star this property answer text <p>​The UK abstained on UN Security Council Resolution 2504 on 10 January which extended authorisation for only two of the previous four border crossings for humanitarian assistance to Syria. This followed the vetoes by Russia and China of a renewal of Resolution 2249. We abstained because, while we support continued cross-border assistance through two border crossings from Turkey to north-west Syria, we were appalled that the other two existing crossings were not included in the new resolution at Russian insistence despite continued humanitarian need. This includes Yaroubiya crossing, between Iraq and north-east Syria, which last year was used to deliver medical aid to more than 1.4 million people. Ending the UN mandate for aid to enter via this route will therefore have a severe impact on north-east Syria. The UK is working closely with partners to consider how best to continue providing for the urgent need of Syrian civilians in the area.</p> more like this

star this property answer text <p>The legislation to bring stablecoins, where used as a means of payment, within the regulatory perimeter is expected to be part of the forthcoming Financial Services and Markets Bill announced in the Queen’s Speech on 10 May. The Bill will be introduced later in the session when parliamentary time allows.</p><p> </p><p>As set out in the Government’s response document, with respect to stablecoins used as a means of payment, the government proposes that regulation should capture all stablecoins that reference fiat currencies, including a single currency stablecoin or stablecoin based on a basket of currencies.</p><p> </p><p>The financial services regulators will be required to consult on rules associated with this legislation in due course, including on assets or funds backing the stablecoin where relevant.</p><p><strong> </strong></p> more like this

star this property answer text <p>The UK Government is one of the leading donors to Covax, committing £548m to the scheme, which will provide more than a billion vaccines to developing countries including doses for almost a fifth of Nepal's population. The UK has also funded a new £180,000 duplex oxygen generation plant at the Nepal Police Hospital in Kathmandu to help address oxygen shortages to treat COVID19 patients. The UK is also providing £15m of support to international NGOs and the UN to provide shelter, nutrition and other critical needs in Nepal - including cash and voucher assistance to 220,000 vulnerable people's basic needs, nutrition support to 120,000 pregnant and lactating women and infants, 400,000 people with WASH (UNICEF's water, sanitation and hygiene) support, and 210 truckloads of relief supplies to 52 different destinations.</p><p>On Friday 28 May, a plane carrying the UK’s donation of 260 ventilators and 2,000 visors arrived in Nepal, in response to an urgent request for medical supplies from the Government of Nepal. Moreover, since the beginning of the pandemic, British Embassy Kathmandu has helped Nepal respond to COVID-19 by reprioritising over £40m of its aid budget. This support has included the construction of an oxygen plant in a Kathmandu hospital; technical advice to local government on managing the impact of COVID-19; water, sanitation and hygiene facilities to support around 300,000 people; safe spaces for women in isolation centres; cash and voucher assistance for the most vulnerable; and nutrition support for pregnant and lactating women.</p><p> </p>

star this property answer text <p>The exact numbers of newly displaced and malnourished people following the May outbreak of fighting in Unity State have yet to be confirmed by the United Nations Office for the Coordination of Humanitarian Affairs. Due to the ongoing fighting, humanitarian access has been extremely limited, preventing assessment of the humanitarian impact. We expect an update in mid-June, following the launch of the mid-year review of the 2015 United Nations Humanitarian Response Plan in Geneva on 16<sup>th</sup> June 2015.</p> more like this

star this property answer text <p>National Health Service commissioners are legally required to fund drugs and treatments recommended in National Institute of Health and Care Excellence (NICE) Highly Specialised Technologies evaluations. If the drug is not recommended, and until NICE’s final guidance is issued, it would be for NHS England to decide whether to make it available to patients.</p><p> </p><p>NICE is currently evaluating asfotase alfa (brand name Strensiq) for the treatment of paediatric-onset hypophosphatasia under its Highly Specialised Technologies programme, which looks at drugs for very small patient populations.</p><p> </p><p>The Evaluation Committee’s preliminary recommendation, published in December 2015 for consultation, was not to recommended asfotase alfa, within its marketing authorisation, for long-term enzyme replacement therapy in paediatric-onset hypophosphatasia to treat the bone manifestations of the disease.</p><p> </p><p>NICE makes its recommendations based on the available evidence and in consultation with stakeholders, including manufacturers and patient groups.</p><p> </p><p>This is not NICE’s final guidance and its recommendations may change after consultation. NICE currently expects to publish its final guidance to the NHS in October 2016.</p><p> </p>

Such information could only be obtained by analysis of individual case files at disproportionate costs.</p><p> </p><p>Regarding the term “parental alienation”: as part of his judgment in the case of <em>Re C</em>, the President of the Family Division outlined that most family judges regard the label of “parental alienation”, and the idea that it “may be a diagnosable syndrome” as being “unhelpful”. He noted that instead the courts should focus on identifying any specific “alienating behaviours”.</p> more like this

star this property answer text <p>The School Attendance (Pupil Registration) (England) Regulations 2024 and accompanying statutory guidance ‘Working together to improve school attendance’ use the term ‘mobile child’ to describe a child of compulsory school age who has no fixed abode and whose parent is engaged in a trade or business that requires them to move from place to place. This is a new term, but covers the same children as section 444(6) of the Education Act 1996.</p><p> </p><p>Parents of mobile children have longstanding protection in attendance law and guidance, including how absence is recorded in the register, but feedback from parents, schools and local authorities suggested inconsistency in how these are applied. The term ‘mobile child’ is intended to clarify that the provisions are for all pupils who meet the definition as set out in regulation 3 of the 2024 Pupil Registration Regulations (and the statutory guidance) and that they concern the child’s mobility rather than ethnicity.</p><p> </p><p>A draft of the new Regulations and guidance was subject to full public consultation in 2022 and training has been provided both to schools and local authorities to improve consistency and support implementation. The department will continue to monitor feedback on implementation during the 2024/25 academic year.</p><p> </p>
