Those standards and policies will continue to apply for those specialised services which are to be collaboratively commissioned by NHS England and clinical commissioning groups.</p><p> </p><p> </p><p> </p><p>NHS England is currently in the process of agreeing the guidance on the collaborative commissioning arrangements which will be in place from 1 April 2015.</p><p> </p><p> </p><p> </p><p>NHS England has clarified that where there are collaboratively commissioned services, NHS England will retain the full financial risk for these services for 2015/16. As announced by the then Minister for Personnel, Welfare and Veterans (Andrew Robathan) on 12 December 2011 (Official Report, column 63WS), these arrangements have been discontinued. Properties which were formerly categorised as OSRs are being phased out on a rolling basis as personnel retire or move on to other posts. However, senior officers remain entitled to Service Family Accommodation (Type 1 or Type 2). In addition, the Department is undertaking an ongoing review into domestic assistance policy to ensure that the level of support provided to senior entitled officers is appropriate and driven by a clear business need. The attached table provides the net current expenditure per head of population who receive adult social care aged 65 and over, broken down by local authority and year. The last column shows the percentage change between 2009-10 and 2013-14.</del></p><p> </p><p><ins class="ministerial">Local authorities in England spent £6.7 billion on social care for people aged over 65 and over in 2013-14, compared with £7.4 billion in 2009-10. In 2013-14 the National Health Service transferred £859 million to social care but we are unable to include this investment in the overall spending figure as we do not hold information on how much of it was spent on people aged 65 and over.</ins></p><p><ins class="ministerial">The attached table provides a breakdown of expenditure on social care per head of population aged 65 and over broken down by local authority in 2009-10 and 2013-14.
