I have asked the Authority to reply.</p><p>Dear Viscount Waverley,</p><p><br>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking what the percentage breakdown of public sector employees is by (1) gender, and (2) ethnicity for each region of the United Kingdom (HL164444).</p><p><br>Estimates of employees by sector of employment are available from the Annual Population Survey (APS), a household survey of people in the UK. In the APS, the distinction between public and private sector is based on respondents’ views about the organisation for which they work. This may differ from how we would classify them for the headline measure of public sector employment. The APS also collects information regarding respondents’ sex and ethnicity.</p><p> </p><p>Table 1 contains estimates of the percentage of public sector employees broken down by sex within each region. Table 2 contains estimates of the percentage of public sector employees broken down by ethnicity within each region. Both breakdowns use APS data for April 2018 to March 2019, the latest period for which data are available.</p><p>As the data are quite extensive, copy of both tables have been placed in the House of Commons Library.</p><p><br>Yours sincerely,</p><p><br><strong>John Pullinger</strong></p>

star this property answer text <p>The National Cyber Security Centre (NCSC), National Crime Agency (NCA) and regulators together agree the immediate response to a cyber incident, seeking to reduce harm and aid recovery within victim organisations. In April 2018, the NCSC in partnership with UK law enforcement introduced a new cyber attack categorisation framework to drive consistency and support improvements in the UK’s response. The framework encompasses cyber incidents in all sectors of the economy and gives consistency and clarity to response mechanisms for incidents. In those cyber incidents affecting UK infrastructure or critical services, the COBR crisis response mechanism is activated to coordinate incident management actions and priorities.</p> more like this

star this property answer text <p>The National Cyber Security Strategy (NCSS) seeks to ensure that the UK is the safest place to live and work online. As such, the Strategy sets out action aimed at all sectors of society. Partnership with private sector organisations of all sizes is critical to HM Government’s ability to deliver on the ambition of the NCSS.</p><p> </p><p>HM Government provides support through the NCSS to stimulate the sector of specialist cyber security companies, working to create a domestic pipeline of development and investment in products and services that will make systems and infrastructure more resilient. Together with private sector manufacturers, the Department for Digital, Culture, Media and Sport has recently published the Code of Practice for Consumer Internet of Things (IoT) Security to ensure that this emerging technology is secure by design. The private sector also contributes to the Government’s ambition of creating a sustainable pipeline of home grown cyber security professionals, playing a partnership role in programmes such as Cyber First and wider skills based initiatives.</p><p> </p><p>The National Cyber Security Centre (NCSC) works directly with the private sector on the cyber threat and how to counter it, and companies act on advice from the NCSC to help them prepare for - and to respond and recover from – cyber incidents.</p>

star this property answer text <p>The Kickstart Fund is designed to support preparatory work ahead of the Commonwealth Heads of Government Meeting next April. The Commonwealth Summit Unit received one bid on Freedom of Religion and Belief which was not successful.</p><p>The Unit is currently considering programmes for the UK's Commonwealth Chair-in-Office period, the two years following the Commonwealth Heads of Government Meeting in April 2018. While funding through the Kickstart Fund for a programme of events on Freedom of Religion and Belief has not been specifically allocated ahead of the summit, agreement has been reached that the Government will support the Commonwealth Parliamentary Association in hosting a forum. This will bring parliamentarians from around the Commonwealth together for important discussions across the key challenges facing the Commonwealth, including upholding the Commonwealth Charter. The Commonwealth Summit Unit has also provided £20,000 to the Royal Commonwealth Society to support its interfaith service, which will take place in Westminster Abbey on Commonwealth Day in March 2018.</p><p>The Government remains firmly committed to the promotion and protection of Freedom of Religion or Belief in all countries. The Prime Minister has announced the four themes for the summit: prosperity, security, sustainability and fairness. The summit will encourage all Commonwealth members to uphold the values set out in the Commonwealth Charter, including religious freedom.</p>

The latest available cancer incidence data published by ONS are provisional figures for 2016[1]. The provisional 2016 release does not contain a refreshed back series of cancer incidence, which would consider the continual accrual of late registrations. We would expect NDPB employees to be able to raise any such concerns through their organisation’s existing systems, as they would any other issue that may affect them.</p><p> </p><p>Policy and products about whistle-blowing and raising a concern have been made available to Civil Service departments. The products include a specific policy and FAQs for employees of Non-Departmental Public bodies (NDPBs). The guidance encourages employees of NDPBs to report perceived wrongdoing within their organisation, including a breach of the organisation's core values. An employee should raise these types of concern with their line manager straight away. If the employee feels that it is not appropriate to raise a concern with their manager, they can raise it with another senior manager or directly with a Nominated Officer within their parent department. Concerns can be raised confidentially and investigations will be conducted sensitively and as quickly as possible.</p>

star this property answer text <p>National campaigns are run as appropriate to inform the public about preparing themselves, their businesses and their communities for risks, such as the annual Get Ready for Winter campaign, which uses both online and print mediums to inform the public about winter-related risks.</p><p>Local responders have a duty to communicate risk to the public under the Civil Contingencies Act (2004), and do so via Community Risk Registers and local campaigns. Government supports the development of Community Risk Registers (and public awareness more generally) via the publication of the bi-annual National Risk Register, which provides a UK-wide resource for local responders to draw on for up-to-date resilience and scientific information.</p><p> </p> more like this

star this property answer text <p>The Cabinet Office’s Guide to Making Legislation sets out that an impact assessment is generally required for any primary legislation that is of a regulatory nature that affects the private sector and/or civil society organisation or public services.</p><p> </p><p>Guidance for government departments on undertaking these regulatory impact assessments is published online: <a href="https://www.gov.uk/government/publications/better-regulation-framework" target="_blank">https://www.gov.uk/government/publications/better-regulation-framework</a> This covers policies that have a regulatory impact on businesses or civil society organisations. The better regulation framework requires departments to produce a regulatory impact assessment if the annual net impacts of a measure are greater than £5 million a year.</p><p> </p><p>Where a policy does not have a regulatory impact over £5 million a year, departments should still consider undertaking an impact assessment in order to support Parliamentary scrutiny. The Chief Analyst in each department is responsible for providing direction on the production of these impact assessments. Where an impact assessment is not produced, Departments must still develop appropriate analysis to inform policy development and decision-making.</p>

star this property answer text <p>UK Government Ministers and officials have held regular discussion with Scottish Government Ministers and officials on the progress of citizens' rights negotiations, which includes the right to stand and vote in municipal elections. There have been official level conversations after each round of negotiations with the EU and Ministerial conversations after the majority of the rounds, including most recently at the British-Irish Council on 10 November.</p><p>The UK Government position is that we want EU citizens with settled status, or who are on the pathway to settled status, to retain the right to vote and stand in any UK election which uses the local government register (which includes Scottish Parliamentary elections), so long as the rights of British citizens living in the EU are similarly protected.</p> more like this

star this property answer text <p>The security and resilience of UK Critical National Infrastructure (CNI) is a key priority for the Government. The 2015 National Security Strategy and Strategic Defence and Security Review said that the Government will work with infrastructure owners and operators to mitigate risks to our CNI, and committed Government to ensure the right regulatory framework is in place to ensure our CNI is resilient to future threats.</p><p>Along with Lead Government Departments, the Cabinet Office is reviewing the resilience implications of leaving the EU. This will involve close collaboration with the Department for Exiting the European Union, which is working with all departments to ensure our preparations for exit are on track.</p><p>Matters of national security are often handled bilaterally, and we do not anticipate this changing after leaving the European Union. We will continue to strengthen and grow our close relationships with the CNI community in Ireland and across Europe, as well as our partners in NATO.</p><p>Each year the Government publishes a short public summary of the detailed plans being taken forward by Lead Departments to tackle threats to critical infrastructure.
