star this property answer text <p>Since 2010 we have seen over 3.7 million more people in work; two thirds of them in higher-skilled, higher paid roles. But, the Department wants to ensure everyone has a chance to move to higher paid work, which is why we ran this trial to learn more about what interventions could work. We will examine the outcomes as we develop our policies further to help boost their earnings.</p><p> </p><p>The evaluation of the trial showed small but sustained impacts for those receiving the most support, and it also shows these interventions may be cost effective.</p><p> </p><p>These results are promising, but there is still more work to do to increase our knowledge of What Works. The Department is currently in the second year of a four-year programme, announced in the Autumn Budget 2017, to deliver programme of research and analysis, and run a suite of tests and trials, working in partnership with other Government Departments and external organisations. This includes research which seeks to understand the situations and support needs of our future in-work cohorts; a Rapid Evidence Assessment of international policies linked to in-work progression; and work which will support Jobcentre staff to help claimants to make good decisions around job-switching.</p><p> </p><p>The Department will be using the results of the trial, together with other research conducted in years 1 and 2 of this programme, to develop more targeted tests and trials to support the development of effective in-work services.</p>

star this property answer text <p>The 52-week In-Work Progression Trial Impact Analysis was published on 12<sup>th</sup> September 2018 on GOV.UK. In the trial, the Frequent support group had Work Coach appointments every fortnight, while the Minimal support group only ever had two appointments in total.</p><p> </p><p><strong>i) Gender</strong></p><p> </p><p>The 52-week point-in-time progression measure for males was an additional £4.21 per week for the Frequent support group relative to the Minimal support group. For females, the point-in-time progression measure was an additional £5.99 per week for the Frequent support group relative to the Minimal support group. These progression estimates were calculated from samples and the difference of £1.78 is not statistically significant. The conclusion is that there does not appear to be evidence of a difference in progression between genders.</p><p><strong> </strong></p><p>The 78-week point-in-time progression measure for males was an additional £1.34 per week for the Frequent support group relative to the Minimal support group. For females, the point-in-time progression measure was an additional £6.14 per week for the Frequent support group relative to the Minimal support group. Again, these estimates are based on samples and the difference of £4.80 is not statistically significant. The conclusion is that there does not appear to be evidence of a difference in progression between genders.</p><p> </p><p><strong>ii) Ethnicity</strong></p><p> </p><p>The Department holds some data about ethnicity. Of the self-reported ethnic backgrounds, 82% of trial participants were of a White background; 6% of participants were of a Black/African/Caribbean background; 5% were of an Asian background and 7% were made up of other ethnic backgrounds.</p><p> </p><p>The Department has not calculated ethnicity sub-group progression measures. The small sample sizes in all other ethnicity groups, with the exception of the White background group, means that any comparisons of progression would not lead to statistically robust conclusions.</p>

star this property answer text <p>DWP adheres to Email Security and Policy guidelines when exchanging information with third parties.</p><p> </p><p>We have a list of Trusted Partners who are deemed to have the appropriate security in place to allow us to exchange information with. If an organisation does not meet the criteria to be on the trusted partner list, we have an option to use software to encrypt e-mail between us and the third party which will then allow us to exchange data securely. Currently we communicate with 1100 external recipients via this method from 450 organisations. If the external agency cannot support either of the above then we would not be able to exchange information securely via email and would need to agree an alternative method with them.</p> more like this

However, we recognise the need for an online service to allow claimants to more easily manage any debts that they may have. The roles of operating the National Lottery and distributing funds to good causes are separate and distinct. National Lottery funding is awarded by 12 distributors working at arm’s length from Government. The distributors generally aim to ensure a wide geographical reach, but ultimately funding is distributed where there is greater need and impact.</p><p> </p><p>The Fourth Licence to run the National Lottery is due to come into force in 2023. star this property answer text <p>Through the evidence gathered in the 2017-18 Community Life Survey in England, indicators linked to social exclusion do not show a significant difference between urban and rural areas. Adults living in rural areas are less likely to say that they often/always feel lonely than people living in urban areas (3% compared with 6%). In addition, adults living in rural areas are more likely to say they feel they belong to their immediate neighbourhood (68%) than those living in urban areas (61%).</p><p> </p><p>The cross-government loneliness team, based in DCMS, is overseeing the implementation of England’s first Loneliness Strategy, with policies for both rural and urban areas. Government has also unlocked £20 million to tackle loneliness across England including the £11.5m Building Connections Fund, from which evidence will be gathered on what interventions work in different places, including rural areas. Guidance has also been published with the Office for National Statistics to establish a consistent way of measuring loneliness.</p><p> </p><p>In its response to a House of Lords’ report on the Natural Environment and Rural Communities Act in May 2018, the government reiterated its commitment to rural proofing all policies. DCMS supports this through engagement with rural stakeholders and utilising Defra guidance and statistical information.</p><p> </p>

star this property answer text <p>The Horserace Betting Levy Board (HBLB) is an arms-length body of DCMS which is responsible for collecting a statutory Levy from betting operators which it distributes in line with its statutory duties to support British horse racing. In April 2017, the Government implemented significant reforms to the Levy, resulting in a £45m increase in statutory Levy income in 2017/18.</p><p> </p><p>The HBLB provides over £200,000 annually for the Equine Influenza Programme, and a further £150,000 towards the Equine Infectious Disease Surveillance Programme, provides British racing with expert information and provisions to minimise the impact of equine diseases and respond quickly to outbreaks.</p><p> </p><p>HBLB has committed to pay a contribution to owners or trainers for the costs incurred where the British Horseracing Authority (BHA) recently required test samples to be taken for equine influenza, including the cost of the swabs and the veterinary fees involved. In addition, HBLB has committed £321,500 to support the rescheduling of replacement races and fixtures following the recent suspension, and will continue discussions with the BHA regarding funding for further races and fixtures as required. The BHA have now scheduled a number of additional fixtures from February 20th onwards.</p><p> </p>

star this property answer text <p>We published the Review of Gambling Machines and Social Responsibility Measures in May. This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machine from £100 to £2, online gambling, and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. Government has also encouraged industry to increase its funding for third sector initiatives to support people with a gambling addiction.</p><p> </p><p>GambleAware, an independent charity, commissions treatment services, including the National Gambling Helpline and counselling services, specialist treatment delivered by the NHS National Problem Gambling Clinic and the Gordon Moody Association. GambleAware aims to triple access to its treatment services across the country and recently announced the establishment of a further specialist NHS clinic and Problem Gambling Support team in Leeds.</p><p>As demonstrated by the report Gambling Behaviour in Great Britain 2016, which is based on the combined Health Surveys, there is an association between mental health and problem or risky gambling behaviour. Some problem gamblers will therefore access support through services for other addictions and mental health conditions. The National Institute for Care and Health Excellence (NICE) has been commissioned to explore developing a guideline on non-chemical addictions, including gambling, which would give support to clinicians seeking to support problem gamblers.</p><p> </p>
