissions to the IDGVLH and responses to the survey that it commissioned are those of the individual members as experts in this field and in the operational practice of their departments, and do not necessarily represent the views of their departments. Records of the interviews conducted by the University of Leeds (other than what is incorporated into the report itself) were not kept by the Department.</p> more like this

star this property answer text <p>Ulipristal acetate is the active ingredient in the emergency contraceptive known as EllaOne.</p><p> </p><p>Following a High Court ruling in 2002, emergency contraception is defined as a method of contraception not abortion. The decision confirms the Government's long held position that a pregnancy begins at implantation and not fertilisation. This judgment means that this position is now established in law and is not a matter of policy</p><p> </p><p>EllaOne is a contraceptive, it is not an abortifacient.It exerts its contraceptive action by preventing or delaying ovulation.</p><p> </p><p>EllaOne is used to prevent pregnancy for up to five days after unprotected intercourse or contraceptive failure. It is specifically contraindicated for use during an existing or suspected pregnancy</p><p> </p><p>The information provided in each pack of EllaOne clearly informs women and healthcare professionals that it should not be taken by a woman who knows or suspects she is pregnant.</p><p><strong> </strong></p><p><strong> </strong></p><p> </p><p> </p><p> </p><p> </p>

Decisions on whether to include particular terms and conditions in insurance contracts, including whether to cover mental health problems as standard, are commercial decisions for individual insurers, and the Government does not seek to intervene in these decisions.</p><p> </p><p> </p><p> </p><p>The Equality Act 2010 should provide adequate protection from potentially discriminatory practice. Under the Act, it is illegal to discriminate against people who have a disability (which includes mental health problems), or have had one in the past. This includes refusing to provide a service for someone with a disability, or providing the service on worse terms than for non-disabled people.</p><p> </p> more like this

star this property answer text <p>No assessment has been made of the German Government's role in relation to British Thalidomide survivors and the issue of compensation from the German pharmaceutical company Grünenthal.</p><p> </p><p>I met with the Thalidomide Trust on 23 June 2014. We are considering further what representations we might make in the light of this meeting. A further meeting between the Thalidomide Trust and the Minister for Europe is due to take place on 3 September.</p><p> </p><p> </p> more like this
