Currently net migration of students is measured via the International Passenger Survey (IPS) which estimates volumes of students arriving and leaving, based on their stated main reason for entering the UK at time of arrival (which may not correspond with their visa) and their stated answer to the question of why they originally came to the UK when surveyed at the time of departure. It does not measure the type of institution attended, the level of course studied, whether the student graduated or how long it has been between finishing the course and departing from the UK. Once exit check data are available (from Autumn/ Winter 2015), it may be possible to start using visa data to estimate the balance of those coming, those staying legitimately and those departing. However to get a full picture may take several years and will depend heavily on the ability to match the exit data with visa data. 	answer	answer is ministerial correction date of answer 28/07/2014 answer text <p> </p><p> </p><p> </p><p>The Government works closely with the European Union Observatory on the Infringement of Intellectual Property Rights to share best practice with stakeholders – including industry bodies and European and international enforcement bodies – on the approach to tackling intellectual property (IP) enforcement.</p><p> </p><p> </p><p> </p><p>The Government also plays an active role in Europol and Interpol intellectual property enforcement action and undertakes direct bilateral action where operationally necessary.</p><p> </p><p> </p><p> </p><p>Through our network of overseas IP attachés the Government continues to build strong relations with government departments, industry bodies and enforcement agencies. For example, in September the Chinese Government will host the second UK-China IP Symposium which I shall be attending. The Symposium, which will have a clear enforcement component, is an opportunity for UK and Chinese companies to interact with senior policymakers from both countries on a range of intellectual property topics. In order to meet this requirement all advisers must hold qualifications which are appropriate to their role. For front line advisers this will include IAG qualifications at level 3 and above which includes assessments of an advisers ability to establish effective communication with all customers to help them make informed choices, including those individuals with conditions such as autism.
