The case concerns the definition of ‘social support’ when engaging with other people face to face under activity 9 of the Personal Independence Payment (PIP) Regulations, and how far in advance that support can be provided.</p><p> </p><p>The Department will carefully consider the judgment and work with stakeholders to implement it fully so that claimants get the PIP support they are entitled to. 	answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>Our published estimates were produced before knowing the full detail of which claimants would be eligible for additional payments following the MH legal judgment.</p><p> </p><p>There was significant uncertainty around the estimates prior to the start of the administrative exercise in June 2018, from which point we had revised guidance in place to reflect the judgment, having consulted with key stakeholders. From 31 May 2019 new claimants to PIP whose review would have been scheduled after they had reached State Pension age will receive an ongoing award with a light touch review at 10 years. There are no current plans to reduce the existing travel time of 90 minutes by public transport though best endeavours are taken to schedule assessment appointments in centres near to a claimant. This limit of 90 minutes is an absolute maximum and the department expects that only a small minority of claimants will have to make a journey of this duration. Effective identity verification and authentication, using commonly applied standards across the Department, will protect the personal data of customers and make a direct contribution to the prevention of identity fraud.</p><p> </p><p>DWP does require people applying for Personal Independence Payment to provide proof of identity. This is sought prior to processing a completed application form to ensure any benefit awarded is paid to the right person. This proof is initially sought verbally at the start of the claim process when the customer will be asked security questions from the information DWP already holds.
