star this property answer text Work in the Central African Republic (CAR) has been an important part of the Preventing Sexual Violence in Conflict Initiative in recognition of the large role that sexual violence has played in the conflict in CAR which has included the sexual abuse of women and children, sexual slavery and rape. This work has, to date, been primarily carried out through our work with the African Union (AU). Since the launch of the initiative, the UK has provided £1.3 million to support the AU’s Gender Peace and Security Programme. This includes the deployment of sexual violence experts that were deployed to the CAR in 2014. These experts provided support to victims in the districts of Paoua, Kaga-Bandoro and Bambar. This Programme also supported the AU’s Special Envoy on Women, Peace and Security, Madame Bineta Diop. We are working with the AU to build on this deployment and increase AU capacity to carry out similar deployments in the future. more like this

I strongly condemn sectarian attacks, provocations and incitement to violence against civilians, refugees and military personnel on the ground.</p><p>The UK is committed to working with international organisations such as the UN and EU to ensure an effective response to the ongoing security and humanitarian crises. I met with President Touadera in September at the UN General Assembly and I expressed the UK's strong support for stabilising CAR.</p> more like this

star this property answer text <p>We are aware of the emergence of a new armed militia group called &quot;Return, Reclamation, Rehabilitation,&quot; or &quot;3R&quot; which operates in the north of the Central African Republic (CAR). This group, and other militias operating in the transhumance corridors in the Ouham prefecture in northern CAR, are responsible for some of the most violent incidents reported in the country in the last 12 months.</p><p>We are also aware of recent claims that 3R is responsible for sexual violence, burning villages and displacing vulnerable people, with some reports listing the number of those displaced at 17,000. However, we do not hold information on the capacity of 3R or the weapons they possess.</p><p>We support President Touadera's efforts to implement disarmament, demobilization, repatriation and reintegration and call on all armed groups in the CAR to engage in the government's dialogue.</p> more like this

star this property answer text The security and humanitarian situation remains grave in the Central African Republic and continues to have a severe impact on the civilian population and their human rights. The UK government underlined our concerns about this in our statement to the UN’s Human Rights Council in July. The UK co-funded the African Union’s 2014 deployment of experts to the Central African Republic to support victims of sexual violence. The deployment facilitated the rehabilitation of three health facilities, provided protection and assistance to victims of sexual violence and established a national network of government and community stakeholders, in the prevention and response to sexual violence. The UK welcomes efforts by the government of the Central African Republic and the UN to set up a Special Criminal Court to address war crimes and crimes against humanity committed since 2012. The UK welcomes the positive outcome of the Bangui Forum in particular the agreement signed between the armed groups, UN and transitional government to release all children from the ranks of the armed groups. It is important that these children are offered assistance and helped to reintegrate into society. The signing of an agreement on disarmament, demobilization and reintegration is an important step but it is critical for the agreement to be applied and for international forces to enforce the commitments made by the signatories of this agreement.

star this property answer text <p>​The UK recognises the recruitment of children by armed groups is a significant problem in the Central African Republic (CAR). Partners of the Department for International Development (DFID) based in CAR integrate child protection principles throughout all programmes, ensuring that the dignity and safety of children is paramount in all services. We were the fourth largest donor to the CAR Humanitarian Response in 2018 and the largest donor to the CAR Humanitarian Fund. Through the CAR Humanitarian Fund, 59,318 (16,000 DFID attributable) girls and boys were supported with protection focussed activities, including 11,420 (3,083 DFID attributable) children with identification, documentation, tracing and reunification support. 31,309 (8,453 DFID attributable) children also benefitted from psychological support activities, protection mechanism and life-saving message training while 176 teachers and parents were trained on psychosocial support.</p><p>UNICEF has reported that since 2014 approximately 13,000 children have been released from armed groups in CAR. The UK is also funding War Child UK to reach conflict-affected boys and girls in CAR and help them to receive education and psychosocial support, integral services for facilitating recruitment prevention. Through our humanitarian partners in CAR, we will continue to monitor the situation on the ground to prevent more children from being recruited into armed groups.</p>

In my statement of 29 September 2021 on the Wagner Group, I made clear that they are a driver of conflict and capitalises on instability for their own interests. This is true in CAR as well as elsewhere on the continent. Wagner does not offer long-term security answers in Africa and operates opaquely. The October 2021 report from UN experts found that the Wagner Group had violently harassed and intimidated civilians, including peacekeepers, journalists, aid workers and minorities in CAR and called on the government to end all relationships with the Wagner Group.</p><p>The priority in CAR continues to be on ending violence and building security, and the UK continues to work closely with international partners to support efforts to bring stability to the country. The UN Mission in CAR, MINUSCA, will be central to this and the UK contributes approximately £40 million per year in support of their work.</p>

star this property answer text <p>The UK’s focus in the Central African Republic is on working with the international community to improve security throughout the country. We support the Transitional Authorities in their preparation for elections, and assist with justice, governance and state administration. The UK co-sponsored a UN Security Council Resolution authorising the deployment of a UN Peacekeeping Operation, MINUSCA, which launched in September 2014. The operation is focussing on restoring stability, preventing human rights abuses, and promoting reconciliation. The UK has also supported the EU Military Advisory Mission to the Central African Republic which launched in March 2015. The mission provides the government of the Central African Republic with expert advice on security sector reform. In addition, the UK co-funded the African Union’s 2014 deployment of experts to the Central African Republic to support victims of sexual violence.</p> more like this

star this property answer text <p>The Central African Republic (CAR) is facing a severe and protracted crisis that has displaced more than a million people since 2012. Despite the deployment of 12,000 peace-keepers, the country remains marred by sectarian tension, criminal violence, arms proliferation and armed groups.</p><br /><p>In September the UK approved a £7 million uplift in our assistance to CAR and CAR refugees to address rising needs and aid gaps, bringing UK humanitarian funding to £25 million in 2015 and £58 million since 2013. This makes the UK the third largest humanitarian donor to CAR after the US and the EU in 2015. UK funding is enabling partners including the International Committee of the Red-Cross and the Common Humanitarian Fund to provide humanitarian assistance to people in need in Bangui and the rest of the country.</p><p>The UK is also working with and through international organisations to ensure an effective international response to the security crisis in CAR.The UN is a key partner in CAR.The UK contributes to the UN peacekeeping mission (a projected £33.2m this year in assessed contributions).</p>
